1pharmaceutical drug industry, including pharmaceutical drug manufacturers and
2wholesalers. At least one of the members appointed under this paragraph shall be
3a licensed pharmacist.

5insurance industry, including insurers and pharmacy benefit managers.

6commissioner shall hold office until a successor is appointed and qualified.

11office of the commissioner of railroads which is attached to the public service
12commission department of transportation under s. 15.03, provided that s. 85.02 (1)
13does not apply to the office of the commissioner of railroads. The commissioner of
14railroads shall have expertise in railroad issues and may not have a financial
15interest in a railroad, as defined in s. 195.02 (1), or a water carrier, as defined in s.
16195.02 (5). The commissioner may not serve on or under any committee of a
17political party. The commissioner shall hold office until a successor is appointed
18and qualified.

AB50,48,85(b) Collaborate with other state agencies that are interested or active in the
6reduction of interpersonal violence, including child abuse, elder abuse, violence
7against youth, domestic violence, gun violence, intimate partner violence, suicide,
8sexual assault, and gender-based violence.
AB50,48,119(c) Support the development and implementation of comprehensive,
10community-based violence prevention initiatives within local units of government
11across the state, including collaborating with law enforcement agencies.
AB50,48,1312(d) Develop sources of funding beyond state revenues to maintain the office
13and expand its activities.
AB50,48,1514(e) Create a directory of existing violence prevention services and activities in
15each county.
AB50,48,2016(f) Support and provide technical assistance to local organizations that
17provide violence prevention services, including in seeking out and applying for
18grant funding in support of their initiatives and provide technical assistance and
19support to the organizations to maximize the organizations likelihood of success
20with their applications.
AB50,48,2121(g) Develop public education campaigns to promote safer communities.
AB50,49,322(3) Grants. (a) From the appropriation under s. 20.505 (1) (bs), the office of
23violence prevention shall award grants to support effective violence reduction

1initiatives in communities across the state, including supporting efforts to reduce
2gun violence, group violence, suicides, domestic violence, intimate partner violence,
3and gender-based violence.
AB50,49,84(b) The grants under this subsection shall be used to support, expand, and
5replicate evidence-based violence reduction initiatives, including hospital-based
6violence intervention programs, evidence-based street outreach programs, and
7focused deterrence strategies, that seek to interrupt the cycles of violence,
8victimization, and retaliation in order to reduce the incidence of firearm violence.
AB50,49,129(c) Of the grants the department awards under this section, the department
10shall award up to $3,000,000 in grants each fiscal year to federally recognized
11American Indian tribes or bands in this state and organizations affiliated with
12tribes relating to missing and murdered indigenous women.
AB50,49,1713(d) Of the grants the department awards under this section, the department
14shall award up to $500,000 in suicide prevention grants each fiscal year to
15organizations or coalitions of organizations, which may include a city, village, town,
16county, or federally recognized American Indian tribe or band in this state, for any
17of the following purposes:
AB50,49,19181. To train staff at a firearm retailer or firearm range on how to recognize a
19person who may be considering suicide.
AB50,49,21202. To provide suicide prevention materials for distribution at a firearm
21retailer or firearm range.
AB50,49,22223. To provide voluntary, temporary firearm storage.

2establish and administer a community climate action grant program.

6tribes and bands in this state to do any of the following:

AB50,50,119(b) Assist local governmental units and governing bodies of federally
10recognized American Indian tribes and bands in this state with the development of
11climate risk assessment and action plans.
AB50,8412Section 84. 16.037 of the statutes is created to read:
AB50,50,191316.037 Community climate engagement grant program. The
14department shall establish and administer a community climate engagement grant
15program under which the department shall award grants to local nongovernmental
16organizations in this state for the purpose of promoting local climate and clean
17energy community engagement. Additionally under the program, the department
18shall itself conduct and support outreach across the state concerning climate
19change, climate resilience, and the reduction of greenhouse gas emissions.
AB50,8520Section 85. 16.07 of the statutes is created to read:
AB50,51,32116.07 Grants to support tribal programs. From the appropriation under
22s. 20.505 (1) (ky), the department shall award a grant to each American Indian
23tribe or band in this state for use as the tribe or band deems necessary to support

1programs to meet the needs of its members. No tribe or band may be awarded grant
2moneys under this section that exceed the amount awarded to any other tribe or
3band. No grant moneys may be used to pay gaming-related expenses.

