AB1145,60 8Section 60. 106.115 of the statutes is created to read:
AB1145,30,10 9106.115 Council on workforce investment. (1) In this section, “homeless”
10has the meaning given in 42 USC 11302 (a).
AB1145,30,15 11(2) The council on workforce investment established under 29 USC 3111 shall
12identify all of the following populations of individuals with a barrier to employment
13to receive employment, training, and educational services when submitting the state
14plan required by section 3113 of the federal Workforce Innovation and Opportunity
15Act of 2014:
AB1145,30,1616 (a) Homeless individuals from 18 to 24 years of age.
AB1145,30,1717 (b) Children placed in out-of-home care under ch. 48.

AB1145,61 19Section 61. 106.13 (2) of the statutes is amended to read:
AB1145,30,2320 106.13 (2) The council on workforce investment established under 29 USC
212821 3111, the technical college system board, and the department of public
22instruction shall assist the department in providing the youth apprenticeship
23program under sub. (1).
AB1145,62 24Section 62. 106.15 of the statutes is repealed.
AB1145,63 25Section 63. 106.16 (2) of the statutes is amended to read:

1106.16 (2) Any company that receives a loan or grant from a state agency or
2an authority under ch. 231 or 234 shall notify the department and the local workforce
3development board established under 29 USC 2832 3122, of any position in the
4company that is related to the project for which the grant or loan is received to be
5filled in this state within one year after receipt of the loan or grant. The company
6shall provide this notice at least 2 weeks prior to advertising the position.
AB1145,64 7Section 64. 106.27 (1m) of the statutes is amended to read:
AB1145,31,188 106.27 (1m) Labor market information system. From the appropriation under
9s. 20.445 (1) (bm), the department shall develop and maintain a labor market
10information system to collect, analyze, and disseminate information on current and
11projected employment opportunities in this state and other appropriate information
12relating to labor market dynamics as determined by the department. The
13department shall make the information contained in the system available, free of
14charge, to school districts, technical colleges, tribal colleges, institutions and college
15campuses within the University of Wisconsin System, local workforce development
16boards established under 29 USC 2832 3122, employers, job seekers, and the general
17public, including making that information available on the department's Internet
18site.
AB1145,65 19Section 65. 109.07 (1m) (a) of the statutes is amended to read:
AB1145,32,820 109.07 (1m) (a) Subject to sub. (5) or (6), an employer that has decided upon
21a business closing or mass layoff in this state shall promptly notify the subunit of the
22department that administers s. 106.15, any affected employee, any collective
23bargaining representative of any affected employee, and the highest official of any
24municipality in which the affected employment site is located, in writing of such
25action no later than 60 days prior to the date on which the business closing or mass

1layoff takes place. The notice to an affected employee shall also include contact
2information for the local workforce development board under 29 USC 2832 3122
3serving the area in which the employment site is located and, if available, the list of
4resources prepared under s. 106.11. The employer shall provide in writing all
5information concerning its payroll, affected employees, and the wages and other
6remuneration owed to those employees as the department may require. The
7department may in addition require the employer to submit a plan setting forth the
8manner in which final payment in full shall be made to affected employees.
AB1145,66 9Section 66. 115.28 (24) of the statutes is amended to read:
AB1145,32,1510 115.28 (24) Priority in awarding grants. Give priority in awarding grants to
11school boards under s. 115.36, and in awarding grants from federal funds received
12under 20 USC 2301 to 2471, 20 USC 4601 to 4665 and 29 USC 2862 (b) (1) (B), to
13programs that provide more than one of the educational services specified under s.
14115.36, 115.915, 118.01 (2) (d) 7. or 8. or 118.153 or 20 USC 2301 to 2471, 20 USC 4601

AB1145,67 16Section 67. 115.28 (66) of the statutes is created to read:
AB1145,32,2017 115.28 (66) Report on homeless children and youths. Annually, submit to the
18chief clerk of each house of the legislature, for distribution to the legislature under
19s. 13.172 (2), a report on the number of homeless children and youths, as defined in
2042 USC 11434a (2), in the public schools of this state.
AB1145,68 21Section 68. 234.253 of the statutes is created to read:
AB1145,32,24 22234.253 Report on households with worst case housing needs. (1)
23Definitions. In this section, “households with worst case housing needs” means
24households that meet all of the following criteria:
AB1145,32,2525 (a) Are renters.
AB1145,33,1
1(b) Do not receive federal, state, or local housing assistance.
AB1145,33,42 (c) Have incomes of no more than 50 percent of the area median income, as
3determined by the federal department of housing and urban development and
4adjusted for family size.
AB1145,33,75 (d) Live in severely inadequate conditions, as determined by the federal
6department of housing and urban development, or pay more than half of their income
7for rent, or both.
AB1145,33,14 8(2) Annual report. The authority shall annually submit to the chief clerk of
9each house of the legislature, for distribution to the legislature under s. 13.172 (2),
10a report on the number of households with worst case housing needs in this state.
11The report shall include the number of households with worst case housing needs by
12county, demographic statistics and information on these households, analysis of the
13impediments to securing affordable housing, and recommended changes to state and
14local programs to assist these households with securing affordable housing.
AB1145,69 15Section 69. 238.30 (4m) of the statutes is amended to read:
AB1145,34,316 238.30 (4m) “Member of a targeted group" means a person who resides in an
17area designated by the federal government as an economic revitalization area, a
18person who is employed in an unsubsidized job but meets the eligibility requirements
19under s. 49.145 (2) and (3) for a Wisconsin Works employment position, a person who
20is employed in a trial job, as defined in s. 49.141 (1) (n), 2011 stats., or in a trial
21employment match program job, as defined in s. 49.141 (1) (n), a person who is
22eligible for child care assistance under s. 49.155, a person who is a vocational
23rehabilitation referral, an economically disadvantaged youth, an economically
24disadvantaged veteran, a supplemental security income recipient, a general
25assistance recipient, an economically disadvantaged ex-convict, a dislocated worker,

