19An application for an amendment to a license shall be filed and processed in the same
20manner as an original application. An application for the amendment of a license
21shall be accompanied by a $3 fee. If any application for amendment seeks approval
22of additional bingo occasions or designates a new member responsible for the proper
23utilization of gross receipts, the appropriate fee under s. 563.13 (4) also shall be paid.
24If the department approves an application for an amendment to a license, a copy of
25the amendment shall be sent to the applicant who shall attach it to the original

1license. All moneys received under this section shall be credited to the appropriation
2account under s. 20.505 (8) (jm) (jn).

18department. The department shall reimburse counties under this subsection from

AB68-ASA2,9101 21Section 9101. Nonstatutory provisions; Administration.
AB68-ASA2,355,2222 (1) Position transfer to department of transportation.
AB68-ASA2,356,223 (a) Employee transfer. On the effective date of this paragraph, 1.0 FTE position
24classified as staff development program specialist—senior in the department of

1administration and the incumbent employee holding that position is transferred to
2the department of transportation.
AB68-ASA2,356,73 (b) Employee status. An employee transferred under par. (a ) has all the rights
4and the same status under ch. 230 in the department of transportation that the
5employee enjoyed in the department of administration before the transfer.
6Notwithstanding s. 230.28 (4), no employee transferred under par. (a) who has
7attained permanent status in class is required to serve a probationary period.
AB68-ASA2,356,158 (2) Department of workforce development clearing account deficit. The
9department of administration shall identify amounts from general purpose revenue
10appropriations to executive branch state agencies in fiscal year 2021-22 that can be
11used to reconcile the unresolved clearing account deficit reported by the department
12of workforce development at the close of the 2019-20 fiscal year. The department of
13workforce development and the department of administration shall submit a request
14under s. 13.101 (4) to transfer the amounts so identified in this subsection to the
15appropriation under s. 20.445 (1) (a) no later than March 1, 2022.
AB68-ASA2,356,1916 (3) Assistant district attorneys; pay progression. Notwithstanding s. 230.12
17(10) (c), any pay progression adjustment for assistant district attorneys made during
18the 2021-23 fiscal biennium shall be made in the first pay period that occurs after
19January 1, 2022 and January 1, 2023.
AB68-ASA2,356,2320 (4) Assistant state public defenders; pay progression. Notwithstanding s.
21230.12 (11) (c), any pay progression adjustment for assistant state public defenders
22made during the 2021-23 fiscal biennium shall be made in the first pay period that
23occurs after January 1, 2022 and January 1, 2023.
AB68-ASA2,356,2524 (5) Supplemental pay plans for correctional officers and correctional
25sergeants during the 2021-23 fiscal biennium.

1(a) The administrator of the division of personnel management in the
2department of administration shall include in the compensation plan under s. 230.12
3for the 2021-23 fiscal biennium supplemental pay of $5 per hour worked for
4correctional officers and correctional sergeants at any adult correctional institution
5with a vacancy rate among correctional officers and correctional sergeants of more
6than 40 percent, as determined by the administrator of the division of personnel
7management in the department of administration. If a correctional institution that
8has provided supplemental pay under this paragraph has a vacancy rate among
9correctional officers and correctional sergeants of 40 percent or less, as determined
10by the administrator of the division of personnel management in the department of
11administration, for 6 consecutive months, the provision of supplemental pay under
12this paragraph shall be suspended. If the vacancy rate among correctional officers
13and correctional sergeants at a correctional institution that has suspended
14supplemental pay under this paragraph increases to more than 40 percent, as
15determined by the administrator of the division of personnel management in the
16department of administration, supplemental pay under this paragraph shall be
17reinstated.
AB68-ASA2,357,2418 (b) If, on the effective date of this paragraph, the compensation plan under s.
19230.12 has been adopted for the 2021-23 biennium and the compensation plan does
20not include the supplemental pay required under par. (a ), by no later than 30 days
21after the effective date of this paragraph, the administrator of the division of
22personnel management in the department of administration shall propose an
23amendment under s. 230.12 (3) (c) to include the supplemental pay required under
24par. (a) in the compensation plan for the 2021-23 biennium.

