Analysis by the Legislative Reference Bureau
This bill requires the state superintendent of public instruction to incorporate
the Holocaust and other genocides into the model academic standards for social
studies and to develop model curricula and instructional materials on the same
subject. Under the bill, in developing the model curricula and instructional
materials, the state superintendent must consult with an organization in this state
that provides Holocaust education programs to public and private schools and offers
educational tools and training to teachers and with a state agency in another state
that has developed model curricula on the Holocaust. Finally, the bill requires a
school board, independent charter school, and private school participating in a
parental choice program to include instruction on the Holocaust and other genocides
in its respective curriculum at least once in grades 5 to 8 and once in grades 9 to 12.

11of others by Nazi Germany and its collaborators between 1933 and 1945.
SB744,3,1412 b. By July 1, 2020, as a part of the social studies curriculum, include instruction
13on the Holocaust and other genocides at least once in grades 5 to 8 and at least once
14in grades 9 to 12.
SB744,8 15Section 8 . Nonstatutory provisions.
SB744,3,1916 (1) Model curricula and instructional materials. In developing the model
17curricula and related instructional materials required under s. 115.28 (56) (b) and
18(c), the state superintendent of public instruction shall consult with all of the
19following:
SB744,3,2320 (a) An organization in this state that is dedicated to Holocaust remembrance,
21Holocaust education, and the preservation of the memory of victims of the Holocaust
22and provides free Holocaust education programs to public and private schools and
23offers educational tools and training to teachers.
SB744,3,2524 (b) A state agency in another state that has developed a model curriculum on
25the Holocaust and other genocide.

1Section 9. Initial applicability.
SB744,4,42 (1) Independent charter school contracts. The treatment of s. 118.40 (2r) (b)
32. L. and (2x) (b) 2. L. first applies to a contract that is entered into, renewed, or
4modified on the effective date of this subsection.
SB744,4,75 (2) Private schools participating in a parental choice program. The treatment
6of ss. 118.60 (2) (a) 9. and 119.23 (2) (a) 9. first applies to an application to attend a
7private school under a parental choice program in the 2020-21 school year.
