13.48 (27m) (ba) of the statutes is created to read:
(ba) The building commission may authorize up to a total of 9
$30,957,000 in additional general fund supported borrowing for grants under par. 10
20.410 (3) (fn) of the statutes is created to read:
(fn) Secured residential care centers for children and youth;
A sum sufficient to reimburse s. 20.866 (1) (u) for the
payment of principal and interest costs incurred as supplemental funding under s. 2
13.48 (27m) (ba) for the design and construction of secured residential care centers 3
for children and youth and attached juvenile detention facilities as specified in s. 4
13.48 (27m), to make the payments determined by the building commission under 5
s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in 6
financing those projects, and to make payments under an agreement or ancillary 7
arrangement entered into under s. 18.06 (8) (a).
(u) Principal repayment and interest.

of ch. 18.
20.866 (2) (uz) of the statutes is amended to read:
(uz) Corrections; juvenile correctional facilities.

improvement fund, a sum sufficient for the department of corrections to acquire, 3
construct, develop, enlarge or improve juvenile correctional facilities. The state may 4
contract public debt in an amount not to exceed $28,652,200 $73,150,400
for this 5
(uzc) Secured residential care centers for children and youth.
the capital improvement fund, a sum sufficient for the department of corrections to 10
provide grants to counties for designing and constructing secured residential care 11
centers for children and youth and attached juvenile detention facilities as specified 12
in s. 13.48 (27m). The state may contract public debt in an amount not to exceed 13
$40,000,000 for this purpose. The state may contract additional public debt in an 14
amount up to $40,000,000 $70,957,000
for this purpose.
(v) Health services; mental health and secure treatment facilities. 18
From the capital improvement fund, a sum sufficient for the department of health 19
services to acquire, construct, develop, enlarge, or extend mental health and secure 20
treatment facilities. The state may contract public debt in an amount not to exceed 21
$223,646,200 for this purpose. The state may contract additional public debt in an 22
amount up to $74,782,900 $89,782,900
for this purpose.”.

] Section 110 (7) Type 1 juvenile correctional
. The department of corrections shall establish or construct the Type 1 7
juvenile correctional facilities under section 301.16 (1w) (a) of the statutes no later 8
than July 1, 2021, subject to the approval of the joint committee on finance

department shall consider the recommendations of the juvenile corrections study 10
committee under subsection (6) (c) 2. in establishing or constructing these facilities.

The department of health services shall construct an expansion of the 14
Mendota juvenile treatment center to accommodate no fewer than 29 additional 15
juveniles, subject to the approval of the joint committee on finance
