AB50-ASA2-AA4,11,6 (1) Compensation increases for University of Wisconsin System employees.

AB50-ASA2-AA4,11,15 (a) Merit-based and market-based compensation. The administrator of the division of personnel management in the department of administration shall provide in the compensation plan under s. 230.12 for the 2025-27 fiscal biennium for merit-based salary increases and other market-based compensation salary increases to attract and retain high performing faculty at University of Wisconsin system institutions, particularly institutions other than the University of Wisconsin-Madison, that are paid for with $28,000,000 GPR from the compensation reserves for fiscal year 2025-26 and $28,000,000 GPR from the compensation reserves for fiscal year 2026-27.

AB50-ASA2-AA4,12,2 (b) Compensation plan amendment. If, on the effective date of this paragraph, the compensation plan under s. 230.12 has been adopted for the 2025-27 fiscal biennium and the compensation plan does not include the merit-based salary increases and other market-based compensation salary increases under par. (a), by no later than 30 days after the effective date of this paragraph, the administrator of the division of personnel management in the department of administration shall propose an amendment under s. 230.12 (3) (c) to include the merit-based salary increases and other market-based compensation salary increases under par. (a) in the compensation plan for the 2025-27 fiscal biennium.”.

AB50-ASA2-AA4,13,19 36.61 (1) (f) “Substance abuse treatment provider” means an individual who is certified as a substance abuse counselor, clinical supervisor, or prevention specialist under s. 440.88.

AB50-ASA2-AA4,14 Section 14. 36.61 (2) of the statutes is renumbered 36.61 (2) (a) and amended to read:

AB50-ASA2-AA4,14,3 36.61 (2) (a) The Except as provided in par. (b), the board may repay, on behalf of a health care provider, up to $25,000 in educational loans obtained by the health care provider from a public or private lending institution for education related to the health care provider’s field of practice, as determined by the board with the advice of the council.

AB50-ASA2-AA4,15 Section 15. 36.61 (2) (b) of the statutes is created to read:

AB50-ASA2-AA4,14,6 36.61 (2) (b) For a health care provider that is a medical assistant, the board’s repayment under par. (a) may not exceed $12,500.

AB50-ASA2-AA4,16 Section 16. 36.61 (3) (a) of the statutes is amended to read:

AB50-ASA2-AA4,14,14 36.61 (3) (a) The board shall enter into a written agreement with the health care provider. In the agreement, the health care provider shall agree to practice at least 32 clinic hours per week for 3 years in one or more eligible practice areas in this state or in a rural area, except that a health care provider in the expanded loan assistance program under sub. (8) who is not a dental therapist, dental assistant, dental auxiliary, or dental hygienist may only agree to practice at a public or private nonprofit entity in a health professional shortage area.

AB50-ASA2-AA4,17 Section 17. 36.61 (4) of the statutes is renumbered 36.61 (4) (am), and 36.61 (4) (am) (intro.), as renumbered, is amended to read:

AB50-ASA2-AA4,15,2 1. Up to 40 percent of the principal of the loan or $5,000, whichever is less, during the first year of participation in the program under this section.

AB50-ASA2-AA4,15,5 2. Up to an additional 40 percent of the principal of the loan or $5,000, whichever is less, during the 2nd year of participation in the program under this section.

AB50-ASA2-AA4,15,8 3. Up to an additional 20 percent of the principal of the loan or $2,500, whichever is less, during the 3rd year of participation in the program under this section.

AB50-ASA2-AA4,19 Section 19. 36.61 (5) (b) 1. of the statutes is amended to read:

The degree to which there is an extremely high need for medical care in the eligible practice area, health professional shortage area, or rural area in which an eligible applicant who is not a dental therapist, dental assistant, dental auxiliary, or dental hygienist desires to practice and the degree to which there is an extremely high need for dental care in the dental health shortage area or rural area in which an eligible applicant who is a dental therapist, dental assistant, dental auxiliary, or dental hygienist desires to practice.

AB50-ASA2-AA4,20 Section 20. 36.61 (8) (c) 3. of the statutes is amended to read:

AB50-ASA2-AA4,15,22 36.61 (8) (c) 3. Practice at a public or private nonprofit entity in a health professional shortage area, if the health care provider is not a dental therapist, dental assistant, dental auxiliary, or dental hygienist, or in a dental health shortage area, if the health care provider is a dental therapist, dental assistant, dental auxiliary, or dental hygienist.

