2023 WISCONSIN ACT 102
An Act to amend 20.866 (2) (t) and 20.867 (3) (x) of the statutes; and to affect 2023 Wisconsin Act 19, section 9104 (1) (i) 1. em. and es., 2023 Wisconsin Act 19, section 9104 (1) (i) 3. ed., eh., ep. and et., 2023 Wisconsin Act 19, section 9104 (1) (i) 4. fm. and fs., 2023 Wisconsin Act 19, section 9104 (1) (i) 4g. and 2023 Wisconsin Act 19, section 9104 (22); relating to: amendments to the 2023-25 capital budget for University of Wisconsin System projects, a plan to honor Wisconsin veterans, granting bonding authority, and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
102,1Section 1. 20.866 (2) (t) of the statutes, as affected by 2023 Wisconsin Act 19, is amended to read:
20.866 (2) (t) University of Wisconsin; self-amortizing facilities. From the capital improvement fund, a sum sufficient for the board of regents of the University of Wisconsin System to acquire, construct, develop, enlarge, or improve university self-amortizing educational facilities and facilities to support such facilities. The state may contract public debt in an amount not to exceed $2,740,855,400 for this purpose. The state may contract additional public debt in an amount up to $435,866,700 for this purpose. The state may contract additional public debt in an amount up to $83,875,000 for this purpose. The state may contract additional public debt in an amount up to $164,922,000 for this purpose. The state may contract additional public debt in an amount up to $110,219,000 for this purpose. Of those amounts, $4,500,000 is allocated only for the University of Wisconsin-Madison indoor practice facility for athletic programs and only at the time that ownership of the facility is transferred to the state.
102,2Section 2. 20.867 (3) (x) of the statutes, as created by 2023 Wisconsin Act 19, is amended to read:
20.867 (3) (x) Segregated revenue supported building program projects; inflationary project cost overruns. From the capital improvement fund, as a continuing appropriation, all moneys transferred under 2023 Wisconsin Act 19, section 9251 (1), and 2023 Wisconsin Act .... (this act), section 9251 (1), to fund the projects enumerated under 2023 Wisconsin Act 19, section 9104 (1), including the project created by 2023 Wisconsin Act .... (this act), section 4, in the amounts designated as “segregated revenue” in that section for those projects; to fund the other expenditures and allocations designated as “segregated revenue” under 2023 Wisconsin Act 19, section 9104 (4) to (13); and to offset building program project budget cost overruns caused by inflation under s. 13.48 (2) (L) in a total amount up to $20,000,000.

[2023 Wisconsin Act 19] Section 9104 (22) Camp Randall Sports Center replacement facility. For purposes of s. 45.70 (2) (b), the legislature hereby authorizes construction of the Camp Randall Sports Center replacement facility, as enumerated in sub. (1) (i) 2. b., 3. e., and 4. d. Notwithstanding s. 45.70 (2) (b), use of any part of that facility that overlaps with the boundaries of the Camp Randall Memorial Park, as specified in s. 45.70 (2) (c), is not limited to use as a memorial park.
102,9104Section 9104. Nonstatutory provisions; Building Commission.
(1) UW-System projects. In the 2023-25 Authorized State Building Program, the appropriate totals are adjusted to reflect the changes made by Sections 3 to 6 of this act.
102,9148Section 9148. Nonstatutory provisions; Veterans Affairs.
(1) Plan to honor veterans. No later than June 30, 2024, the board of regents of the University of Wisconsin System shall submit to the board of veterans affairs for that board’s consideration a plan to honor the veterans of this state.
102,9251Section 9251. Fiscal changes; Other.
(1) Transfer to the capital improvement fund. There is transferred from the general fund to the capital improvement fund $423,273,000 during the 2023-25 fiscal biennium to fund the projects enumerated under Section 4 of this act.
