AB 1.01AB 1.01 Scope and purpose. Chapters AB 1 to 3 set forth standards and procedures governing the administration of funds for grants-in-aid. Chapters AB 1 to 3 govern the board and staff, peer review panels, and all applicants for grants-in-aid. Any actions taken by the board, its staff, or peer review panels related to the review of applications and the distribution of grants shall be clearly based on the standards and procedures in chs. AB 1 to 3. AB 1.01 HistoryHistory: Cr. Register, August, 1998, No. 512, eff. 9-1-98. AB 1.02AB 1.02 Definitions. Except where the context clearly requires otherwise, in chs. AB 1 to 3: AB 1.02(1)(1) “Arts” includes, but is not limited to, instrumental or vocal music, dance, drama, folk art, creative writing, architecture and allied fields, painting, sculpture, photography, graphic and craft arts, industrial design, costume and fashion design, media arts, motion pictures, television, radio, tape and sound recording, the arts related to the presentation, performance, execution, and exhibition of major art forms, and the study and application of the arts to the human environment. AB 1.02(2)(2) “Base year” means the 12-month period preceding the current year. AB 1.02(3)(3) “Board” means the Wisconsin arts board. AB 1.02(4)(4) “Continuing applicant” means an applicant who has been admitted into a grant program and who participates in the program by submitting an application each year. AB 1.02(5)(5) “Current year” means the organization’s most recent fiscal year completed on or before June 30. AB 1.02(6)(6) “Executive committee” means 5 officers of the board who hold certain powers of the board. AB 1.02(7)(7) “Fiscal receiver” means any Wisconsin organization holding nonprofit tax-exempt status under section 501 (c) (3) of the internal revenue code as defined in ss. 71.01 (6) and 71.22 (4), Stats., and qualified under section 170 (c) of the internal revenue code as defined in ss. 71.01 (6) and 71.22 (4), Stats., or governmental unit which contracts with the board on behalf of an organization or group not meeting the nonprofit tax-exempt requirements. AB 1.02(8)(8) “Local arts agency” means an organization that represents local arts organizations or encourages local arts by providing services or funding. AB 1.02(9)(9) “Operational grant” has the meaning specified in s. 44.51 (1m), Stats. AB 1.02 NoteNote: Section 44.51 (1m), Stats., was repealed.
AB 1.02(10)(10) “Peer review panel” means a group of individuals appointed by the board to review applications, to advise the board on grant decisions, or to make recommendations on public policy in matters pertaining to art. AB 1.02(11)(11) “Project” means an activity or series of closely related activities for which funds are requested from the board and which shall be completed within the fiscal year. AB 1.02(12)(12) “Proration” means the process of evenly distributing the total amount of available grant funds among eligible applicants.