AB68-ASA2,358,83 (1) Submission of plan. The department of agriculture, trade and consumer
4protection and the Wisconsin Economic Development Corporation shall jointly
5submit to the cochairpersons of the joint committee on finance a proposal for
6allocating $5,000,000 over 5 years to pursue an increase in dairy, meat, poultry, fish,
7crop, and other agricultural product exports by 25 percent over their 2021 levels by
82026.
AB68-ASA2,358,149 (2) Hemp program report. The department of agriculture, trade and consumer
10protection shall study options for resolving the deficit in the hemp program under
11s. 94.55, including modifying fees, relinquishing operations to the U.S. department
12of agriculture, and restructuring program operations. No later than March 30, 2022,
13the department shall report to the cochairpersons of the joint committee on finance
14the department's recommendations for resolving the hemp program deficit.

17building commission may not make a grant to Historic Haymarket Milwaukee, LLC,
18for the construction of a museum of nature and culture, as enumerated in sub. (1) (j),
19under s. 13.48 (42m), unless the department of administration has reviewed and
20approved plans for the project. Notwithstanding ss. 16.85 (1) and 16.855 (1m), the
21department of administration may not supervise any services or work or let any
22contract for the project. Section 16.87 does not apply to the project.
AB68-ASA2,384,223 (11) Wisconsin History Museum. From the appropriation under s. 20.867 (2)
24(r), the building commission may expend up to $4,000,000 for project planning,

2Wisconsin History Museum enumerated in 2019 Wisconsin Act 9, section 9104 (1) (i).
AB68-ASA2,384,93 (12) Psychiatric and behavioral health beds. Notwithstanding s. 13.48 (20t)
4(b), the building commission may not make a grant to an organization for renovation
5of an existing mental health facility in Marathon County, as enumerated in sub. (1)
6(k), under s. 13.48 (20t), unless the department of administration has reviewed and
7approved plans for the project. Notwithstanding ss. 16.85 (1) and 16.855 (1m), the
8department of administration may not supervise any services or work or let any
9contract for the project. Section 16.87 does not apply to the project.
AB68-ASA2,384,1010 (13) Grant for psychiatric beds.
AB68-ASA2,384,1711 (a) The legislature finds and determines that expanding psychiatric bed
12capacity as described in par. (b ) would greatly benefit state residents by expanding
13access to timely inpatient mental health treatment and services and allowing public
14financial resources to be better distributed to more effectively improve delivery of
15mental health services. It is therefore in the public interest, and it is the public policy
16of this state, to assist the health system described under par. (b) in expanding
17psychiatric bed capacity.
AB68-ASA2,384,2018 (b) In fiscal year 2021-22, the building commission shall award a grant in the
19amount of $15,000,000 to a health system that applies to the commission and meets
20all of the following criteria:
AB68-ASA2,384,23 211. The health system has a hospital that is located in Eau Claire County, south
22of the Chippewa River, and northeast of the intersection of STH 37 and USH 12 and
23has a hospital in Chippewa County.
AB68-ASA2,385,6 242. The health system agrees to expand psychiatric bed capacity by 22 beds
25between the Eau Claire County hospital and the Chippewa County hospital. A

1hospital shall give preference in admissions to fill beds added under this subdivision
2to individuals who meet the criteria for emergency detention under s. 51.15 and who
3are from Ashland, Barron, Bayfield, Buffalo, Burnett, Chippewa, Clark, Douglas,
4Dunn, Eau Claire, Iron, Jackson, La Crosse, Lincoln, Marathon, Monroe, Oneida,
5Pepin, Pierce, Polk, Price, Rusk, Sawyer, St. Croix, Taylor, Trempealeau, Vilas,
6Washburn, or Wood Counties.
AB68-ASA2,385,9 73. The health system identifies measures that it believes will serve the needs
8of area residents with mental health needs, especially, as a critical component of the
9measures, in reducing the burden on the Winnebago Mental Health Institute.
AB68-ASA2,385,13 104. The health system agrees to annually report to the legislature, in the manner
11described under s. 13.172 (2), the services provided with the resources funded by the
12grant awarded under this subsection, including the number of individuals diverted
13from the Winnebago Mental Health Institute.
