AB1145,32,24 22234.253 Report on households with worst case housing needs. (1)
23Definitions. In this section, “households with worst case housing needs” means
24households that meet all of the following criteria:
AB1145,32,2525 (a) Are renters.
AB1145,33,1
1(b) Do not receive federal, state, or local housing assistance.
AB1145,33,42 (c) Have incomes of no more than 50 percent of the area median income, as
3determined by the federal department of housing and urban development and
4adjusted for family size.
AB1145,33,75 (d) Live in severely inadequate conditions, as determined by the federal
6department of housing and urban development, or pay more than half of their income
7for rent, or both.
AB1145,33,14 8(2) Annual report. The authority shall annually submit to the chief clerk of
9each house of the legislature, for distribution to the legislature under s. 13.172 (2),
10a report on the number of households with worst case housing needs in this state.
11The report shall include the number of households with worst case housing needs by
12county, demographic statistics and information on these households, analysis of the
13impediments to securing affordable housing, and recommended changes to state and
14local programs to assist these households with securing affordable housing.
AB1145,69 15Section 69. 238.30 (4m) of the statutes is amended to read:
AB1145,34,316 238.30 (4m) “Member of a targeted group" means a person who resides in an
17area designated by the federal government as an economic revitalization area, a
18person who is employed in an unsubsidized job but meets the eligibility requirements
19under s. 49.145 (2) and (3) for a Wisconsin Works employment position, a person who
20is employed in a trial job, as defined in s. 49.141 (1) (n), 2011 stats., or in a trial
21employment match program job, as defined in s. 49.141 (1) (n), a person who is
22eligible for child care assistance under s. 49.155, a person who is a vocational
23rehabilitation referral, an economically disadvantaged youth, an economically
24disadvantaged veteran, a supplemental security income recipient, a general
25assistance recipient, an economically disadvantaged ex-convict, a dislocated worker,

1as defined in 29 USC 2801 (9) 3102 (15), or a food stamp recipient, if the person has
2been certified in the manner under 26 USC 51 (d) (13) (A) by a designated local
3agency, as defined in 26 USC 51 (d) (12).
AB1145,70 4Section 70. 281.61 (8) (b) of the statutes is created to read:
AB1145,34,85 281.61 (8) (b) The department of administration shall allocate not more than
6$40,000,000 from the proceeds of public debt authorized under s. 20.866 (2) (td) to
7projects involving forgivable loans to private users of public water systems to cover
8not more than 50 percent of the cost to replace lead service lines.
AB1145,71 9Section 71. 946.13 (10) of the statutes is amended to read:
AB1145,34,1210 946.13 (10) Subsection (1) (a) does not apply to a member of a local workforce
11development board established under 29 USC 2832 3122 or to a member of the
12council on workforce investment established under 29 USC 2821 3111.
AB1145,72 13Section 72 . Nonstatutory provisions.
AB1145,34,2514 (1) Job and employment services; pilot program. The department of workforce
15development shall establish a pilot program to provide supportive job and
16employment services to individuals receiving housing vouchers or receiving services
17from state-funded homeless shelters. The pilot program established under this
18subsection shall provide similar job and employment services to those provided
19under the Transform Milwaukee Jobs program and Transitional Jobs program under
20s. 49.163. The department shall establish eligibility criteria for individuals
21participating in the pilot program, and the program shall be administered by the
22department or another entity authorized to administer the programs under s. 49.163
23(4). The department of workforce development shall pay for the pilot program under
24this subsection from the appropriation under s. 20.445 (1) (fc). The pilot program
25established under this subsection shall sunset on June 30, 2023.

1(2) Pilot program for homeless children and youths. The Wisconsin Housing
2and Economic Development Authority shall develop policies and procedures for and
3implement a 2-year pilot program that gives priority to individuals who are included
4in the category of homeless children and youths, as defined in 42 USC 11434a (2), and
5families with at least one individual included in that category on the waiting list that
6the authority, or a public housing agency that contracts with the authority,
7maintains for vouchers under the federal Housing Choice Voucher Program.
AB1145,35,108 (3) Community action opioid response grant program. During the 2021-23
9fiscal biennium, the department of health services shall award no more than a total
10of $2,000,000 per fiscal year in grant moneys under s. 49.675.
AB1145,35,1711 (4) Internet assistance program. Using the procedure under s. 227.24, the
12department of children and families may promulgate the rules authorized under s.
1349.168 (2) as emergency rules. Notwithstanding s. 227.24 (1) (a) and (3), the
14department of children and families is not required to provide evidence that
15promulgating a rule under this subsection as an emergency rule is necessary for the
16preservation of the public peace, health, safety, or welfare and is not required to
17provide a finding of emergency for a rule promulgated under this subsection.
AB1145,73 18Section 73 . Fiscal changes.
AB1145,36,219 (1) State supplement to employment opportunity demonstration projects.

