SB650,1,3 1An Act to create 20.115 (3) (f) and 93.54 of the statutes; relating to: grants for
2meat processing facilities, funding for the University of Wisconsin System,
3technical colleges, and special education aid, and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Agriculture, Trade and Consumer
Protection to provide grants to universities, colleges, and technical colleges to
reimburse the tuition costs of students enrolled in a meat processing program. Each
tuition reimbursement covers up to 80 percent of the tuition cost for enrolling in a
meat processing program, limited to a maximum reimbursement of $7,500. The bill
provides funding from the general fund for the grant program and authorizes one
additional position at DATCP for this purpose.
The bill also provides additional funding for the University of Wisconsin
System under its general program operations appropriation; for state aid to technical
colleges; and for special education aid the Department of Public Instruction pays to
school districts, independent charter schools, cooperative educational service
agencies, and county children with disabilities education boards.

enact as follows:

SB650,2,10 793.54 Meat processing tuition grants. (1) From the appropriation under
8s. 20.115 (3) (f), the department shall provide grants to universities, colleges, and
9technical colleges located in this state that have programs in meat processing to
10reimburse the tuition costs of students enrolled in a meat processing program.
SB650,2,13 11(2) Each tuition reimbursement made with a grant received under this section
12shall reimburse a student for not more than 80 percent of the first $9,375 of the
13tuition cost for enrolling in a meat processing program.
SB650,4 14Section 4 . Nonstatutory provisions.
SB650,2,1815 (1) Position authorization. The authorized FTE positions for the department
16of agriculture, trade and consumer protection are increased by 1.0 GPR position, to
17be funded from the appropriation under s. 20.115 (3) (f), for the purpose of
18administering the meat processing tuition grant program under s. 93.54.

1(1) Special education aid. In the schedule under s. 20.005 (3) for the
2appropriation to the department of public instruction under s. 20.255 (2) (b), the
3dollar amount for fiscal year 2021-22 is increased by $825,000 and the dollar amount
4for fiscal year 2022-23 is increased by $840,000 to increase funding for aids for
5special education under s. 115.88.
SB650,3,106 (2) UW System; general program operations. In the schedule under s. 20.005
7(3) for the appropriation to the Board of Regents of the University of Wisconsin
8System under s. 20.285 (1) (a), the dollar amount for fiscal year 2021-22 is increased
9by $168,100 and the dollar amount for fiscal year 2022-23 is increased by $172,200
10for the purpose for which the appropriation is made.
SB650,3,1511 (3) State aids for technical colleges. In the schedule under s. 20.005 (3) for
12the appropriation to the technical college system board under s. 20.292 (1) (d), the
13dollar amount for fiscal year 2021-22 is increased by $36,900 and the dollar amount
14for fiscal year 2022-23 is increased by $37,800 for the purpose for which the
15appropriation is made.
