SB65,1,4 1An Act to amend 13.92 (1) (a) 5., 13.94 (1) (c), 35.84 (intro.) and (figure) column
2E (title), 84.02 (5) (b) and 84.02 (5) (c); and to create 35.84 (figure) column F
3of the statutes; relating to: the distribution of the Wisconsin Blue Book and
4highway maps.
Analysis by the Legislative Reference Bureau
This bill reduces the number of Blue Books that the Department of
Administration is required to distribute. First, the bill eliminates the requirement
that Blue Books be distributed to entities such as constitutional officers, legislative
service agencies, state agencies, libraries, and educational institutions. Second, the
bill requires the Legislative Reference Bureau, before entering into a contract to
print the Blue Book, to ask each legislative office how many, if any, copies the office
would like. The bill sets a cap at 350 Blue Books for an assembly office and 600 Blue
Books for a senate office, which is the number each such office receives under current
law. The bill also requires the LRB to inform each office that the Blue Book is
available online when asking how many printed copies the office wants.
The bill also eliminates the requirement that the Department of
Transportation automatically provide legislative members and officers and the LRB
highway service maps and folded highway maps. Under the bill, members of the
legislature may request and receive up to 50 highway service maps and up to 500
folded highway maps at no charge.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB65,1 1Section 1. 13.92 (1) (a) 5. of the statutes is amended to read:
SB65,2,72 13.92 (1) (a) 5. Prepare copy for the biennial Wisconsin Blue Book. Before
3contractually committing to the number of copies to be printed each biennium, the
4legislative reference bureau shall contact each legislative office to ask how many
5copies of the Blue Book, if any, that office requests. The legislative reference bureau
6shall inform each office that the Blue Book is available online. The number
7requested from each legislative office may not exceed the cap under s. 35.84
.
SB65,2 8Section 2. 13.94 (1) (c) of the statutes is amended to read:
SB65,2,159 13.94 (1) (c) At the state auditor's discretion or as the joint legislative audit
10committee directs, audit the central accounting records of the department of
11administration. A detailed report of such audit shall be filed as provided by par. (b),
12and copies shall be provided to each member or member-elect of the legislature and
13shall be available in limited number to the public. The bureau shall also prepare a
14summary of such audit report, for distribution in the same manner as the Wisconsin
15Blue Book
as provided under s. 35.84.
SB65,3 16Section 3 . 35.84 (intro.) and (figure) column E (title) of the statutes are
17amended to read:
SB65,3,3 1835.84 Distribution, to whom. (intro.) The department shall make
19distribution of official documents as indicated and shall charge the appropriations
20of the state agency publishing or arranging for publication of each official document
21for the total cost of distribution as determined under s. 35.80. Distribution is

1automatic unless indicated otherwise or except that, with respect to the Blue Book,
2the distribution shall be as determined under s. 13.92 (1) (a) 5

Any officer or member of the legislature may
16request additional highway service maps. The A request may be written or oral. The
17fee for the additional maps shall be the fee set by the department under par. (a).
SB65,6 18Section 6. 84.02 (5) (c) of the statutes is amended to read:
SB65,4,319 84.02 (5) (c) Upon publication of the folded highway maps, the department
20shall contact each member of the legislature to ask how many copies of the folded
21highway maps, if any, that member requests. The department shall
distribute the
22requested maps
without charge 500 of these maps to each officer and member of the
23legislature and 300 of these maps to the legislative reference bureau. Any officer or
24member of the legislature may request additional folded highway maps. The request

1may be written or oral. No charge may be made for the additional folded highway
2maps
. The number of folded highway maps requested from each member of the
3legislature may not exceed 500.
