AB50-ASA2-AA7,100,23155.056 Matching program with secretary of transportation. The 16commission administrator shall enter into the agreement with the secretary of 17transportation specified under s. 85.61 (1) to match personally identifiable 18information on the official registration list maintained by the commission under s. 196.36 (1) and the information specified in s. ss. 6.256 (2) and 6.34 (2m) with 20personally identifiable information maintained by the department of 21transportation. Subject to s. 343.14 (2p) (b), the agreement shall provide for the 22electronic transfer of information under s. 6.256 (2) to the commission on a 23continuous basis, no less often than weekly. AB50-ASA2-AA7,101,526.256 Facilitating registration of electors. (1) The commission shall use 3all feasible means to facilitate the registration of all eligible electors of this state 4and the maintenance of the registration of all eligible electors for so long as they 5remain eligible. AB50-ASA2-AA7,101,96(2) Subject to s. 343.14 (2p) (b), for the purpose of carrying out its functions 7under sub. (1), the commission shall obtain the following information from the 8department of transportation, to the extent that the department has the 9information: AB50-ASA2-AA7,101,1310(a) The full name of each individual who holds a current operator’s license 11issued to the individual under ch. 343 or a current identification card issued to the 12individual under s. 343.50, together with the following information pertaining to 13that individual: AB50-ASA2-AA7,101,15141. The current address of the individual together with any address history 15and any name history maintained by the department of transportation. AB50-ASA2-AA7,101,16162. The date of birth of the individual. AB50-ASA2-AA7,101,17173. The number of the license or identification card issued to the individual. AB50-ASA2-AA7,101,20184. A copy of each document that the applicant provided as proof of citizenship 19and a statement from the department of transportation indicating that the 20department verified the applicant’s citizenship. AB50-ASA2-AA7,101,2321(b) For each item of information specified in par. (a), the most recent date that 22the item of information was provided to or obtained by the department of 23transportation. AB50-ASA2-AA7,102,8
1(3) The commission shall compare the information obtained under sub. (2) 2with the information in the registration list under s. 6.36 (1) (a). If the commission 3finds any discrepancy between the information obtained under sub. (2) regarding 4an elector and the information in the registration list under s. 6.36 (1) (a) regarding 5that elector, the commission shall attempt to contact the elector to resolve the 6discrepancy and update the registration list accordingly. If the commission is 7unable to resolve the discrepancy, the information in the registration list shall 8control. AB50-ASA2-AA7,102,219(4) If the commission concludes that an individual appears eligible to vote in 10this state but is not registered and the commission has obtained from reliable 11sources all the information required under s. 6.33 (1) to complete the individual’s 12registration, the commission shall enter the individual’s name on the registration 13list maintained under s. 6.36 (1) (a). If the commission has not obtained from 14reliable sources all the information pertaining to an individual that is required 15under s. 6.33 (1), the commission shall attempt to obtain from reliable sources the 16necessary information under s. 6.33 (1) that is required to complete the individual’s 17registration. If an elector’s status has been changed from eligible to ineligible under 18s. 6.50 and the elector’s eligibility, name, or residence has not changed, the 19commission may not change the individual’s name to eligible status unless the 20commission first verifies that the individual is eligible and wishes to change his or 21her status to eligible. AB50-ASA2-AA7,103,222(5) The commission shall attempt to contact an individual described in sub.
1(4) if necessary to obtain all the information specified in s. 6.33 (1) pertaining to the 2individual that is required to complete the individual’s registration. AB50-ASA2-AA7,103,73(6) The commission shall mail a notice to each individual whose name the 4commission enters under sub. (4) on the registration list maintained under s. 6.36 5(1) (a). The notice shall be printed in English, Spanish, and other languages spoken 6by a significant number of state residents, as determined by the commission, and 7shall include all of the following: AB50-ASA2-AA7,103,108(a) A statement informing the individual that his or her name has been 9entered on the registration list and showing the current address for the individual 10based on the commission’s records. AB50-ASA2-AA7,103,1211(b) A statement informing the individual that he or she may request to have 12his or her name deleted from the registration list and instructions for doing so. AB50-ASA2-AA7,103,1313(c) Instructions for notifying the commission of a change in name or address. AB50-ASA2-AA7,103,1514(d) Instructions for obtaining a confidential listing under s. 6.47 (2) and a 15description of how an individual qualifies for a confidential listing. AB50-ASA2-AA7,104,516(7) Any individual may file a request with the commission to exclude his or 17her name from the registration list maintained under s. 6.36 (1) (a). Any individual 18whose name is added to the registration list by the commission may file a request 19with the commission or a municipal clerk to have his or her name deleted from the 20list. A request for exclusion or deletion shall be filed in the manner prescribed by 21the commission. An individual who files an exclusion or deletion request under this 22subsection may revoke his or her request by the same means that an individual may 23request an exclusion or deletion. The commission shall ensure that the name of any
