SB138,,33Analysis by the Legislative Reference Bureau
This bill reduces the number of Blue Books that the Department of Administration is required to distribute. First, the bill eliminates the requirement that Blue Books be distributed to entities such as constitutional officers, legislative service agencies, state agencies, libraries, and educational institutions. Second, the bill requires the Legislative Reference Bureau, before entering into a contract to print the Blue Book, to ask each legislative office how many, if any, copies the office would like. The bill sets a cap at 350 Blue Books for an assembly office and 600 Blue Books for a senate office, which is the number each such office receives under current law. The bill also requires the LRB to inform each office that the Blue Book is available online when asking how many printed copies the office wants.
The bill also eliminates the requirement that the Department of Transportation automatically provide legislative members and officers and the LRB highway service maps and folded highway maps. Under the bill, members of the legislature may request and receive up to 50 highway service maps and up to 500 folded highway maps at no charge.

SB138,15Section 1. 13.92 (1) (a) 5. of the statutes is amended to read:
SB138,,6613.92 (1) (a) 5. Prepare copy for the biennial Wisconsin Blue Book. Before contractually committing to the number of copies to be printed each biennium, the legislative reference bureau shall contact each legislative office to ask how many copies of the Blue Book, if any, that office requests. The legislative reference bureau shall inform each office that the Blue Book is available online. The number requested from each legislative office may not exceed the cap under s. 35.84.
SB138,27Section 2. 13.94 (1) (c) of the statutes is amended to read:
SB138,,8813.94 (1) (c) At the state auditor’s discretion or as the joint legislative audit committee directs, audit the central accounting records of the department of administration. A detailed report of such audit shall be filed as provided by par. (b), and copies shall be provided to each member or member-elect of the legislature and shall be available in limited number to the public. The bureau shall also prepare a summary of such audit report, for distribution in the same manner as the Wisconsin Blue Book as provided under s. 35.84.

Distribution is automatic unless indicated otherwise or except that, with respect to the Blue Book, the distribution shall be as determined under s. 13.92 (1) (a) 5. [See Figure 35.84 following]

The number of highway service maps requested from each member of the legislature may not exceed 50. Any officer or member of the legislature may request additional highway service maps. The A request may be written or oral. The fee for the additional maps shall be the fee set by the department under par. (a).

SB138,,191984.02 (5) (c) Upon publication of the folded highway maps, the department shall contact each member of the legislature to ask how many copies of the folded highway maps, if any, that member requests. The department shall distribute the requested maps without charge 500 of these maps to each officer and member of the legislature and 300 of these maps to the legislative reference bureau. Any officer or member of the legislature may request additional folded highway maps. The request may be written or oral. No charge may be made for the additional folded highway maps. The number of folded highway maps requested from each member of the legislature may not exceed 500.
