(fm). Beginning on July 7, 2023, the maximum camping fee 5allowed under this subdivision is $45. Beginning on the effective date of this 6subdivision .... AB50-ASA2,13312Section 133. 27.01 (10) (g) 6. of the statutes is amended to read: AB50-ASA2,251,161327.01 (10) (g) 6. An additional camping fee of $15 $25 per night for a camping 14party that uses electricity supplied at a state campground located in Devil’s Lake 15State Park, High Cliff State Park, Kohler-Andrae State Park, Peninsula State Park, 16or Willow River State Park, if the campsite has an electric receptacle. AB50-ASA2,13417Section 134. 36.11 (3) (b) of the statutes is amended to read: AB50-ASA2,252,81836.11 (3) (b) Subject to s. 36.31 (2m), the board shall establish policies for the 19appropriate transfer of credits between institutions within the system, including 20postsecondary credits earned by a high school pupil enrolled in a course at an 21institution within the system under the program under s. 118.55. If the board 22determines that postsecondary credits earned by a high school pupil under the 23program under s. 118.55 are not transferable under this paragraph, the board shall 24permit the individual to take an examination to determine the individual’s
1competency in the subject area of the course and, if the individual receives a passing 2score on the examination, shall award equivalent credits to the individual. The 3board’s policies under this paragraph shall provide that, no later than September 1, 42026, all credits for core general education courses, as defined in s. 36.31 (2m) (a) 2., 5are transferable between institutions within the system and satisfy general 6education requirements at the receiving institution. No later than December 31, 72025, the board shall submit a proposal to the joint committee on employment 8relations related to the transfer policies. AB50-ASA2,1359Section 135. 36.11 (13) of the statutes is created to read: AB50-ASA2,252,161036.11 (13) Institutions’ funding allocation on the basis of enrollment 11decline and course credits awarded. (a) From the appropriation under s. 1220.285 (1) (a), the board shall allocate a total of $15,250,000 in each fiscal year to 13institutions that have had, on average, a decline in student enrollment in the 14immediately preceding 10-year period. The board shall allocate the money to each 15qualifying institution in proportion to the full-time equivalent student enrollment 16at the institution in the most recent academic year for which this data is available. AB50-ASA2,252,2217(b) From the appropriation under s. 20.285 (1) (a), the board shall allocate a 18total of $11,250,000 in each fiscal year to institutions in proportion to the aggregate 19number of course credits awarded to undergraduate students enrolled in the 20institution in the most recent academic year for which this data is available, except 21that no institution may receive more than 25 percent of the total amount of funds 22allocated under this paragraph. AB50-ASA2,253,223(c) Funding provided under this subsection is in addition to an institution’s
1allocation under ss. 36.09 (1) (h) and 36.112 and in addition to any other allocation 2of funding by the board. AB50-ASA2,1363Section 136. 36.115 (9) of the statutes is created to read: AB50-ASA2,253,9436.115 (9) (a) Notwithstanding s. 16.505 (2m) and (2p), the board shall 5continue to maintain, across the entire system, the number of positions for system 6employees that are funded by either general purpose revenue or program revenue at 7the level in effect on January 1, 2024, as set forth in, and subject to all of the terms 8of, the resolution adopted by the board on December 13, 2023, except that this 9paragraph applies through and after December 31, 2026. AB50-ASA2,253,1210(b) The chancellor may not create or abolish any position under s. 16.505 (2m) 11or (2p) for any system employee assigned to the University of Wisconsin-Madison 12that would be inconsistent with par. (a). AB50-ASA2,13713Section 137. 36.115 (10) of the statutes are created to read: AB50-ASA2,253,171436.115 (10) (a) In this subsection, “credit hour,” with respect to a course, 15means a period of not less than 50 consecutive minutes per week of instructional 16time for each week of the semester or session that the course is offered, excluding 17the week of or the week immediately preceding final examinations for the course. AB50-ASA2,253,2018(b) Notwithstanding sub. (8) and any provision of the personnel systems 19under subs. (2) and (3), the provisions of this subsection apply with respect to each 20institution within the system, including the University of Wisconsin-Madison. AB50-ASA2,254,221(c) 1. Except as provided in subd. 2. and pars. (d) to (f), beginning on 22September 1, 2026, each full-time faculty member and each full-time member of the 23instructional academic staff shall teach no fewer than 24 credit hours per academic
