5(e), in submitting information under s. 16.42 for purposes of the 2027-29 biennial
6budget bill, the department of veterans affairs shall submit information concerning
7the appropriation under s. 20.485 (2) (u) as though the total amount appropriated
8under s. 20.485 (2) (u) for the 2026-27 fiscal year was $2,374,400 less than the total
9amount that was actually appropriated under s. 20.485 (2) (u) for the 2026-27 fiscal
10year.

4dollar amount for fiscal year 2026-27 is increased by $3,132,400 for the purchase
5and ongoing maintenance of a new cloud-based grant administration system for
6veterans benefit programs..

AB50-ASA2-AA8,2,131216.02 Office of violence prevention. (1) Purpose. The office of violence
13prevention shall coordinate and expand violence prevention activities in this state.
AB50-ASA2-AA8,2,1414(2) Duties. The office of violence prevention shall do all of the following:
AB50-ASA2-AA8,2,1515(a) Establish a violence prevention focus across state government.
AB50-ASA2-AA8,2,1916(b) Collaborate with other state agencies that are interested or active in the
17reduction of interpersonal violence, including child abuse, elder abuse, violence
18against youth, domestic violence, gun violence, intimate partner violence, suicide,
19sexual assault, and gender-based violence.
AB50-ASA2-AA8,2,2220(c) Support the development and implementation of comprehensive,
21community-based violence prevention initiatives within local units of government
22across the state, including collaborating with law enforcement agencies.

1(d) Develop sources of funding beyond state revenues to maintain the office
2and expand its activities.
AB50-ASA2-AA8,3,43(e) Create a directory of existing violence prevention services and activities in
4each county.
AB50-ASA2-AA8,3,95(f) Support and provide technical assistance to local organizations that
6provide violence prevention services, including in seeking out and applying for
7grant funding in support of their initiatives and provide technical assistance and
8support to the organizations to maximize the organizations likelihood of success
9with their applications.
AB50-ASA2-AA8,3,1010(g) Develop public education campaigns to promote safer communities.
AB50-ASA2-AA8,3,1511(3) Grants. (a) From the appropriation under s. 20.505 (1) (bs), the office of
12violence prevention shall award grants to support effective violence reduction
13initiatives in communities across the state, including supporting efforts to reduce
14gun violence, group violence, suicides, domestic violence, intimate partner violence,
15and gender-based violence.
AB50-ASA2-AA8,3,2016(b) The grants under this subsection shall be used to support, expand, and
17replicate evidence-based violence reduction initiatives, including hospital-based
18violence intervention programs, evidence-based street outreach programs, and
19focused deterrence strategies, that seek to interrupt the cycles of violence,
20victimization, and retaliation in order to reduce the incidence of firearm violence.
AB50-ASA2-AA8,3,2421(c) Of the grants the department awards under this section, the department
22shall award up to $3,000,000 in grants each fiscal year to federally recognized
23American Indian tribes or bands in this state and organizations affiliated with
24tribes relating to missing and murdered indigenous women.

1(d) Of the grants the department awards under this section, the department
2shall award up to $500,000 in suicide prevention grants each fiscal year to
3organizations or coalitions of organizations, which may include a city, village, town,
4county, or federally recognized American Indian tribe or band in this state, for any
5of the following purposes:
AB50-ASA2-AA8,4,761. To train staff at a firearm retailer or firearm range on how to recognize a
7person who may be considering suicide.
AB50-ASA2-AA8,4,982. To provide suicide prevention materials for distribution at a firearm
9retailer or firearm range.
AB50-ASA2-AA8,4,10103. To provide voluntary, temporary firearm storage.

