AB50-ASA2-AA15,95,201916.02 Office of violence prevention. (1) Purpose. The office of violence 20prevention shall coordinate and expand violence prevention activities in this state. AB50-ASA2-AA15,95,2121(2) Duties. The office of violence prevention shall do all of the following: AB50-ASA2-AA15,95,2222(a) Establish a violence prevention focus across state government. AB50-ASA2-AA15,96,323(b) Collaborate with other state agencies that are interested or active in the
1reduction of interpersonal violence, including child abuse, elder abuse, violence 2against youth, domestic violence, gun violence, intimate partner violence, suicide, 3sexual assault, and gender-based violence. AB50-ASA2-AA15,96,64(c) Support the development and implementation of comprehensive, 5community-based violence prevention initiatives within local units of government 6across the state, including collaborating with law enforcement agencies. AB50-ASA2-AA15,96,87(d) Develop sources of funding beyond state revenues to maintain the office 8and expand its activities. AB50-ASA2-AA15,96,109(e) Create a directory of existing violence prevention services and activities in 10each county. AB50-ASA2-AA15,96,1511(f) Support and provide technical assistance to local organizations that 12provide violence prevention services, including in seeking out and applying for 13grant funding in support of their initiatives and provide technical assistance and 14support to the organizations to maximize the organizations’ likelihood of success 15with their applications. AB50-ASA2-AA15,96,1616(g) Develop public education campaigns to promote safer communities. AB50-ASA2-AA15,96,2117(3) Grants. (a) From the appropriation under s. 20.505 (1) (bs), the office of 18violence prevention shall award grants to support effective violence reduction 19initiatives in communities across the state, including supporting efforts to reduce 20gun violence, group violence, suicides, domestic violence, intimate partner violence, 21and gender-based violence. AB50-ASA2-AA15,97,222(b) The grants under this subsection shall be used to support, expand, and 23replicate evidence-based violence reduction initiatives, including hospital-based 24violence intervention programs, evidence-based street outreach programs, and
1focused deterrence strategies, that seek to interrupt the cycles of violence, 2victimization, and retaliation in order to reduce the incidence of firearm violence. AB50-ASA2-AA15,97,63(c) Of the grants the department awards under this section, the department 4shall award up to $3,000,000 in grants each fiscal year to federally recognized 5American Indian tribes or bands in this state and organizations affiliated with 6tribes relating to missing and murdered indigenous women. AB50-ASA2-AA15,97,117(d) Of the grants the department awards under this section, the department 8shall award up to $500,000 in suicide prevention grants each fiscal year to 9organizations or coalitions of organizations, which may include a city, village, town, 10county, or federally recognized American Indian tribe or band in this state, for any 11of the following purposes: AB50-ASA2-AA15,97,13121. To train staff at a firearm retailer or firearm range on how to recognize a 13person who may be considering suicide. AB50-ASA2-AA15,97,15142. To provide suicide prevention materials for distribution at a firearm 15retailer or firearm range. AB50-ASA2-AA15,97,16163. To provide voluntary, temporary firearm storage. AB50-ASA2-AA15,98,1817(2) Task force on missing and murdered African American women and 18girls. AB50-ASA2-AA15,98,2119(a) Definition. In this subsection, “nongovernmental organization” means a 20nonprofit, nongovernmental organization that provides legal, social, or other 21community services. AB50-ASA2-AA15,99,322(b) Membership. There is created a task force on missing and murdered 23African American women and girls. The task force shall consist of the following
1members, who are knowledgeable in crime victims rights or violence protection, 2and who shall be appointed by and serve at the pleasure of the governor unless 3otherwise specified: AB50-ASA2-AA15,99,541. Two members of the senate, one appointed by the majority leader and one 5appointed by the minority leader. AB50-ASA2-AA15,99,762. Two members of the assembly, one appointed by the speaker of the 7assembly and one appointed by the minority leader. AB50-ASA2-AA15,99,883. Two representatives from among the following: AB50-ASA2-AA15,99,99a. The Wisconsin Chiefs of Police Association. AB50-ASA2-AA15,99,1010b. The Badger State Sheriffs’ Association. AB50-ASA2-AA15,99,1111c. The division of criminal investigation within the department of