1An Act to amend 20.435 (1) (q); and
to create 20.285 (1) (sr), 20.370 (4) (as),
220.370 (4) (ax), 20.370 (4) (ay), 20.370 (4) (az) and 20.370 (6) (es) of the statutes;
3relating to: providing funding related to PFAS programs and positions,
4granting rule-making authority, and making an appropriation.

This bill provides funding and positions for the provisions in 2019 Senate Bill
.... (LRB-5545), relating to perfluoroalkyl and polyfluoroalkyl substances (PFAS)
regulation.
The bill provides $250,000 as a onetime appropriation from the environmental
fund for the University of Wisconsin Board of Regents to provide a grant to a campus
to research technologies for destroying PFAS.
The bill also provides $1,000,000 as a onetime appropriation from the
environmental fund for the Department of Natural Resources to test for PFAS in
noncommunity water systems that may be in proximity to PFAS contamination and
in municipal public water supply systems.
In addition, the bill provides $150,000 biennially from the environmental fund
for DNR to sample and test the environment, wildlife, facilities, and other sites for
PFAS.
The bill provides, as a onetime appropriation, $120,000 from the environmental
fund for DNR to investigate emerging PFAS and to provide temporary potable water
or treatment systems when no responsible party for contamination is available.
The bill also provides $5,000,000 biennially from the environmental fund for
the PFAS municipal grant program created under 2019 Senate Bill .... (LRB-5545).
In addition, the bill expands the purpose of an existing appropriation to the
Department of Health Services so that it may be used to fund the blood testing
program and cancer cluster study required under 2019 Senate Bill .... (LRB-5545).
The bill also creates a new appropriation for the settlement funds collected and
deposited into the PFAS action fund created under 2019 Senate Bill .... (LRB-5545)
so that the funds may be used for the purposes for which they are received.
Finally, the bill provides funding for the two new DHS positions created under
2019 Senate Bill .... (LRB-5545).
