AB42,,22An Act to create 16.867 (3) of the statutes; relating to: selection of architects and engineers for state projects. AB42,,33Analysis by the Legislative Reference Bureau Under current law, the secretary of administration must establish a committee for each construction project under the Department of Administration’s supervision, except certain emergency projects, for the purpose of selecting an architect or engineer for the project. If the estimated cost of a construction project is $7,400,000 or more, the selection committee must use a request-for-proposal process established by DOA to select an architect or engineer for the project on the basis of qualifications. This bill prohibits such a committee from refusing to select an architect or engineer who operates an architect and engineering firm with only one responsible architect or engineer for a construction project that has an estimated cost of less than $2,000,000. The bill also allows DOA to increase this threshold up to $7,400,000.

AB42,,44The people of the state of Wisconsin, represented in senate and assembly, do enact as follows: AB42,15Section 1. 16.867 (3) of the statutes is created to read: AB42,,6616.867 (3) A committee appointed under sub. (1) may not refuse to select an architect or engineer for a construction project that has an estimated cost of less than $2,000,000 because the architect or engineer operates an architect and engineering firm with only one responsible architect and engineer. The department may increase the threshold under this subsection as necessary, but may not exceed $7,400,00.
