1An Act to create 20.395 (5) (db) and 85.65 of the statutes; relating to: public
2protective services hearing protection assistance and making an
3appropriation.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SB283-ASA1,14Section 1. 20.395 (5) (db) of the statutes is created to read:

SB283-ASA1,1,7520.395 (5) (db) Public protective services hearing protection program. From
6the general fund, a sum sufficient for the public protective services hearing
7protection program under s. 85.65.

SB283-ASA1,28Section 2. 85.65 of the statutes is created to read:

SB283-ASA1,2,2985.65 Public protective services hearing protection assistance. (1)
10The department shall establish and administer a public protective services hearing

1protection program. Under the program, the department shall do all of the
2following:

SB283-ASA1,2,43(a) Obtain from a manufacturer of the product hearing protection devices that
4satisfy sub. (2).

SB283-ASA1,2,65(b) Upon request, provide devices obtained under par. (a) to law enforcement
6and fire protective agencies in this state in the number requested by the agency.

SB283-ASA1,2,87(2) Devices under sub. (1) (a) shall be commercially available hearing
8protection devices that satisfy all of the following:

SB283-ASA1,2,99(a) The device is designed to be used multiple times.

SB283-ASA1,2,1010(b) The device is designed to be inserted completely within the ear canal.

SB283-ASA1,2,1111(c) The device has a minimum noise reduction rating of 25 decibels.

SB283-ASA1,2,1212(d) The device has a maximum output of 80 decibels.

SB283-ASA1,2,1513(3) A law enforcement or fire protective agency may request any number of
14devices under sub. (1) (b) that the agency determines are necessary for the agency’s
15use.
