AB146,,33Analysis by the Legislative Reference Bureau This bill prohibits political subdivisions from expending moneys of the political subdivision for the purpose of making payments to individuals under a guaranteed income program. “Guaranteed income program” is defined under the bill to mean a program under which individuals are provided with regular periodic cash payments that are unearned and that may be used for any purpose. Programs under which an individual is required to perform work or attend training are not “guaranteed income programs” under the bill.
AB146,,44The people of the state of Wisconsin, represented in senate and assembly, do enact as follows: AB146,15Section 1. 66.0601 (1) (d) of the statutes is created to read: AB146,,6666.0601 (1) (d) Guaranteed income program. 1. In this paragraph: AB146,,77a. “Guaranteed income program” means a program under which individuals are provided with regular periodic cash payments that are unearned and that may be used for any purpose. “Guaranteed income program” does not include a program under which an individual is required to perform work or attend training. AB146,,88b. “Political subdivision” means a city, village, town, or county. AB146,,992. No political subdivision may expend moneys of the political subdivision, including shared revenue payments under subch. I of 79, moneys raised by levying taxes, or fee revenues, for the purpose of making payments to individuals under a guaranteed income program.