1year and, if the faculty member or instructional academic staff member is employed 2on a 12-month contract, an additional 6 credit hours during the summer. AB50-ASA2,254,932. Except as provided in pars. (d) to (f), beginning on September 1, 2026, each 4full-time faculty member and each full-time member of the instructional academic 5staff assigned to an institution that is classified as Research 1 by the Carnegie 6Classification of Institutions of Higher Education shall teach no fewer than 12 7credit hours per academic year and, if the faculty member or instructional academic 8staff member is employed on a 12-month contract, an additional 3 credit hours 9during the summer. AB50-ASA2,254,13103. Beginning on September 1, 2026, an instructional employee who has less 11than a full-time appointment shall teach a minimum number of credit hours in the 12proportion that the appointment bears to the required credit hours for a full-time 13instructional employee. AB50-ASA2,254,16144. Beginning on September 1, 2026, an instructional employee employed on a 1512-month contract who has the employee’s instructional time offset by other sources 16shall teach not fewer than one course during any semester or summer session. AB50-ASA2,254,2217(d) 1. Each academic department in an institution may designate one 18individual to serve as the chairperson of the department. The duties of the 19chairperson shall be determined by the chancellor of the institution to which the 20individual is assigned. The teaching responsibilities under par. (c) may be reduced 21for the department chairperson commensurate with the individual’s duties as 22chairperson. AB50-ASA2,255,6232. An institution may assign administrative duties to instructional employees 24other than the chairperson of a department and may designate these instructional
1employees as having these administrative duties, but the institution may not 2designate more than 10 percent of either faculty or instructional academic staff as 3having administrative duties. The teaching responsibilities under par. (c) may be 4reduced for instructional employees designated as having administrative duties to 5the extent the reduction is approved by the joint committee on employment 6relations no later than January 31, 2026. AB50-ASA2,255,87(e) 1. In this paragraph, “buyout” means replacing general purpose revenue 8or program revenue funding for a position with funding from other revenue sources. AB50-ASA2,255,1492. The board may develop a buyout policy under which the number of credit 10hours that an instructional employee is required to teach under par. (c) may be 11reduced by reducing in the same proportion the portion of the instructional 12employee’s compensation, including salary and benefits, funded from general 13purpose revenue or program revenue and replacing it with compensation funded 14from other revenue sources. AB50-ASA2,255,2015(f) 1. Subject to subds. 2. to 4., the board may adopt guidelines, consistent 16with the provisions of this subsection that provide additional details relevant to the 17requirements under this subsection, or that present exceptions for reasonably 18justified circumstances, but only if, no later than December 1, 2025, the board 19submits to the joint committee on employment relations the proposed guidelines for 20legislative review. AB50-ASA2,256,2212. In the proposed guidelines submitted under subd. 1., the board may 22propose exceptions to the requirements under par. (c) or other requirements under 23this subsection. If the joint committee on employment relations approves these
1exceptions prior to January 31, 2026, the board may adopt and implement the 2exceptions and incorporate the approved exceptions into its guidelines. AB50-ASA2,256,733. In the proposed guidelines submitted under subd. 1., the board may 4propose exceptions to any required methodology for the buyout policy under par. (e). 5If the joint committee on employment relations approves these exceptions prior to 6January 31, 2026, the board may adopt and implement the exceptions and 7incorporate the approved exceptions into its guidelines. AB50-ASA2,256,1084. To the extent applicable, the board’s submission under subd. 1. shall 9include any request for a reduction in teaching responsibilities for instructional 10employees designated as having administrative duties under par. (d) 2. AB50-ASA2,256,1211(g) Annually, the board shall report to the appropriate standing committees of 12the legislature under s. 13.172 (3) all of the following information: AB50-ASA2,256,14131. The total credit hours taught by faculty and instructional academic staff, 14grouped according to the following factors: AB50-ASA2,256,1515a. Classification as faculty or instructional academic staff. AB50-ASA2,256,1616b. Institution to which the employee is assigned. AB50-ASA2,256,1817c. Whether the employee has a full-time appointment and, if not, the extent of 18the part-time appointment. AB50-ASA2,256,1919d. Each funding source and the amount of funding from each source. AB50-ASA2,256,21202. The percentage of teaching staff at each institution meeting the full 21workload requirements under this subsection. AB50-ASA2,256,2322(h) In its report under s. 13.94 (1) (t), the legislative audit bureau shall 23evaluate the board’s compliance with the requirements under this subsection. AB50-ASA2,13824Section 138. 36.31 (2m) (d) of the statutes is created to read: AB50-ASA2,257,3

(am) 1. and (b), no agreement under 2this subsection may limit the transfer of credits for core general education courses 3between institutions within the system. (a) In this subsection, “credit hour,” 6with respect to a course, means a period of not less than 50 consecutive minutes per 7week of instructional time for each week of the semester or session that the course 8is offered, excluding the week of or the week immediately preceding final 9examinations for the course. AB50-ASA2,257,1310(b) Except as provided in and pars. (c) and (d), beginning on September 1, 112026, each full-time instructor shall teach no fewer than 24 credit hours per 12academic year and, if the instructor is employed on a 12-month contract, an 13additional 6 credit hours during the summer. AB50-ASA2,257,1814(c) 1. Each academic department in a district school may designate one 15individual to serve as the chairperson of the department.
