AB447,1,3 1An Act to amend 66.0511 (title); and to create 66.0511 (4), 165.85 (4) (a) 7. d.
2and 165.85 (4) (em) of the statutes; relating to: equipment of vehicles used by
3law enforcement agencies and training of law enforcement officers in first aid.
Analysis by the Legislative Reference Bureau
Under current law, Wisconsin law enforcement officers, other than sheriffs, are
required to complete a preparatory training program consisting of 600 hours of
training, and recertification training consisting of 24 hours of training per year. As
part of ongoing recertification training, an officer must complete at least four hours
of police pursuit training biennially, and an annual handgun operation qualification
course. This bill requires that each Wisconsin law enforcement officer also complete
as part of his or her recertification training at least one hour of first aid training on
an annual basis, which would count towards the officer's annual 24-hour
recertification training requirement.
This bill also requires law enforcement agencies to ensure that all motor
vehicles used by the agency are equipped with an automated external defibrillator.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 66.0511 (title) of the statutes is amended to read:

AB447,2 4Section 2. 66.0511 (4) of the statutes is created to read:
AB447,2,75 66.0511 (4) Emergency first aid. Each person in charge of a law enforcement
6agency shall ensure that all motor vehicles used by the agency are equipped with an
7automated external defibrillator.
AB447,3 8Section 3 . 165.85 (4) (a) 7. d. of the statutes is created to read:
AB447,2,129 165.85 (4) (a) 7. d. Each officer who is subject to this subdivision shall annually
10complete at least one hour of training from curricula based upon model standards
11promulgated by the board under par. (em). Hours of training completed under this
12subd. 7. d. shall count toward the hours of training required under subd. 7. a.
AB447,4 13Section 4 . 165.85 (4) (em) of the statutes is created to read:
AB447,2,1614 165.85 (4) (em) First aid training. The board shall establish criteria for first
15aid training. Notwithstanding s. 227.10 (1), the criteria need not be promulgated as
16rules under ch. 227, and shall do all of the following:
AB447,2,1817 1. Establish model standards that could be used by any law enforcement agency
18to show first aid proficiency.
AB447,2,2019 2. Establish the preparatory program and annual recertification training
20curricula required under par. (a) relating to an officer's ability to perform first aid.
AB447,5 21Section 5. Effective date.
AB447,2,2322 (1) This act takes effect on the first day of the 60th month beginning after
23publication.
