NR 47.958(2)(2)Disbursement.The department shall disburse payments under this subchapter following review of final reimbursement claims submitted by applicants. The department shall compare reimbursement claims with the applicant grant agreement. The department shall offset the amount of a final reimbursement by any portion of an advance that the applicant cannot substantiate with proofs of payment and by other sources of funding that the applicant has received for damages in the same storm event as described in s. NR 47.957 (2).
NR 47.958(3)(3)Repayment of advance.If the department finds that proofs of payment are insufficient to substantiate the full amount of an advance, the department shall notify the applicant in writing and request additional documentation. The applicant shall respond to the request for additional information within 30 days of receiving written notice from the department. If the applicant cannot substantiate the full amount of an advance, then the applicant shall return the unsubstantiated balance of the advance to the department within 30 days of receipt of the department's request.
NR 47.959(1)(1)Audit.If eligible costs are subsequently reimbursed by sources other than the department after the department has issued payment under this subchapter, the applicant shall refund to the department the amount of those costs. If the department, applicant or applicant's auditor determines that both the department and another source paid an eligible cost, the applicant shall refund the questioned cost to the department. The department shall deposit any refund back into the urban forestry grant fund appropriation.
NR 47.959(2)(2)Records retention.The applicant shall retain all receipts, records and supporting documentation associated with each grant award for a period of 3 years after final payment date. The applicant shall make these documents available for review by the department upon request.
NR 47.960NR 47.960Purpose and scope.Thepurposeof this subchapteris to establish proceduresandstandardsfor the administrationof the privateforestlandownergrantprogram for weedmanagementareasas authorizedunder s. 26.38 (2m) (a), Stats.,andto distributeother availablestateandfederalfundsthroughgrantsfor the purposeof encouragingprivateforest landownersand weedmanagementgroupsto controlinvasiveplantspecieson nonindustrial privateforestland in weedmanagementareasin a mannerthatbenefitsthe state'sforestand relatedresourcesandthe peopleof the state.
NR 47.962(8)(8)“Personparticipating"means a personwho owns500acresor less of nonindustrial privateforestland in the stateon whicha practice or portionof a practiceunderthe grant will be implemented.
NR 47.962(10)(10)“Practice"
meansan activityor conservationmeasureintendedto controlinvasive plantspecies.
NR 47.962(11)(11)“Program"meansthe weedmanagementareaprivateforestgrant program authorizedunder s. 26.38, Stats.
NR 47.962(12)(12)“Prohibitedinvasiveplantspecies"meansa plant that is a prohibitedinvasive species.
NR 47.962(13)(13)“Prohibitedinvasivespecies"or “prohibitedspecies"has the meaninggivenin s. NR 40.02(41).
NR 47.962(14)(14)“Rapidresponsepractice"means a practiceto control or eradicateprohibited invasiveplantsand thoseinvasiveplants newto the state or to a regionof the stateas determinedbythe chief stateforester.

(a) All nonindustrialprivateforest landsthat meetthe programrequirementsin this subchapterare eligiblefor assistanceunderthe program.

NR 47.964(3)(b)(b) CoordinatingaWMG,whichincludesone-timestart-upcosts,aWMGcoordinator salaryfor up to one grantcycle, assistingaWMGin the formationof partnerships,goals,and objectivesfor themanagementof theWMA.
NR 47.964(3)(c)(c) Inventoryof invasiveplantspeciesoccurrences.
NR 47.964(3)(d)(d) Controlof invasiveplant speciesthat impactnonindustrialprivateforestland.
NR 47.965(1)(a)(a) Grantsunderthe program shallbe usedto distributeavailablestate,federalor nonprofitfunds for thepurposeof encouraginginvasiveplant managementin weedmanagementareas.
NR 47.965(1)(b)(b) Eligiblecostsare all thoseidentifiedin an applicationunder s. NR 47.966(3) and associatedwiththe preparationor implementationof oneor moreeligiblepracticesas approved bythechief stateforester.