AB50-ASA2-AA4,21 Section 21. 36.62 (2) of the statutes is amended to read:

AB50-ASA2-AA4,16,3 36.62 (2) Advise the board on the amount, up to $25,000 for health care providers other than medical assistants and up to $12,500 for medical assistants, to be repaid on behalf of each health care provider who participates in the health care provider loan assistance program under s. 36.61.

AB50-ASA2-AA4,9147 Section 9147. Nonstatutory provisions; University of Wisconsin System.

AB50-ASA2-AA4,16,11 (1) Funding allocation for health care provider loan program. From the appropriation under s. 20.285 (1) (a), the Board of Regents of the University of Wisconsin System shall allocate in each fiscal year of the 2025-27 fiscal biennium, at least $1,001,500, for the program under s. 36.61, including any extension of program eligibility to additional health care providers, as defined in s. 36.61 (1) (b).”.

AB50-ASA2-AA4,16,20 (b) From the appropriation under s. 20.285 (1) (a), the board shall allocate at least the following amounts for the following purposes:

AB50-ASA2-AA4,16,23 1. In fiscal year 2025-26, $1,209,500, and in fiscal year 2026-27, $1,612,500, to increase assistance to veterans and military personnel enrolled in the system and to their families.

AB50-ASA2-AA4,17,3 2. In each fiscal year of the 2025-27 fiscal biennium, $1,001,500, for the program under s. 36.61, including any extension of program eligibility to additional health care providers, as defined in s. 36.61 (1) (b).

AB50-ASA2-AA4,17,5 3. In each fiscal year of the 2025-27 fiscal biennium, $500,000, to establish or continue foster youth programming for eligible students enrolled in the system.

AB50-ASA2-AA4,17,9 4. In each fiscal year of the 2025-27 fiscal biennium, $300,000, for the University of Wisconsin–Madison’s UniverCity Alliance program that leverages the university’s academic and research resources to address challenges faced by urban areas.

AB50-ASA2-AA4,17,12 5. In each fiscal year of the 2025-27 fiscal biennium, $1,000,000, to support journalism programs and fellowships for students and graduates of journalism programs at system institutions.

AB50-ASA2-AA4,17,16 6. In each fiscal year of the 2025-27 fiscal biennium, $250,000, for the system to provide education, training, research, and technical assistance to support small businesses and entrepreneurs, economic development practitioners, and communities in the development of entrepreneurial activity in rural Wisconsin.

AB50-ASA2-AA4,17,17 (2) Grant to the Institute for Healthy Aging.

AB50-ASA2-AA4,17,21 (a) From the appropriation under s. 20.285 (1) (a), the Board of Regents of the University of Wisconsin System shall award a grant of $450,000 in each fiscal year of the 2025-27 fiscal biennium to the Institute for Healthy Aging to support programs in fall prevention and recovery training.”.

AB50-ASA2-AA4,17,22 17. At the appropriate places, insert all of the following:

AB50-ASA2-AA4,18,3 36.27 (2) (b) 5. A person who is a resident of and living in this state at the time of registering at an institution and who is a veteran described under s. 45.01 (12) (fm) is entitled to the exemption under par. (a).

AB50-ASA2-AA4,23 Section 23. 36.27 (3g) of the statutes is created to read:

AB50-ASA2-AA4,18,7 36.27 (3g) Fee remission for certain tribal members. (a) Subject to pars. (b) and (c), the board shall grant full remission of academic fees and segregated fees to any student enrolled in the system who is all of the following:

AB50-ASA2-AA4,18,8 1. A bona fide resident of this state, as determined under sub. (2).

AB50-ASA2-AA4,18,10 2. An enrolled member of a federally recognized American Indian tribe in this state.

AB50-ASA2-AA4,18,12 (b) A student is eligible for remission of fees under par. (a) for 128 credits or 8 semesters, whichever is longer.

AB50-ASA2-AA4,18,14 (c) A student is eligible for remission of fees under par. (a) only if the student maintains a cumulative grade point average of at least 2.0.

AB50-ASA2-AA4,18,16 (b) The board shall grant full remission of academic fees to student teachers during their semester of student teaching.

AB50-ASA2-AA4,24 Section 24. 36.27 (3p) (a) 1r. g. of the statutes is created to read:
