10for merit-based salary increases and other market-based compensation salary
11increases to attract and retain high performing faculty at University of Wisconsin
12system institutions, particularly institutions other than the University of
13Wisconsin-Madison, that are paid for with $28,000,000 GPR from the compensation

11journalism programs and fellowships for students and graduates of journalism
12programs at system institutions.

14to provide education, training, research, and technical assistance to support small
15businesses and entrepreneurs, economic development practitioners, and
