Governor’s Veto Messages
November 19, 2019
To the Honorable Members of the Assembly:
hist110824I am vetoing Assembly Bill 249 in its entirety. This bill relates to the designation and marking of a highway or bridge for an honoree. Under the legislation, houses of the legislature are prohibited from considering a bill to designate a highway or bridge to an honoree unless specific criteria are met.
I am vetoing this bill in its entirety because I object to limiting the ability to commemorate those who have made significant contributions to or sacrifices for the people of Wisconsin. Recent legislation that honors the victims of the 9 / 11 terrorist attacks, for example, would not meet the criteria in this bill. Further, I object to this bill because it places an unconstitutional limit on the deliberations or actions of future legislatures. See Flynn v. Dep't of Admin., 216 Wis. 2d 521, 543, 576 N.W.2d 245, 254 (1998). Respectfully submitted,