1as defined in 29 USC 2801 (9) 3102 (15), or a food stamp recipient, if the person has
2been certified in the manner under 26 USC 51 (d) (13) (A) by a designated local
3agency, as defined in 26 USC 51 (d) (12).
AB1145,70 4Section 70. 281.61 (8) (b) of the statutes is created to read:
AB1145,34,85 281.61 (8) (b) The department of administration shall allocate not more than
6$40,000,000 from the proceeds of public debt authorized under s. 20.866 (2) (td) to
7projects involving forgivable loans to private users of public water systems to cover
8not more than 50 percent of the cost to replace lead service lines.
AB1145,71 9Section 71. 946.13 (10) of the statutes is amended to read:
AB1145,34,1210 946.13 (10) Subsection (1) (a) does not apply to a member of a local workforce
11development board established under 29 USC 2832 3122 or to a member of the
12council on workforce investment established under 29 USC 2821 3111.
AB1145,72 13Section 72 . Nonstatutory provisions.
AB1145,34,2514 (1) Job and employment services; pilot program. The department of workforce
15development shall establish a pilot program to provide supportive job and
16employment services to individuals receiving housing vouchers or receiving services
17from state-funded homeless shelters. The pilot program established under this
18subsection shall provide similar job and employment services to those provided
19under the Transform Milwaukee Jobs program and Transitional Jobs program under
20s. 49.163. The department shall establish eligibility criteria for individuals
21participating in the pilot program, and the program shall be administered by the
22department or another entity authorized to administer the programs under s. 49.163
23(4). The department of workforce development shall pay for the pilot program under
24this subsection from the appropriation under s. 20.445 (1) (fc). The pilot program
25established under this subsection shall sunset on June 30, 2023.

1(2) Pilot program for homeless children and youths. The Wisconsin Housing
2and Economic Development Authority shall develop policies and procedures for and
3implement a 2-year pilot program that gives priority to individuals who are included
4in the category of homeless children and youths, as defined in 42 USC 11434a (2), and
5families with at least one individual included in that category on the waiting list that
6the authority, or a public housing agency that contracts with the authority,
7maintains for vouchers under the federal Housing Choice Voucher Program.
AB1145,35,108 (3) Community action opioid response grant program. During the 2021-23
9fiscal biennium, the department of health services shall award no more than a total
10of $2,000,000 per fiscal year in grant moneys under s. 49.675.
AB1145,35,1711 (4) Internet assistance program. Using the procedure under s. 227.24, the
12department of children and families may promulgate the rules authorized under s.
1349.168 (2) as emergency rules. Notwithstanding s. 227.24 (1) (a) and (3), the
14department of children and families is not required to provide evidence that
15promulgating a rule under this subsection as an emergency rule is necessary for the
16preservation of the public peace, health, safety, or welfare and is not required to
17provide a finding of emergency for a rule promulgated under this subsection.

AB1145,36,219 (1) State supplement to employment opportunity demonstration projects.

AB1145,36,103 (2) Grants to defray housing costs. In the schedule under s. 20.005 (3) for the
4appropriation to the department of administration under s. 20.505 (7) (b), the dollar
5amount for fiscal year 2021-22 is increased by $220,000 for grants under s. 16.303
6(1) (a) to persons or families of low or moderate income to defray housing costs. In
7the schedule under s. 20.005 (3) for the appropriation to the department of
8administration under s. 20.505 (7) (b), the dollar amount for fiscal year 2022-23 is
9increased by $220,000 for grants under s. 16.303 (1) (a) to persons or families of low

AB1145,36,1711 (3) Skills enhancement program. In the schedule under s. 20.005 (3) for the
12appropriation to the department of children and families under s. 20.437 (2) (fr), the
13dollar amount for fiscal year 2021-22 is increased by $500,000 for the purpose for
14which the appropriation is made. In the schedule under s. 20.005 (3) for the
15appropriation to the department of children and families under s. 20.437 (2) (fr), the
16dollar amount for fiscal year 2022-23 is increased by $500,000 for the purpose for
17which the appropriation is made.
AB1145,37,218 (4) Employment transportation assistance. In the schedule under s. 20.005
19(3) for the appropriation to the department of transportation under s. 20.395 (1) (bs),
20the dollar amount for fiscal year 2021-22 is increased by $249,450 to award grants
21to public and private organizations for the development and implementation of job
22access and employment transportation assistance programs. In the schedule under
23s. 20.005 (3) for the appropriation to the department of transportation under s.
2420.395 (1) (bs), the dollar amount for fiscal year 2022-23 is increased by $249,450 to

AB1145,37,103 (5) Transitional Jobs program. In the schedule under s. 20.005 (3) for the

AB1145,39,220 (11) Windows Plus lead exposure program. In the schedule under s. 20.005

22the dollar amount for fiscal year 2021-22 is increased by $961,800 and the dollar
23amount for fiscal year 2022-23 is increased by $1,054,800 for the purpose of
24resuming the Windows Plus lead exposure program and increasing the authorized

AB1145,74 3Section 74. Effective dates. This act takes effect on the day after publication,
