AB823,1,2 1An Act to create 20.455 (2) (e) and 165.985 of the statutes; relating to:
2community relations grants and making an appropriation.

This bill requires the Department of Justice to award grants of up to $5,000,000
in the 2019-21 fiscal biennium to counties or municipalities in which at least 10
percent of the population is composed of minorities, which are defined as persons who
are Black, Hispanic, American Indian, Eskimo, Aleut, native Hawaiian,
Asian-Indian, or of Asian-Pacific origin. The grants are to improve relations
between law enforcement and the community.

printed as an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB823,2 1Section 2. 20.455 (2) (e) of the statutes is created to read:
AB823,2,32 20.455 (2) (e) Community relations grants. As a continuing appropriation, the
3amounts in the schedule for making community relations grants under s. 165.985.
AB823,3 4Section 3 . 165.985 of the statutes is created to read:
AB823,2,12 5165.985 Community relations grants. The department of justice shall
6provide grants from the appropriation under s. 20.455 (2) (e) to counties or
7municipalities in which at least 10 percent of the population are minority group
8members, as defined in s. 16.287 (1) (f), to improve relations between law
9enforcement and the community. A county or municipality applying to the
10department of justice for a grant under this section shall include a proposed plan of
11expenditure of the grant moneys. Grant moneys may not be used for salaries,
12benefits, or other compensation of law enforcement officers.