justice. AB50-ASA2-AA15,99,12124. One or more representatives from among the following: AB50-ASA2-AA15,99,1313a. The Wisconsin District Attorneys Association. AB50-ASA2-AA15,99,1414b. A U.S. Attorney’s office in this state. AB50-ASA2-AA15,99,1515c. A judge or attorney working in juvenile court. AB50-ASA2-AA15,99,17165. A county coroner or representative from a statewide coroner’s association or 17a representative of the department of health services. AB50-ASA2-AA15,99,18186. Three or more representatives from among the following: AB50-ASA2-AA15,99,2019a. A statewide or local organization that provides legal services to African 20American women and girls. AB50-ASA2-AA15,99,2221b. A statewide or local organization that provides advocacy or counseling for 22African American women and girls who have been victims of violence. AB50-ASA2-AA15,100,2
1c. A statewide or local organization that provides nonlegal services to African 2American women and girls. AB50-ASA2-AA15,100,33d. The Wisconsin Coalition Against Sexual Assault. AB50-ASA2-AA15,100,44e. End Domestic Abuse Wisconsin. AB50-ASA2-AA15,100,55f. An African American woman who is a survivor of gender violence. AB50-ASA2-AA15,100,1171. The task force shall elect a chair and vice-chair from among the members of 8the task force and may elect other officers as necessary. The task force shall 9convene within 30 days after it is established and shall meet at least quarterly 10thereafter, or upon the call of its chair, and may hold meetings throughout the state. 11The task force shall meet sufficiently to accomplish the duties identified in par. (d). AB50-ASA2-AA15,100,15122. The department of administration shall provide administrative support 13services to the task force. The task force may call upon any state agency or officer to 14assist the task force, and those agencies or officers shall cooperate with the task 15force to the fullest extent possible. AB50-ASA2-AA15,100,18163. The department of administration shall reimburse members of the task 17force for their actual and necessary expenses incurred in carrying out their 18functions. AB50-ASA2-AA15,100,20201. The task force shall examine all of the following topics: AB50-ASA2-AA15,101,221a. The systemic causes behind violence that African American women and 22girls experience, including patterns and underlying factors that explain why 23disproportionately high levels of violence occur against African American women
1and girls, including underlying historical, generational, social, economic, 2institutional, and cultural factors that may contribute to the violence. AB50-ASA2-AA15,101,53b. Appropriate methods for tracking and collecting data on violence against 4African American women and girls, including data on missing and murdered 5African American women and girls. AB50-ASA2-AA15,101,96c. Policies and institutions such as policing, child welfare, coroner practices, 7and other governmental practices that impact violence against African American 8women and girls and the investigation and prosecution of crimes of gender violence 9against African American people. AB50-ASA2-AA15,101,1110d. Measures necessary to address and reduce violence against African 11American women and girls. AB50-ASA2-AA15,101,1412e. Measures to help victims, victims’ families, and victims’ communities 13prevent and heal from violence that occurs against African American women and 14girls. AB50-ASA2-AA15,101,16152. The task force shall, by December 31, 2025, and December 31, 2026, submit 16to the governor a report that includes all of the following: AB50-ASA2-AA15,101,1817a. Proposed institutional policies and practices that are effective in reducing 18gender violence and increasing the safety of African American women and girls. AB50-ASA2-AA15,101,2019b. Recommendations to eliminate violence against African American women 20and girls. AB50-ASA2-AA15,101,2221c. Recommendations to help victims and communities heal from gender 22violence and violence against African American women and girls. AB50-ASA2-AA15,102,7233. In accomplishing the tasks in subds. 1. and 2., the task force shall seek out
