AB120,1,3 1An Act to amend 16.3085 (2) (a) and 49.175 (1) (f); and to create 16.3085 (2) (b)
25. of the statutes; relating to: homelessness case management services and
3making an appropriation.
Analysis by the Legislative Reference Bureau
The bill requires the Department of Children and Families to allocate in each
fiscal year $1,000,000 of funding under the Temporary Assistance for Needy
Families (TANF) block grant program for the Department of Administration to make
grants to shelter facilities for case management services for homeless families.
Current law requires DCF to allocate $500,000 of that funding to DOA to make the
grants. The bill also increases the annual limit on grants to a shelter facility from
$50,000 to $75,000. Also, the bill eliminates a restriction under current law that
limits DCF to making no more than ten grants in total each year. In addition, the
bill allows shelters to use the grants for professional development of case managers,
in addition to the uses allowed under current law. The bill provides that professional
development includes travel expenses necessary for case managers to participate in
training. However, the bill provides that no more than 10 percent of a grant can be
used for profession development purposes.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 16.3085 (2) (a) of the statutes is amended to read:
AB120,2,42 16.3085 (2) (a) From the appropriation under s. 20.505 (7) (kg), the department
3may award up to 10 annual grants , of up to $50,000 each, annually $75,000 to any
4shelter facility.
AB120,2 5Section 2 . 16.3085 (2) (b) 5. of the statutes is created to read:
AB120,2,96 16.3085 (2) (b) 5. Professional development of case managers, including travel
7expenses necessary for case managers to participate in training for professional
8development. No more than 10 percent of the amount of a grant may be used for the
9purposes described in this subdivision.
AB120,3 10Section 3 . 49.175 (1) (f) of the statutes is amended to read:
AB120,2,1411 49.175 (1) (f) Homeless case management services grants. For grants to shelter
12facilities under s. 16.3085, $500,000 $1,000,000 in each fiscal year. All moneys
13allocated under this paragraph shall be credited to the appropriation account under
14s. 20.505 (7) (kg).