222021-22 is increased by $799,400 for the purposes for which the appropriation is

12022-23 is increased by $799,400 for the purposes for which the appropriation is
2made.
AB1145,36,103 (2) Grants to defray housing costs. In the schedule under s. 20.005 (3) for the
4appropriation to the department of administration under s. 20.505 (7) (b), the dollar
5amount for fiscal year 2021-22 is increased by $220,000 for grants under s. 16.303
6(1) (a) to persons or families of low or moderate income to defray housing costs. In
7the schedule under s. 20.005 (3) for the appropriation to the department of
8administration under s. 20.505 (7) (b), the dollar amount for fiscal year 2022-23 is
9increased by $220,000 for grants under s. 16.303 (1) (a) to persons or families of low
10or moderate income to defray housing costs.
AB1145,36,1711 (3) Skills enhancement program. In the schedule under s. 20.005 (3) for the
12appropriation to the department of children and families under s. 20.437 (2) (fr), the
13dollar amount for fiscal year 2021-22 is increased by $500,000 for the purpose for
14which the appropriation is made. In the schedule under s. 20.005 (3) for the
15appropriation to the department of children and families under s. 20.437 (2) (fr), the
16dollar amount for fiscal year 2022-23 is increased by $500,000 for the purpose for
17which the appropriation is made.
AB1145,37,218 (4) Employment transportation assistance. In the schedule under s. 20.005
19(3) for the appropriation to the department of transportation under s. 20.395 (1) (bs),
20the dollar amount for fiscal year 2021-22 is increased by $249,450 to award grants
21to public and private organizations for the development and implementation of job
22access and employment transportation assistance programs. In the schedule under
23s. 20.005 (3) for the appropriation to the department of transportation under s.
2420.395 (1) (bs), the dollar amount for fiscal year 2022-23 is increased by $249,450 to

AB1145,37,103 (5) Transitional Jobs program. In the schedule under s. 20.005 (3) for the
4appropriation to the department of children and families under s. 20.437 (2) (md),
5the dollar amount for fiscal year 2021-22 is increased by $1,000,000 for the
6Transitional Jobs program under s. 49.163 for programs outside of Milwaukee
7County. In the schedule under s. 20.005 (3) for the appropriation to the department
8of children and families under s. 20.437 (2) (md), the dollar amount for fiscal year
92022-23 is increased by $1,000,000 for the Transitional Jobs program under s.
1049.163 for programs outside of Milwaukee County.
AB1145,37,1711 (6) Civil legal services. In the schedule under s. 20.005 (3) for the
12appropriation to the department of children and families under s. 20.437 (2) (md),
13the dollar amount for fiscal year 2021-22 is increased by $500,000 for the grant for
14civil legal services under s. 49.1635. In the schedule under s. 20.005 (3) for the
15appropriation to the department of children and families under s. 20.437 (2) (md),
16the dollar amount for fiscal year 2022-23 is increased by $500,000 for the grant for
17civil legal services under s. 49.1635.
AB1145,37,2418 (7) Internet assistance program. In the schedule under s. 20.005 (3) for the
19appropriation to the department of children and families under s. 20.437 (2) (md),
20the dollar amount for fiscal year 2021-22 is increased by $10,000,000 for the Internet
21assistance program under s. 49.168. In the schedule under s. 20.005 (3) for the
22appropriation to the department of children and families under s. 20.437 (2) (md),
23the dollar amount for fiscal year 2022-23 is increased by $10,000,000 for the Internet
24assistance program under s. 49.168.

320.395 (1) (cr), the dollar amount for fiscal year 2021-22 is increased by $319,556 for

5for the appropriation to the department of transportation under s. 20.395 (1) (cr), the
6dollar amount for fiscal year 2022-23 is increased by $319,556 for the purpose for
7which the appropriation is made.
AB1145,38,148 (9) Specialized transportation program. In the schedule under s. 20.005 (3)
9for the appropriation to the department of transportation under s. 20.395 (1) (cq), the
10dollar amount for fiscal year 2021-22 is increased by $18,712 for the purpose for
11which the appropriation is made. In the schedule under s. 20.005 (3) for the
12appropriation to the department of transportation under s. 20.395 (1) (cq), the dollar
13amount for fiscal year 2022-23 is increased by $19,180 for the purpose for which the
14appropriation is made.
AB1145,38,1915 (10) Lead-Safe Homes Program. In the schedule under s. 20.005 (3) for the
16appropriation to the department of health services under s. 20.435 (1) (ef), the dollar
17amount for fiscal year 2021-22 is increased by $14,200,000 and the dollar amount
18for fiscal year 2022-23 is increased by $14,200,000 to provide lead abatement
19services through the Lead-Safe Homes Program.
AB1145,39,220 (11) Windows Plus lead exposure program. In the schedule under s. 20.005
21(3) for the appropriation to the department of health services under s. 20.435 (1) (ef),
22the dollar amount for fiscal year 2021-22 is increased by $961,800 and the dollar
23amount for fiscal year 2022-23 is increased by $1,054,800 for the purpose of
24resuming the Windows Plus lead exposure program and increasing the authorized

1FTE positions for the department of health services by 1.0 GPR position, beginning
2in fiscal year 2021-22.
AB1145,74 3Section 74. Effective dates. This act takes effect on the day after publication,
4except as follows:
AB1145,39,55 (1) The repeal of s. 20.445 (1) (fc) takes effect on June 30, 2023.