1and enlist the cooperation and assistance of nongovernmental organizations, 2community and advocacy organizations working with the African American 3community, and academic researchers and experts, specifically those specializing in 4violence against African American women and girls, representing diverse 5communities disproportionately affected by violence against women and girls, or 6focusing on issues related to gender violence and violence against African American 7women and girls.”. AB50-ASA2-AA15,102,1410(1) Position authorizations; division of capitol police. The authorized 11FTE positions for the department of administration are increased by 8.0 PR 12positions funded from the appropriation under s. 20.505 (5) (ka) to support the 13division of capitol police in the department of administration, consisting of 6 police 14officers, one dispatcher, and one police lieutenant. AB50-ASA2-AA15,102,2016(1) Division of capitol police. In the schedule under s. 20.005 (3) for the 17appropriation to the department of administration under s. 20.505 (5) (ka), the 18dollar amount for fiscal year 2025-26 is increased by $1,260,200 and the dollar 19amount for fiscal year 2026-27 is increased by $1,175,200 to increase the staff of 20and support the division of capitol police in the department of administration.”. The amounts in the schedule for the purpose of financing the costs of 2operation of state-owned or operated facilities that are not funded from other 3appropriations, including custodial and maintenance services; for minor projects; 4for utilities, fuel, heat, and air conditioning; for assessments levied by the 5department under s. 16.847 (3) for costs incurred and savings generated at 6departmental facilities; for facility design services provided to agencies under s. 716.849; and for costs incurred under ss. 16.858 and 16.895 by or on behalf of the 8department; and for police and protection functions under s. 16.84 (2) and (3), 9including to provide security services at multitenant state buildings or multitenant 10state facilities. AB50-ASA2-AA15,104,221(1) Department of safety and professional services information 22technology services. In the schedule under s. 20.005 (3) for the appropriation to 23the department of administration under s. 20.505 (1) (kd), the dollar amount for 24fiscal year 2025-26 is increased by $695,400 and the dollar amount for fiscal year
12026-27 is increased by $692,500 to provide contractual information technology 2services for the department of safety and professional services.”. AB50-ASA2-AA15,104,175(1) Certain federal position funding and incumbent staff. On January 61, 2027, the funding source for 3.0 FTE FED positions in the department of 7administration changes from the appropriation under s. 20.505 (1) (mb) to the 8general purpose revenue appropriation under s. 20.505 (1) (a), and the incumbent 9employees holding the positions on that date retain their positions. On January 1, 102027, the funding source for 1.0 FTE FED position in the department of 11administration changes from the appropriation under s. 20.505 (1) (mb) to the 12program revenue appropriation under s. 20.505 (1) (ka), and the incumbent 13employee holding the position on that date retains their position. On January 1, 142027, the funding source for 20.0 FTE FED positions in the department of 15administration changes from the appropriation under s. 20.505 (1) (mb) to the 16program revenue appropriation under s. 20.505 (1) (kz), and the incumbent 17employees holding the positions on that date retain their positions. AB50-ASA2-AA15,105,418(2) Certain federal position funding and incumbent staff transfer. 19On January 1, 2027, 17.5 FTE FED positions in the department of administration, 20funded from the appropriation under s. 20.505 (1) (mb), and the incumbent 21employees holding those positions are transferred to the employment relations 22commission, and the funding for the positions is changed to the GPR appropriation 23under s. 20.425 (1) (a). Employees transferred under this subsection have all the 24rights and the same status under ch. 230 in the employment relations commission
1that they enjoyed in the department of administration immediately before the 2transfer. Notwithstanding s. 230.28 (4), no employee transferred under this 3subsection who has attained permanent status in class is required to serve a 4probationary period. In the schedule under s. 620.005 (3) for the appropriation to the department of administration under s. 720.505 (1) (a), the dollar amount for fiscal year 2026-27 is increased by $246,800 to 8increase the authorized FTE positions in the department of administration by 3.0 9GPR positions for the following purposes: 1.0 attorney supervisor funded at $95,300 10to serve as the Enterprise Chief Privacy Officer of the Division of Legal Services; 111.0 program and policy analyst-advanced funded at $59,800 assigned to the Office 12of Information Privacy to identify opportunities for training and policy development 13for state employees o personally-identifiable or sensitive information and provide 14technical assistance in developing privacy policies, and 1.0 management 15information chief funded at $91,700 to oversee the Office of Data.
