Current law allows the Department of Natural Resources to manage and provide funding to conduct testing for chronic wasting disease in cervids, which are any species of deer or elk that are present in the wild and are not farm-raised deer. Currently, DNR administers a program under which it provides self-service chronic wasting disease sampling kiosks where hunters may drop off deer carcass for sampling. This bill codifies this program by requiring DNR to establish and administer it and provides $200,000 in the 2023-25 fiscal biennium for the program. The bill allows DNR to contract with private entities to conduct the sampling and to pay private entities per sample taken.

SB799,15Section 1. 20.370 (1) (mu) of the statutes is amended to read:
SB799,,6620.370 (1) (mu) General program operations — state funds. The amounts in the schedule for general program operations that are conducted under ss. 23.09 to 23.11, 27.01, 30.203, 30.277, and 90.21, and chs. 29 and 169, for activities conducted under the ecological inventory and monitoring program of the endangered resources program, for the aquatic and terrestrial resources inventory under s. 23.09 (2) (km), for providing the signage required under s. 23.118, for the chronic wasting disease sampling kiosk program under s. 29.063 (8), and for payments of $53,700 in each fiscal year, to be credited to the appropriation account under s. 20.285 (1) (k), to the University of Wisconsin System for outdoor skills training under s. 29.598.
SB799,27Section 2. 29.063 (8) of the statutes is created to read:
SB799,,8829.063 (8) The department shall establish and administer a program under which it provides self-service chronic wasting disease sampling kiosks at locations determined by the department, where hunters may drop off deer carcass parts for sampling. The department may contract with private entities to conduct the sampling and may pay private entities per sample taken.

SB799,,1010(1) Chronic wasting disease self-service sampling kiosks. In the schedule under s. 20.005 (3) for the appropriation to the department of natural resources under s. 20.370 (1) (mu), the dollar amount for fiscal year 2023-24 is increased by $100,000 for the self-service chronic wasting disease sampling kiosk program under s. 29.063 (8). In the schedule under s. 20.005 (3) for the appropriation to the department of natural resources under s. 20.370 (1) (mu), the dollar amount for fiscal year 2024-25 is increased by $100,000 for the self-service chronic wasting disease sampling kiosk program under s. 29.063 (8).
