DHS 159.34DHS 159.34 Curriculum requirements for asbestos management planner initial course. The initial training course for the asbestos management planner discipline shall be 2 training days in length. Course instruction shall include lecture supplemented by audiovisual materials, learning exercises and activities; at least 2 hours of hands-on skills training and practice; course review with time to answer questions; a written course test that meets requirements under s. DHS 159.22 (16); and time to assist students to complete the department application for certification. Course instruction for the asbestos management planner initial training course shall address all of the following: DHS 159.34(1)(1) Management planning overview. Management plan purposes and management planner responsibilities, including all of the following: DHS 159.34(1)(a)(a) The role and responsibilities of the asbestos management planner. DHS 159.34(2)(2) Evaluation and interpretation of survey results. Management planner’s role in reviewing and interpreting inspection field data and laboratory results, including all of the following: DHS 159.34(2)(a)(a) Review of requirements for inspection and management plans for school buildings under section 203 (i) (1) of Title II of the Toxic Substance Control Act (15 U.S.C. secs. 2643 and 2646). DHS 159.34(2)(c)(c) A comparison of field inspector’s data sheet with laboratory results and site survey. DHS 159.34(3)(3) Hazard assessment. Management planner’s role in assessing asbestos hazards, including all of the following: DHS 159.34(3)(a)(a) Amplification of the difference between physical assessment and hazard assessment. DHS 159.34(3)(c)(c) Explanation of significant damage, damage, potential damage, and potential significant damage. DHS 159.34(3)(d)(d) Use of a description or decision tree code for assessment of asbestos-containing material. DHS 159.34(3)(f)(f) The relationship of accessibility, vibration sources, use of adjoining space, air plenums and other factors to hazard assessment. DHS 159.34(4)(4) Legal issues and insurance. Insurance and legal liabilities of management planners, including all of the following: DHS 159.34(4)(c)(c) Liabilities associated with interim control measures, in-house maintenance, repair and removal. DHS 159.34(5)(5) Evaluation and selection of control options. Abatement and other control options, including all of the following: DHS 159.34(5)(a)(a) Overview of encapsulation, enclosure, operations and maintenance, and removal. DHS 159.34(5)(c)(c) Response actions described via a decision tree or other appropriate method. DHS 159.34(5)(e)(e) Staging and prioritizing of work in both vacant and occupied structures. DHS 159.34(5)(f)(f) The need for containment barriers and decontamination in response actions. DHS 159.34(6)(6) Other professionals. Management planner’s role in working with other disciplines, including all of the following: DHS 159.34(6)(a)(a) The use of industrial hygienists, engineers, and architects in developing technical specifications for response actions. DHS 159.34(6)(b)(b) Any requirements that may exist for architect sign-off plans. DHS 159.34(7)(7) Operations and maintenance. Developing an operations and maintenance plan, including all of the following: DHS 159.34(7)(h)(h) Rescheduling or canceling renovation in areas with asbestos-containing material. DHS 159.34(7)(k)(k) In-house procedures for bridging and penetrating encapsulants; pipe fittings; metal sleeves; polyvinyl chloride (PVC), canvas and wet wraps; muslin with straps; fiber mesh cloth; mineral wool; and insulating cement. DHS 159.34(7)(L)(L) Discussion of employee protection programs and staff training. DHS 159.34(7)(m)(m) Group case study exercise to develop an operations and maintenance plan, including development, implementation process, and potential problems that may be experienced. DHS 159.34(8)(8) Regulations. Review of regulations as they relate to management planning activities, including all of the following: DHS 159.34(8)(a)(a) Requirements of TSCA (Toxic Substances Control Act) Title II (15 U.S.C. secs. 2643 and 2646). DHS 159.34(8)(b)(b) EPA National Emission Standards for Hazardous Air Pollutants (40 CFR part 61), Subparts A (General Provisions) and M (National Emission Standard for Asbestos). DHS 159.34(8)(f)(f) Asbestos training, certification, provisional certification, and notification requirements and responsibilities under this chapter, including procedures for submitting certification applications and project notifications, and required fees. DHS 159.34(8)(g)(g) Department of safety and professional services asbestos regulations for public sector employees under ch. SPS 332. DHS 159.34(8)(h)(h) Department of natural resources regulations for the control of asbestos emissions under ch. NR 447. DHS 159.34(9)(9) Record keeping. Recordkeeping for the management planner, including all of the following: DHS 159.34(9)(a)(a) Use of field inspector’s data sheet along with laboratory results. DHS 159.34(9)(b)(b) On-going recordkeeping as a means to track asbestos disturbance. DHS 159.34(10)(10) Management plan. Assembling and submitting the management plan, including all of the following: DHS 159.34(10)(a)(a) Plan requirements for schools under section 203 (i) (1) of Title II of the Toxic Substance Control Act (15 U.S.C. sec. 2643). DHS 159.34(11)(11) Financing. Financing abatement actions, including all of the following: DHS 159.34(11)(c)(c) Present cost of abatement versus future operations and maintenance costs. Course instruction for the asbestos project designer initial training course shall address all of the following: DHS 159.35(1)(1) Asbestos characteristics. Physical characteristics of asbestos, including all of the following: DHS 159.35(2)(2) Health effects. Potential health effects related to asbestos exposure, including all of the following: DHS 159.35(2)(c)(c) Dose-response relationship and the lack of a safe exposure level. DHS 159.35(2)(d)(d) Synergistic effect between cigarette smoking and asbestos exposure.
