1Relating to: reaffirming Wisconsin’s commitment to the strengthening and
2deepening of the sister ties between the State of Wisconsin and Taiwan;
3reaffirming Wisconsin’s support for the Taiwan Relations Act; supporting
4Taiwan’s signing of a Bilateral Trade Agreement with the United States; and
5continuing support for increasing Taiwan’s international profile. AJR24,1,96Whereas, the State of Wisconsin established in 1986 a sister-state relationship 7with Taiwan Province, Republic of China (Taiwan), and Wisconsin and Taiwan have 8enjoyed strong bilateral trade, educational and cultural exchanges, and tourism; 9and AJR24,1,1210Whereas, Taiwan shares the same values of freedom, democracy, human 11rights, the rule of law, peace, and prosperity with the United States and the State of 12Wisconsin; and AJR24,2,213Whereas, in 2023, the United States ranked as Taiwan’s second-largest
1trading partner, Taiwan ranked as the eighth-largest trading partner of the United 2States, and bilateral trade reached more than $127.5 billion; and AJR24,2,63Whereas, Taiwan imported nearly $3.7 billion worth of U.S. farm products in 42023, making it the seventh-largest market for U.S. agricultural products overall, 5the fourth-largest market on a per capita basis among the top 10 U.S. agricultural 6export destinations, and the seventh-largest market for U.S. soybeans and corn; and AJR24,2,97Whereas, due to its high-quality produce, the United States remains one of 8Taiwan’s largest sources of agricultural products, supplying more than one-fifth of 9the country’s major agricultural imports; and AJR24,2,1310Whereas, Taiwan and the State of Wisconsin have enjoyed a long and mutually 11beneficial relationship with the prospect of future growth, and Taiwan was 12Wisconsin’s fourth-largest export market in Asia in 2023, with $380 million worth 13of Wisconsin goods exported to Taiwan; and AJR24,2,1514Whereas, Taiwan was also Wisconsin’s third-largest import market in Asia in 152023, with $931 million worth of goods imported from Taiwan; and AJR24,2,2216Whereas, to strengthen the Taiwan-Wisconsin bilateral economic relationship, 17it is essential to support Wisconsin businesses to enhance their economic 18engagement with Taiwan based on the 1979 Taiwan Relations Act (P.L. 96-8, 22 19U.S.C. 3301). Section 4 of the act stipulates that “[w]henever the laws of the United 20States refer or relate to foreign countries, nations, states, governments, or similar 21entities, such terms shall include and such laws shall apply with respect to 22Taiwan”; and AJR24,3,323Whereas, negotiations for a Bilateral Trade Agreement between Taiwan and 24the United States are an important step toward further strengthening bilateral
1trade between our countries, thereby increasing Wisconsin’s exports to Taiwan and 2creating bilateral investment and technical collaboration through tariff reduction 3and other trade facilitation measures; and AJR24,3,74Whereas, Taiwan has undertaken a policy of “steadfast diplomacy” in its 5international relations and Taiwan is capable of, and willing to, fulfill its 6responsibilities and to collaborate with the world to face challenges such as 7humanitarian aid and disease control; now, therefore, be it AJR24,3,108Resolved by the assembly, the senate concurring, That the Wisconsin 9Legislature reaffirms its commitment to the strengthening and deepening of the 10sister ties between the State of Wisconsin and Taiwan; and, be it further AJR24,3,1211Resolved, That the Wisconsin Legislature reaffirms its support for the 12Taiwan Relations Act; and, be it further AJR24,3,1613Resolved, That Wisconsin endorses Taiwan’s efforts to secure the signing of a 14Bilateral Trade Agreement with the United States, and reiterates its support for a 15closer economic and trade partnership between the State of Wisconsin and Taiwan; 16and, be it further AJR24,3,2017Resolved, That Wisconsin continues to support Taiwan’s meaningful 18participation in international organizations that impact the health, safety, and 19well-being of the people of Taiwan, and supports Taiwan’s aspiration to make more 20contributions in international societies; and, be it further AJR24,3,2321Resolved, That the chief clerk of the assembly is hereby directed to transmit 22copies of this resolution to the members of the Wisconsin congressional delegation 23and the Taipei Economic and Cultural Office in Chicago.
