18operating a bilingual-bicultural education program under this subchapter shall
19report to the state superintendent the number of pupils, including both
20limited-English proficient pupils and other pupils, instructed the previous school
21year in bilingual-bicultural education programs, an itemized statement on oath of
22all disbursements on account of
a summary of the costs incurred to operate the
23bilingual-bicultural education program operated during the previous school year,
24and a copy of the estimated budget for that operating the bilingual-bicultural
25education
program for the current school year.

AB1079,25,113 2. Certify Certifying to the department of administration in favor of the school
4district board a sum equal to a percentage of the amount expended on
5limited-English proficient pupils by the school district board during the preceding
6year for salaries of personnel participating in and attributable to
7bilingual-bicultural education programs under this subchapter, special books and
8equipment used in the bilingual-bicultural education programs, and other expenses
9approved by the state superintendent. The percentage shall be determined by
10dividing the amount in the appropriation under s. 20.255 (2) (cc) in the current school
11year less $250,000 by the total amount of aidable costs in the previous school year.

AB1079,26,2423 c. Add the product determined under subd. 2. b. to the amount determined
24 under subd. 1.
AB1079,67 25Section 67. 115.995 (3) of the statutes is created to read:

11report shall include all of the following information:

13each language group in each school district in which such programs are offered and
14the cost of the program per pupil for each school district, language group and
15program type.
AB1079,27,19 16(2) The department shall also provide the number of pupils in each school
17district and language group who as a result of participation in a bilingual-bicultural
18education program improved their English language ability to such an extent that
19the program is no longer necessary for such pupils.
AB1079,69 20Section 69. 115.996 (3) of the statutes is created to read:
AB1079,27,2321 115.996 (3) The number of limited-English proficient pupils in each language
22group enrolled in each school district and attending each charter school established
23under s. 118.40 (2r) and (2x).

1118.134 (6) Regardless of whether or not an objection is made under sub. (1)
2or an order is issued under sub. (3), if a school board adopts a resolution to terminate
3the use of race-based nickname, logo, mascot, or team name that is associated with
4a federally recognized American Indian tribe or American Indians, in general, the
5state superintendent may award a grant to the school board for the costs associated
6with adopting and implementing a nickname, logo, mascot, or team name that is not
7race-based. The state superintendent may not award a grant under this subsection
8in an amount that exceeds the greater of $50,000 or a school board's actual costs to
9adopt and implement a nickname, logo, mascot, or team name. The state
10superintendent shall pay the awards under this subsection from the appropriation
11under s. 20.255 (2) (kg).
AB1079,71 12Section 71. 118.40 (2r) (e) 2p. (intro.) of the statutes is amended to read:
AB1079,28,2113 118.40 (2r) (e) 2p. (intro.) In the 2015-16 school year and in each school year
14thereafter, for a pupil attending a charter school established by or under a contract
15with an entity under par. (b) 1. a. to f., from the appropriation under s. 20.255 (2) (fm),
16the department shall pay to the operator of the charter school an amount equal to the
17sum of the amount paid per pupil under this paragraph in the previous school year;
18the amount of the per pupil revenue limit adjustment under s. 121.91 (2m) for the
19current school year, if positive; and the change in the amount of statewide categorical
20aid per pupil between the previous school year and the current school year, if positive.
21The change in the statewide categorical aid per pupil shall be determined as follows:

AB1079,30,519 118.55 (7g) Transportation. The parent or guardian of a pupil who is
20attending an institution of higher education or technical college under this section
21and is taking a course for high school credit may apply to the state superintendent
22for reimbursement of the cost of transporting the pupil between the high school or
23participating private school in which the pupil is enrolled and the institution of
24higher education or technical college that the pupil is attending if the pupil and the
25pupil's parent or guardian are unable to pay the cost of such transportation. The

1state superintendent shall determine the reimbursement amount and shall pay the
2amount from the appropriation under s. 20.255 (2) (cy) (cx). The state
3superintendent shall give preference under this subsection to those pupils who
4satisfy the income eligibility criteria for a free or reduced-price lunch under 42 USC
51758
(b) (1).

(1) In this section:
AB1079,31,119 (a) “Partial school revenues" means the sum of state school aids, property taxes
10levied for school districts, and aid paid to school districts under ss. 79.095 (4) and
1179.096 (4), less all of the following:
AB1079,31,1412 1. The amount of any revenue limit increase under s. 121.91 (4) (a) 2. due to a
13school board's increasing the services that it provides by adding responsibility for
14providing a service transferred to it from another school board.
AB1079,31,1515 2. The amount of any revenue limit increase under s. 121.91 (4) (a) 3.
AB1079,31,1616 3. The amount of any revenue limit increase under s. 121.91 (4) (h).
AB1079,31,1717 4. The amount of any property taxes levied for the purpose of s. 120.13 (19).
AB1079,31,2018 5. An amount equal to the amount estimated to be paid under s. 119.23 (4) and
19(4m) multiplied by the sum of the applicable percentages specified in s. 121.08 (4) (b)
201. and 2.
AB1079,31,2221 6. The amount by which the property tax levy for debt service on debt that has
22been approved by a referendum exceeds $490,000,000.
AB1079,31,2323 (b) “State school aids" means all of the following:

7department of administration, and the legislative fiscal bureau shall jointly certify
8to the joint committee on finance an estimate of the amount necessary to appropriate

10equal two-thirds of partial school revenues.