6incarceration programs. (1) In this section, tribe has the meaning given in s.

10that meet the criteria specified in s. 165.95 (3).

17grant to each American Indian tribe or band in this state to promote tribal
18language and cultural revitalization. No tribe or band may be awarded grant

2governmental training program, that shall be available to all tribal governments in
3the state, to improve consultations and communication between the tribes and the

AB50,52,95(6) Award grants to the Wisconsin Indigenous Housing and Economic
6Development Corporation to support tribal economic development and housing
7programs in this state. The department may not award more than $3,890,000 in
8grants under this subsection in the 2025-26 fiscal year, nor more than $2,540,000
9annually thereafter.
AB50,52,1110(7) Award grants to American Indian tribes or bands in this state to support
11strategic planning concerning cybersecurity, in an amount up to $250,000 annually.
AB50,52,1412(8) Award grants to American Indian tribes or bands in this state to support
13home repairs that reduce energy burdens and improve health outcomes, in an
14amount up to $1,000,000 annually.
AB50,8915Section 89. 16.095 (6) to (14) of the statutes are created to read:
AB50,52,211616.095 (6) (a) The legislature finds and determines that providing assistance
17to local governments to construct facilities that provide public services to help
18citizens of the state is a statewide responsibility of statewide dimension. It is
19therefore in the public interest, and it is the public policy of this state, to provide the
20department with the authority to award grants to any city, village, town, county, or
21tribal government for construction projects of public buildings.
AB50,53,222(b) From the appropriation under s. 20.505 (1) (r), the department may award
23grants to cities, villages, towns, counties, and tribal governments to assist with

1construction projects, as specified in par. (a), or as specified in sub. (11) (a), (12) (a),
2or (13) (a), if the grant is approved by the building commission.
AB50,53,93(7) (a) The legislature finds and determines that providing assistance to local
4communities to provide facilities and services to help citizens of the state overcome
5life circumstances and to improve the ability of local communities to address
6homelessness is a statewide responsibility of statewide dimension. It is therefore in
7the public interest, and it is the public policy of this state, to assist the New
8Community Shelter, Inc., in the construction of a permanent supportive housing
9facility in Brown County.
AB50,53,1210(b) The building commission may approve and the department may award a
11grant under sub. (2) of up to $4,000,000 to assist the New Community Shelter, Inc.,
12in the construction of a facility, as described in par. (a).
AB50,53,2213(8) (a) The legislature finds and determines that providing out-of-school care
14that inspires local youth to be contributing, productive, and responsible members of
15their communities through intentional programming that supports positive
16character development and unique opportunities to grow as individuals, while
17addressing a shortage of dental care, mental health services, and preventative
18health services for youth of underserved populations is a statewide responsibility of
19statewide dimension. It is therefore in the public interest, and it is the public policy
20of this state, to assist the YMCA of Metropolitan Milwaukee, Inc., and Community
21Smiles Dental in carrying out renovation of the historic Wisconsin Avenue School in
22the city of Milwaukee for use as a health and wellness center.
AB50,54,223(b) The building commission may approve and the department may award a
24grant under sub. (2) of up to $6,000,000 to assist the YMCA of Metropolitan

1Milwaukee, Inc., and Community Smiles Dental in the renovation of the Wisconsin
2Avenue School, as described in par. (a).
AB50,54,103(9) (a) The legislature finds and determines that assisting local communities
4to provide facilities and services to help citizens of the state overcome life
5circumstances and to improve the ability of local communities to address food
6insecurity and enhance equitable access to nutritious food is a statewide
7responsibility of statewide dimension. It is therefore in the public interest, and it is
8the public policy of this state, to assist the Second Harvest Foodbank of Southern
9Wisconsin, Inc., in constructing a new facility to expand food processing, storage,
10and distribution.
AB50,54,1311(b) The building commission may approve and the department may award a
12grant under sub. (2) of up to $15,000,000 to assist the Second Harvest Foodbank of
13Southern Wisconsin, Inc., in the construction of a facility, described in par. (a)
AB50,54,2014(10) (a) The legislature finds and determines that preserving Wisconsins
15transportation heritage, expanding historical educational programs, and
16enhancing the state's tourism, thereby strengthening local economies is a statewide
17responsibility of statewide dimension. It is therefore in the public interest, and it is
18the public policy of this state, to assist the Colfax Railroad Museum, Inc., in
19constructing and renovating museum facilities in the village of Colfax to protect
20and display historical railroad artifacts.
AB50,54,2321(b) The building commission may approve and the department may award a
22grant under sub. (2) of up to $860,000 to assist the Colfax Railroad Museum, Inc., in
23the construction and renovation of museum facilities, as described in par. (a).
AB50,55,424(11) (a) The legislature finds and determines that enhancing tourism to the

