ATCP 54.04(1)(b)(b) Location of each item of weather modification apparatus used in the course of an operation and the flight track of each aircraft used in a modification mission. Maps may be used to show the location of the apparatus and the flight tracks. ATCP 54.04(1)(c)(c) Local time when modification activity began and ended. For intermittent operations, the start and end of the total sequence of operations may be used. ATCP 54.04(1)(d)(d) Length of time, in hours and minutes, each unit of weather modification apparatus was used. ATCP 54.04(1)(f)(f) Rate of dispersal of agent during the period of actual operation of weather modification apparatus, by hour or other appropriate time period. ATCP 54.04(1)(g)(g) Total amount of modification agent used. If more than one agent was used, the total amount of each agent used shall be separately reported. ATCP 54.04(1)(h)(h) Local time when any radar monitoring operation was turned on and off. ATCP 54.04(1)(i)(i) Description of type of clouds modified and whether they are stratiform, isolated cumuliform, organized cumuliform or other types of clouds. ATCP 54.04(1)(j)(j) Remarks indicating operational problems encountered, such as equipment failure, weather conditions not conducive to successful conduct of the operation, personnel problems, and others. ATCP 54.04(2)(2) Summary records. Each permittee shall prepare a monthly summary listing the following totals from daily logs: ATCP 54.04(3)(3) Weather records. Each permittee shall obtain and retain copies of all daily precipitation and weather records available from national weather service stations in the target area, and such other weather information as may be readily available from other reliable sources in the target area. ATCP 54.04(4)(4) Record of participants. Each permittee shall keep a roster of the names and addresses of all employees or other persons participating or assisting in the conduct of operations for which a permit was issued. ATCP 54.04(5)(5) Retention and inspection of records. Records prescribed under this section shall be maintained for a period of 3 years and be readily available for inspection by the department. Within 10 days after the end of each calendar month, the permittee shall submit a report to the department consisting of: ATCP 54.05(1)(b)(b) A copy of the roster prepared under s. ATCP 54.04 (4), listing the names and addresses of all employees and other persons participating or assisting in the conduct of operations. ATCP 54.05(1)(c)(c) A copy of the federal interim activity report filed for the month with the national oceanic and atmospheric administration under the federal weather modification reporting act. (15 USC 330) ATCP 54.05(1)(d)(d) A narrative account of the manner in which operations during the month did not conform to the operational plan filed under s. ATCP 54.03. ATCP 54.05(2)(2) Final report. Within 30 days after completion of any operation, the permittee shall file with the department a final report on the operation consisting of: ATCP 54.05(2)(b)(b) A copy of the federal final activity report filed with the national oceanic and atmospheric administration under the federal weather modification reporting act. (15 USC 330) ATCP 54.05(3)(3) Evaluation report. Within 120 days after completion of the operation the permittee shall file with the department a narrative evaluation of the operation. The data for this report shall be assembled and evaluated on basis of the evaluation plan prepared under s. ATCP 54.03 (3) (d). ATCP 54.05(4)(4) Sponsor’s report. Permittees shall file with the department a copy of all reports made by the permittee to sponsors of the operation within 10 days after such report was submitted to the sponsor. ATCP 54.06(2)(2) In addition to activities exempted under s. 93.35 (3), Stats., weather modification operations conducted by agencies of the state and federal governments are exempt from licensing and permit requirements. ATCP 54.06(3)(3) Persons intending to conduct exempted operations shall file with the department a notice of intent to engage in such operations at least 25 days prior to the date weather modification activities are to begin. Notices shall include a statement indicating the name and address of the person intending to engage in an exempted operation, the nature and objective of the activity, and the area in which the operation is to be conducted.
