1under s. 20.255 (2) (b) shall be used first for the purpose of s. 115.88 (4). Costs In 2the 2025-26 school year and in each school year thereafter, costs eligible for 3reimbursement from the appropriation under s. 20.255 (2) (b) under ss. 115.88 (1m) 4to (3), (6), and (8), 115.93, and 118.255 (4) shall be reimbursed at a rate set to 5distribute the full amount appropriated for reimbursement for the costs, not to 6exceed 100 percent 60 percent of eligible costs.”. AB50-ASA2-AA1,4,179115.341 (1) From the appropriation under s. 20.255 (2) (cm), the state 10superintendent shall reimburse each school board, each operator of a charter school 11under s. 118.40 (2r) or (2x), each operator of a residential care center for children 12and youth, as defined in s. 115.76 (14g), the director of the program under s. 115.52, 13and the director of the center under s. 115.525 15 cents for each breakfast served at 14a school, as defined in 7 CFR 220.2, that meets the requirements of 7 CFR 220.8 and 15shall reimburse each governing body of a private school or tribal school 15 cents for 16each breakfast served at the private school or tribal school that meets the 17requirements of 7 CFR 220.8. AB50-ASA2-AA1,518Section 5. 115.341 (2) of the statutes is amended to read: AB50-ASA2-AA1,4,2319115.341 (2) If the appropriation under s. 20.255 (2) (cm) in any fiscal year is 20insufficient to pay the full amount of aid under this section, the state 21superintendent shall prorate state aid payments among the school boards, 22operators, directors, and governing bodies of private schools and tribal schools 23entitled to the aid under sub. (1). AB50-ASA2-AA1,5,82115.341 (3) Notwithstanding sub. (1), the state superintendent may not 3reimburse the operator of a charter school under s. 118.40 (2r) or (2x), the operator 4of a residential care center for children and youth, as defined in s. 115.76 (14g), the 5director of the program under s. 115.52, the director of the center under s. 115.525, 6or the governing body of a private or tribal school for any breakfast served at a 7school, as defined in 7 CFR 220.2, during the prior school year if the school ceased 8operations during that prior school year. (2), the department shall provide payments to a 1st class city school 20district to implement recommendations from instructional and operational audits 21of the school district initiated by the governor. Moneys received under this 22subsection may be expended for items addressed in the audits, development and
1implementation of integrated financial reporting software, and facilitation of data 2compatibility with state and local finance systems. AB50-ASA2-AA1,6,53(2) No payment may be made under sub. (1) unless, at the time of payment, 4the secretary is satisfied that the school district is already making substantial 5progress on implementation of the audit recommendations. (1) In this section, “out-11of-school time program” means a structured program or activity that meets all of 12the following conditions: AB50-ASA2-AA1,7,1513(a) To the extent practicable, the program or activity is led by adult mentors 14using evidence-based or evidence-informed practices and is provided to school-age 15children before school, after school, or during the summer. AB50-ASA2-AA1,7,1716(b) The program or activity does not supplant instructional services provided 17by a school or result in academic credit for students. AB50-ASA2-AA1,7,1818(c) The program or activity relates to one or more of the following topics: AB50-ASA2-AA1,7,19191. Improving social, emotional, academic, or career readiness competencies. Reducing negative behaviors, including violence and crime, tobacco use, 21alcohol and substance abuse, disengagement from school, school suspension, 22truancy, and health-compromising behaviors. AB50-ASA2-AA1,7,23233. Providing a safe out-of-school time environment. AB50-ASA2-AA1,7,24244. Engaging in career exploration or formal or informal work-based learning. AB50-ASA2-AA1,8,3
1(2) From the appropriation under s. 20.437 (2) (fg), the department shall 2award grants to out-of-school time programs for the purpose of expanding 3opportunities for school-age children. AB50-ASA2-AA1,8,44(3) The department shall promulgate rules to implement this section. AB50-ASA2-AA1,8,166(1) Grants for out-of-school time programs; emergency rule-making 7authority. The department of children and families may use the procedure under 8s. 227.24 to promulgate emergency rules under s. 48.483 for the period before the 9date on which permanent rules under s. 48.483 take effect. Notwithstanding s. 10227.24 (1) (c) and (2), emergency rules promulgated under this subsection remain in 11effect until July 1, 2027, or the date on which permanent rules take effect, 12whichever is sooner. Notwithstanding s. 227.24 (1) (a) and (3), the department of 13children and families is not required to provide evidence that promulgating a rule 14under this subsection as an emergency rule is necessary for the preservation of the 15public peace, health, safety, or welfare and is not required to provide a finding of 16emergency for a rule promulgated under this subsection.”. AB50-ASA2-AA1,1422Section 14. 115.3615 of the statutes is renumbered 49.39 and amended to 23read: AB50-ASA2-AA1,9,122449.39 Head start supplement. From the appropriation under s. 20.255
120.437 (2) (eh), the state superintendent secretary shall distribute funds to 2agencies determined by the state superintendent secretary to be eligible for 3designation as head start agencies under 42 USC 9836 to provide comprehensive 4health, educational, nutritional, social, and other services to economically 5disadvantaged children and their families. The state superintendent secretary 6shall distribute the funds in a manner consistent with 42 USC 9831 to 9852 except 7that there is no matching fund requirement. The state superintendent secretary 8shall give preference in funding under this section to agencies that are receiving 9federal funds under 42 USC 9831 to 9852 and to agencies that operate full-time or 10early head start programs. Funds distributed under this section may be used to 11match available federal funds under 42 USC 9831 to 9852 only if the funds are used 12to secure additional federal funds for the purposes under this section.”. AB50-ASA2-AA1,9,231549.175 (1) (z) Grants to the Boys and Girls Clubs of America. For grants to the 16Wisconsin Chapter of the Boys and Girls Clubs of America to fund programs that 17improve social, academic, and employment skills of youth who are eligible to receive 18temporary assistance for needy families under 42 USC 601 et seq., focusing on 19study habits, intensive tutoring in math and English, and exposure to career 20options and role models, $2,807,000 $9,507,000 in each fiscal year. Grants provided 21under this paragraph may not be used by the grant recipient to replace funding for 22programs that are being funded, when the grant proceeds are received, with 23moneys other than those from the appropriations specified in sub. (1) (intro.). The
1total amount of the grants includes funds for the BE GREAT: Graduate program in 2the amount of matching funds that the program provides, up to $1,532,000 in each 3fiscal year, to be used only for activities for which federal Temporary Assistance for 4Needy Families block grant moneys may be used. AB50-ASA2-AA1,10,146(1) Grants to the Boys and Girls Clubs of America. In the schedule 7under s. 20.005 (3) for the appropriation to the department of children and families 8under s. 20.437 (2) (md), the dollar amount for fiscal year 2025-26 is increased by 9$6,700,000 to fund grants to the Wisconsin Chapter of the Boys and Girls Clubs of 10America under s. 49.175 (1) (z). In the schedule under s. 20.005 (3) for the 11appropriation to the department of children and families under s. 20.437 (2) (md), 12the dollar amount for fiscal year 2026-27 is increased by $6,700,000 to fund grants 13to the Wisconsin Chapter of the Boys and Girls Clubs of America under s. 49.175 (1) 14(z).”. Establish a mental 18health training support program under which the department provides training on 19all of the following evidence-based strategies related to addressing mental health 20issues in schools to school district staff and, instructional staff of charter schools 21under s. 118.40 (2r) or (2x), and individuals employed by an out-of-school-time 22program on evidence-based strategies related to addressing mental health needs 23and suicide prevention in schools, including all of the following:
