SB529,1,4 1An Act to repeal 20.285 (1) (kL), 20.445 (1) (gL), 36.46 and 106.20; and to create
220.285 (1) (kL), 20.445 (1) (gL), 36.46 and 106.20 of the statutes; relating to:
3marketing of employment and training opportunities to former University of
4Wisconsin System students and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Workforce Development to prepare a
packet of information describing the employment and training opportunities that
are available to former students of the universities and two-year college campuses
within the University of Wisconsin System who have not graduated from a university
or college campus within the UW System. The bill also requires the Board of Regents
of the UW System to send a copy of the packet to each individual who was enrolled
in a university or college campus within the UW System in the preceding semester,
but who is not enrolled in, and who has not graduated from, any university or college
campus within the UW System.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB529,1 5Section 1 . 20.285 (1) (kL) of the statutes is created to read:

120.285 (1) (kL) Marketing of opportunities to former system students. All
2moneys transferred from the appropriation account under s. 20.445 (1) (gL) for the
3cost of postage for the mailing under s. 36.46.

5(this act), is repealed.
SB529,3 6Section 3 . 20.445 (1) (gL) of the statutes is created to read:
SB529,2,117 20.445 (1) (gL) Marketing of opportunities to former students in the University
8of Wisconsin System.
All moneys received from charges collected under s. 106.20 (2)
9for the delivery of services under s. 106.20 (2), except all moneys received from
10charges collected for the cost of postage for mailing the packets of information under
11s. 36.46 shall be transferred to the appropriation account under s. 20.285 (1) (kL).

13(this act), is repealed.
SB529,5 14Section 5 . 36.46 of the statutes is created to read:
SB529,2,21 1536.46 Marketing of opportunities to former system students. (1) The
16board shall send a copy of the packet of information prepared by the department of
17workforce development under s. 106.20 (1) within 60 days after the beginning of each
18semester or session of the system to each individual who was enrolled at the
19institution or college campus in the preceding semester or session, but who is not
20enrolled in, and who has not graduated from, any institution or college campus in the
21system.
SB529,2,24 22(2) The board shall pay for the costs of staff time and postage for the mailing
23of the packet of information prepared under s. 106.20 (1) from the appropriation
24accounts under s. 20.285 (1) (a) and (kL).

1Section 6. 36.46 of the statutes, as created by 2019 Wisconsin Act .... (this act),
2is repealed.
SB529,7 3Section 7 . 106.20 of the statutes is created to read:
SB529,3,19 4106.20 Marketing of opportunities to former University of Wisconsin
5System students.
(1) The department shall prepare a packet of information
6describing the employment and training opportunities that are available to former
7students of the institutions and college campuses within the University of Wisconsin
8System who have not graduated from an institution or college campus within the
9system and advising those former students how to obtain additional information
10about those opportunities. The packet may describe those opportunities on a
11regional or local basis, if the department has information about those opportunities
12that is specific to the regional or local areas of this state. The packet shall include
13information on registered apprenticeship programs approved by the department,
14opportunities at technical colleges, opportunities in nursing programs, and
15information provided by local workforce development boards established under 29
16USC 3122
. The department shall update the information contained in the packet
17before the beginning of each semester or session of the University of Wisconsin
18System. The department shall provide packets to the Board of Regents of the
19University of Wisconsin System for distribution by the board.
SB529,3,25 20(2) The department shall pay for the costs of compiling, preparing, and printing
21the packets under sub. (1) from the appropriation accounts under s. 20.445 (1) (a) and
22(gL). If the department includes in the packet of information prepared under sub.
23(1) materials that have been prepared by a private organization, the department may
24charge the private organization for the cost of compiling, preparing, printing, and the
25proportionate cost of postage for mailing, those materials.

1Section 8. 106.20 of the statutes, as created by 2019 Wisconsin Act .... (this
2act), is repealed.
SB529,9 3Section 9 . Initial applicability.
SB529,4,64 (1) Marketing of opportunities to former system students. This act first
5applies beginning with the first new semester following the effective date of this
6subsection.
SB529,10 7Section 10 . Effective dates. This act takes effect on the day after publication,
8except as follows:
SB529,4,109 (1) The repeal of ss. 20.285 (1) (kL), 20.445 (1) (gL), 36.46, and 106.20 takes
10effect on the first day of the 4th year beginning after publication.