9girls.
AB50-ASA2-AA8,5,1210(a) Definition. In this subsection, nongovernmental organization means a
11nonprofit, nongovernmental organization that provides legal, social, or other
12community services.
AB50-ASA2-AA8,5,1713(b) Membership. There is created a task force on missing and murdered
14African American women and girls. The task force shall consist of the following
15members, who are knowledgeable in crime victims rights or violence protection,
16and who shall be appointed by and serve at the pleasure of the governor unless
17otherwise specified:
AB50-ASA2-AA8,5,19181. Two members of the senate, one appointed by the majority leader and one
19appointed by the minority leader.
AB50-ASA2-AA8,5,21202. Two members of the assembly, one appointed by the speaker of the
21assembly and one appointed by the minority leader.
AB50-ASA2-AA8,5,22223. Two representatives from among the following:
AB50-ASA2-AA8,5,2323a. The Wisconsin Chiefs of Police Association.

1b. The Badger State Sheriffs Association.
AB50-ASA2-AA8,6,22c. The division of criminal investigation within the department of justice.
AB50-ASA2-AA8,6,334. One or more representatives from among the following:
AB50-ASA2-AA8,6,44a. The Wisconsin District Attorneys Association.
AB50-ASA2-AA8,6,55b. A U.S. Attorneys office in this state.
AB50-ASA2-AA8,6,66c. A judge or attorney working in juvenile court.

15American women and girls.
AB50-ASA2-AA8,6,1616d. The Wisconsin Coalition Against Sexual Assault.
AB50-ASA2-AA8,6,1717e. End Domestic Abuse Wisconsin.
AB50-ASA2-AA8,6,1818f. An African American woman who is a survivor of gender violence.
AB50-ASA2-AA8,6,1919(c) Operation.
AB50-ASA2-AA8,7,2201. The task force shall elect a chair and vice-chair from among the members of
21the task force and may elect other officers as necessary. The task force shall
22convene within 30 days after it is established and shall meet at least quarterly

1thereafter, or upon the call of its chair, and may hold meetings throughout the state.
2The task force shall meet sufficiently to accomplish the duties identified in par. (d).
AB50-ASA2-AA8,7,632. The department of administration shall provide administrative support
4services to the task force. The task force may call upon any state agency or officer to
5assist the task force, and those agencies or officers shall cooperate with the task
6force to the fullest extent possible.
AB50-ASA2-AA8,7,973. The department of administration shall reimburse members of the task
8force for their actual and necessary expenses incurred in carrying out their
9functions.
AB50-ASA2-AA8,7,1010(d) Duties.
AB50-ASA2-AA8,7,11111. The task force shall examine all of the following topics:
AB50-ASA2-AA8,7,1612a. The systemic causes behind violence that African American women and
13girls experience, including patterns and underlying factors that explain why
14disproportionately high levels of violence occur against African American women
15and girls, including underlying historical, generational, social, economic,
16institutional, and cultural factors that may contribute to the violence.
AB50-ASA2-AA8,7,1917b. Appropriate methods for tracking and collecting data on violence against
18African American women and girls, including data on missing and murdered
19African American women and girls.
AB50-ASA2-AA8,7,2320c. Policies and institutions such as policing, child welfare, coroner practices,
21and other governmental practices that impact violence against African American
22women and girls and the investigation and prosecution of crimes of gender violence
23against African American people.
AB50-ASA2-AA8,8,2
1d. Measures necessary to address and reduce violence against African
2American women and girls.
AB50-ASA2-AA8,8,53e. Measures to help victims, victims families, and victims communities
4prevent and heal from violence that occurs against African American women and
5girls.
AB50-ASA2-AA8,8,762. The task force shall, by December 31, 2025, and December 31, 2026, submit
7to the governor a report that includes all of the following:
AB50-ASA2-AA8,8,98a. Proposed institutional policies and practices that are effective in reducing
9gender violence and increasing the safety of African American women and girls.
AB50-ASA2-AA8,8,1110b. Recommendations to eliminate violence against African American women
11and girls.
AB50-ASA2-AA8,8,1312c. Recommendations to help victims and communities heal from gender
13violence and violence against African American women and girls.
