This bill requires the Department of Administration to establish a competitive grant program that is open to public and private schools for grants to improve the safety of school buildings and to provide security training to school personnel. Under the bill, DOA must delegate the administration of the grant program to cooperative educational service agency 6 (CESA 6). In administering the program, CESA 6 must give preference to applicants that have not received a school safety grant from the Department of Justice. The bill provides $30,000,000 for these grants. Finally, the grant program sunsets on July 1, 2025.

SB911,15Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert the following amounts for the purposes indicated:
SB911,26Section 2. 20.505 (4) (dw) of the statutes is created to read:
SB911,,7720.505 (4) (dw) School safety grants. Biennially, the amounts in the schedule for grants under 2023 Wisconsin Act .... (this act), section 4 (1).
SB911,38Section 3. 20.505 (4) (dw) of the statutes, as created by 2023 Wisconsin Act .... (this act), is repealed.
SB911,49Section 4. Nonstatutory provisions.
SB911,,1010(1) School safety competitive grant program.
SB911,,1111(a) In this subsection:
SB911,,12121. “CESA 6” means cooperative educational service agency 6.
SB911,,13132. “Department” means the department of administration.
SB911,,14143. “Private school” has the meaning given in s. 115.001 (3r).
SB911,,15154. “Public school” has the meaning given in s. 115.01 (1).
SB911,,1616(b) The department shall establish a competitive grant program to award grants to public and private schools to improve the safety of school buildings and to provide security training to school personnel. The grant program established under this paragraph shall be administered by the board of control of CESA 6. In awarding grants under this paragraph, the board of control of CESA 6 shall give preference to applicants that have not received a grant under s. 165.88.
SB911,,1717(c) No grants may be awarded under this subsection after June 30, 2025.
SB911,518Section 5. Effective dates. This act takes effect on the day after publication, except as follows:
SB911,,1919(1) School safety grants. The repeal of s. 20.505 (4) (dw) takes effect on July 1, 2025.