1state, thereby strengthening local economies is a statewide responsibility of
2statewide dimension. It is therefore in the public interest, and it is the public policy
3of this state, to assist the city of Green Bay in the construction and development of
4a public market.
AB50,55,75(b) The building commission may approve and the department may award a
6grant under sub. (6) of up to $3,000,000 to assist the city of Green Bay in the
7construction and development of a public market, as described in par. (a).
AB50,55,148(12) (a) The legislature finds that increasing access to learning materials in
9communities across the state will enhance and enrich the state's workforce, thereby
10strengthening the state's economy and increasing the resilience of the state's
11citizens. It is therefore in the public interest, and it is the public policy of this state,
12to assist the city of Glendale in the construction of a new library that will serve the
13communities of Bayside, Fox Point, Glendale, and River Hills, as well as all of
14Milwaukee County through the Milwaukee County Federated Library System.
AB50,55,1715(b) The building commission may approve and the department may award a
16grant under sub. (6) of up to $4,250,000 to assist the city of Glendale in the
17construction of a new public library, as described in par. (a).
AB50,56,218(13) (a) The legislature finds and determines that providing child care and
19out-of-school care that addresses provider shortages or assists meeting the demand
20for child care services in rural or remote areas in this state, thereby equipping the
21state's workforce to fully engage in the state's economy, is a statewide responsibility
22of statewide dimension. It is therefore in the public interest, and it is the public
23policy of this state, to provide $2,000,000 to a nonstate organization or a city,
24village, town, county, or tribal government in this state for the purchase,

1construction, or renovation of a child care center in the southwest region of the
2state.
AB50,56,53(b) The building commission may approve and the department may award a
4grant under sub. (2) or (6) of up to $2,000,000 to assist in the construction,
5development, or renovation of a child care center, as described in par. (a).
AB50,56,136(14) (a) The legislature finds and determines that providing early child
7education and care that addresses provider shortages or assists meeting the
8demand for early child education services in areas of need equips the state's
9workforce to fully engage in the state's economy and is a statewide responsibility of
10statewide dimension. It is therefore in the public interest, and it is the public policy
11of this state, to provide $2,500,000 to Wellpoint Care Network, Inc., to assist in
12renovating an existing facility in the city of Milwaukee to establish a child care
13center.
AB50,56,1614(b) The building commission may approve and the department may award a
15grant under sub. (2) of up to $2,500,000 to Wellpoint Care Network, Inc., to assist in
16the renovation of a facility, as described in par. (a).
AB50,9017Section 90. 16.17 of the statutes is created to read:
AB50,56,211816.17 Translation services. From the appropriation under s. 20.505 (1)
19(cp), the department may provide assistance to state agencies for costs related to
20translation services that are provided to a state agency through a contract with the
21state.

24the department shall award grants to the Wisconsin Trust Account Foundation,

1Inc., to provide civil legal services. The Wisconsin Trust Account Foundation, Inc.,
2shall distribute the amount received as grants to programs that provide civil legal
3services, and those programs may use the grant funds to match other federal and
4private grants. The grants may be used only for the purposes for which the funding
5was provided.

11appropriation under s. 20.505 (4) (fm), the board shall award scholarships annually,
12on a dollar-for-dollar match with the federal award, under this subsection. The
13board may prorate an award based on available moneys. To be eligible for a
14scholarship under this program, an applicant shall provide proof of all of the
15following:

AB50,9419Section 94. 16.23 of the statutes is created to read:
AB50,58,22016.23 First class city school district audit response support. (1)
21Subject to sub. (2), the department shall provide payments to a 1st class city school
22district to implement recommendations from instructional and operational audits
23of the school district initiated by the governor. Moneys received under this
24subsection may be expended for items addressed in the audits, development and

1implementation of integrated financial reporting software, and facilitation of data
2compatibility with state and local finance systems.
AB50,58,53(2) No payment may be made under sub. (1) unless, at the time of payment,
4the secretary is satisfied that the school district is already making substantial
5progress on implementation of the audit recommendations.
