1(d) Require projects to be for one or more of the purposes specified under sub.
2(5) or for any other similar project, as determined by the manager.
SB762,5,43 (e) Give preference to members of a work crew on a project who are at least 16
4years of age and not more than 30 years of age.
SB762,5,65 (f) Require that at least 50 percent of the members of a work crew come from
6an underserved population in this state, as determined by the manager.
SB762,5,107 (g) Prohibit any employee or contractor from performing services under the
8Wisconsin climate corps program if those services displace the services of any
9individual who is employed by this state in a position, as defined in s. 230.03 (11), or
10who is employed by a local government in a permanent position.
SB762,5,1111 (h) Pay each worker on a project at least $15 per hour worked.
SB762,5,1312 (i) Provide each worker on a project with a housing stipend of not less than $100
13per week or provide housing to each worker.
SB762,5,1614 (j) Provide each worker on a project with health insurance coverage that is
15equivalent to a gold level health plan purchased on the American health benefit
16exchange, as described in 42 USC 18031, in this state.
SB762,5,1817 (k) Remain neutral with respect to any labor organizing among workers on a
18project.
SB762,5,2219 (L) Require each sponsor, upon completion of a project, to erect a permanent
20plaque at each project work site located on land owned by the federal or state
21government, a local government, a tribal government, or a nonprofit entity that
22identifies the site as a Wisconsin climate corps project.
SB762,6,323 (m) Submit an annual report to the department, no later than January 31,
24identifying, to the greatest extent practicable, information regarding the location of
25each project, a brief description of each project, and the training provided to

1employees. The manager shall also provide to the department any information the
2department considers necessary to complete the report under sub. (11) and may
3recommend improvements to the program.
SB762,6,4 4(5) Scope of projects. Projects may include any of the following:
SB762,6,65 (a) Coordination of flood resilience activities in urban and rural watershed
6areas of this state.
SB762,6,87 (b) Restoration of natural outdoor spaces in underserved areas of this state, as
8determined by the manager.
SB762,6,109 (c) Planting trees in urban areas of this state, on tribal lands, and on other state
10or local lands.
SB762,6,1311 (d) Assisting in the building of community gardens in underserved areas of this
12state, as determined by the manager, and on tribal lands and training in the
13maintenance of such gardens.
SB762,6,1414 (e) Assisting in weatherization and energy efficiency projects for homes.
SB762,6,1615 (f) Activities to improve climate resilience, equity, and environmental justice
16in this state, as determined by the manager.
SB762,6,19 17(6) Work crews. The work crew members on a project shall constitute the
18Wisconsin climate corps. Each work crew shall have a crew leader. The manager
19shall determine the size of work crews.
SB762,6,21 20(7) Staff support. The department shall provide all staff support to the board
21that is necessary for the operation of the Wisconsin climate corps program.
SB762,6,23 22(8) Rules. The board shall promulgate rules for the operation of the Wisconsin
23climate corps program.
SB762,7,3 24(9) Grants. From the appropriation under s. 20.505 (1) (bm), the board may
25award a grant for a proposed project that is approved by the manager. The

1cumulative amount of administrative costs charged by the board, the manager, and
2the sponsor in connection with a grant awarded under this subsection may not exceed
310 percent of the amount of the grant.
SB762,7,6 4(10) Annual audit. Annually, no later than January 31, the department shall
5audit the Wisconsin climate corps program and include the information in its report
6to the legislature under sub. (11).
SB762,7,11 7(11) Annual report. Annually, no later than March 31, the department shall
8submit a report to the chief clerk of each house of the legislature for distribution to
9the legislature under s. 13.172 (2) identifying Wisconsin climate corps projects that
10were completed in the preceding year or that were in the process of completion at the
11end of that year. The report shall also include the locations of all such projects.
SB762,7,17 12(12) Intergovernmental cooperation. The board may, on behalf of the
13manager or a sponsor, enter into a cooperative purchasing agreement under s. 16.73
14(1). The board may request cooperative assistance from other state agencies in
15carrying out its program responsibilities as provided in s. 20.901 (1) (a). The
16department may enter into an intergovernmental service agreement under s.
1766.0301 on behalf of itself, the manager, an applicant, or a sponsor.

shall be awarded to the lowest responsible bidder, taking into consideration
8life cycle cost estimates under sub. (1m), when appropriate, the location of the
9agency, the quantities of the articles to be supplied, their conformity with the
10specifications, and the purposes for which they are required and the date of delivery.
