AB977,,22An Act to create 115.28 (55v), 118.07 (6) and 121.02 (1) (L) 9. of the statutes; relating to: required human trafficking prevention instruction in certain grades and teacher training related to identifying victims of child trafficking. AB977,,33Analysis by the Legislative Reference Bureau This bill requires the state superintendent of public instruction, in consultation with the Department of Children and Families, to develop a model curriculum and instructional materials for grades 7 to 12 on human trafficking prevention. The model curriculum and instructional materials must be age appropriate at each grade level and must include instruction on Internet safety. Beginning in the 2024-25 school year, the bill requires each school board to provide age-appropriate instruction in human trafficking prevention in grades 7 to 12. Under the bill, the instruction must be consistent with the model curriculum or a curriculum that is substantially similar to the model curriculum. Finally, under the bill, school boards must require full-time school district employees who are required to hold a license issued by the Department of Public Instruction to receive training in identifying victims of child trafficking.

AB977,,44The people of the state of Wisconsin, represented in senate and assembly, do enact as follows: AB977,15Section 1. 115.28 (55v) of the statutes is created to read: AB977,,66115.28 (55v) Human trafficking prevention model curriculum. In consultation with the department of children and families, develop a model curriculum and related instructional materials for grades 7 to 12 on human trafficking prevention. In developing the model curriculum and instructional materials, the state superintendent shall ensure that the information is age-appropriate, as defined in s. 118.019 (1m) (a), at each grade level and that the curriculum includes instruction related to Internet safety. AB977,27Section 2. 118.07 (6) of the statutes is created to read: AB977,,88118.07 (6) Each school board shall require every full-time employee of the school district governed by the school board who is required by the state superintendent under s. 115.28 (7) to hold a certificate, license, or permit to receive training provided by the department in identifying children who are or who are at risk of being victims of trafficking of a child under s. 948.051. A school district employee shall receive that training within the first 6 months after commencing full-time employment with the school district and at least once every 5 years after that initial training. In grades 7 to 12, provide age-appropriate instruction in human trafficking prevention that is consistent with the model curriculum developed under s. 115.28 (55v) or a curriculum that is substantially similar to the model curriculum developed under s. 115.28 (55v). AB977,411Section 4. Initial applicability. AB977,,1212(1) The treatment of s. 121.02 (1) (L) 9. first applies to curriculum for the 2024-25 school year.