1individual who has filed an exclusion or deletion request under this subsection is 2excluded from the registration list or, if the individual’s name appears on the list, is 3removed from the registration list and is not added to the list at any subsequent 4time unless the individual files a revocation of his or her request under this 5subsection. AB50-ASA2-AA7,104,146(8) If the commission removes from the registration list maintained under s. 76.36 (1) (a) the name of an elector who does not request that his or her name be 8deleted, or changes the elector’s status from eligible to ineligible, other than to 9correct an entry that the commission determines to be a duplication or to change 10the name of an individual who is verified to be deceased to ineligible status, the 11commission shall mail the individual a notice of the removal or change in status by 121st class postcard at the individual’s last-known address. The notice shall provide 13that the individual may apply to have his or her status changed to eligible if he or 14she is a qualified elector. AB50-ASA2-AA7,104,1615(9) The commission shall attempt to facilitate the initial registration of all 16eligible electors as soon as practicable. AB50-ASA2-AA7,104,2017(10) The commission shall maintain the confidentiality of all information 18obtained from the department of transportation under sub. (2) and may use this 19information only for the purpose of carrying out its functions under sub. (1) and s. 206.34 (2m) and in accordance with the agreement under s. 85.61 (1). AB50-ASA2-AA7,105,22216.971 (2) (o) Assist the elections commission with information technology
1systems development for purposes of facilitating the registration of eligible electors 2under s. 6.256. AB50-ASA2-AA7,105,15485.61 (1) The secretary of transportation and the administrator of the 5elections commission shall enter into an agreement to match personally 6identifiable information on the official registration list maintained by the 7commission under s. 6.36 (1) and the information specified in s. ss. 6.256 (2) and 86.34 (2m) with personally identifiable information in the operating record file 9database under ch. 343 and vehicle registration records under ch. 341 to the extent 10required to enable the secretary of transportation and the administrator of the 11elections commission to verify the accuracy of the information provided for the 12purpose of voter registration. Notwithstanding ss. 110.09 (2), 342.06 (1) (eg), and 13343.14 (2j), but subject to s. 343.14 (2p) (b), the agreement shall provide for the 14transfer of electronic information under s. 6.256 (2) to the commission on a 15continuous basis, no less often than weekly. AB50-ASA2-AA7,105,2117343.14 (2p) (a) The forms for application for a license or identification card or 18for renewal thereof shall inform the applicant of the department’s duty to make 19available to the elections commission the information described in s. 6.256 (2) for 20the purposes specified in s. 6.256 (1) and (3) and shall provide the applicant an 21opportunity to elect not to have this information made available for these purposes. AB50-ASA2-AA7,106,422(b) If the applicant elects not to have the information described in s. 6.256 (2) 23made available for the purposes specified in s. 6.256 (1) and (3), the department
1may not make this information available for these purposes. This paragraph does 2not preclude the department from making available to the elections commission 3information for the purposes specified in s. 6.34 (2m) or for any purpose other than 4those specified in s. 6.256 (1) and (3). AB50-ASA2-AA7,106,116(1) Initial sharing of registration information. Notwithstanding ss. 785.61 (1), 110.09 (2), 342.06 (1) (eg), and 343.14 (2j), the department of 8transportation shall enter into and begin transferring information under a revised 9agreement with the elections commission administrator pursuant to s. 85.61 (1) no 10later than the first day of the 9th month beginning after the effective date of this 11subsection. AB50-ASA2-AA7,107,412(2) Report on voter registration information integration. No later 13than July 1, 2027, the elections commission shall report to the appropriate standing 14committees of the legislature, in the manner specified in s. 13.172 (3), and to the 15governor its progress in initially implementing a system to ensure the complete and 16continuous registration of all eligible electors in this state, specifically including the 17operability and utility of information integration with the department of 18transportation and the feasibility and desirability of integrating public information 19maintained by other state agencies and by technical colleges with the commission’s 20registration information to enhance the completeness and accuracy of the 21information. At a minimum, the report shall contain an assessment of the 22feasibility and desirability of the integration of registration information with 23information maintained by the departments of health services, children and
1families, workforce development, revenue, safety and professional services, and 2natural resources; the University of Wisconsin System; and the technical college 3system board, as well as the technical colleges within each technical college 4district.”. (7) (a), 7(8) (a), (9) (a), (10) (a), (11) (a), or (14) (a), if the grant is approved by the building 8commission. AB50-ASA2-AA7,109,139(3) Before approving each grant under sub. (2) or (6), the building commission 10shall determine that the nonstate organization or city, village, town, county, or 11tribal government carrying out the project has secured additional funding for the 12project from nonstate revenue sources in an amount that is equal to at least half of 13the total cost of the project. AB50-ASA2-AA7,109,2014(4) If the building commission department awards a grant under par. (b) sub. 15(2), and if, for any reason, the space that is constructed or otherwise improved with 16funds from the grant is not used for one or more public purposes determined by the 17building commission under par. (a) sub. (1), or for the grants described in subs. (6) 18to (14), the public purposes specified in those subsections, the state shall retain an 19ownership interest in the constructed or otherwise improved space equal to the 20amount of the state’s grant. AB50-ASA2-AA7,110,221(5) The building commission department is prohibited from awarding a grant 22under par. (b) sub. (2) or (6) unless the department of administration has reviewed 23and approved plans for the construction project associated with the grant. 24Notwithstanding ss. 16.85 (1) and 16.855 (1m), the department of administration is

It is therefore in 18the public interest, and it is the public policy of this state, to assist the New 19Community Shelter, Inc., in the construction of a permanent supportive housing 20facility in Brown County. AB50-ASA2-AA7,110,2321(b) The building commission may approve and the department may award a 22grant under sub. (2) of up to $4,000,000 to assist the New Community Shelter, Inc., 23in the construction of a facility, as described in par. (a). AB50-ASA2-AA7,111,924(8) (a) The legislature finds and determines that providing out-of-school care
1that inspires local youth to be contributing, productive, and responsible members of 2their communities through intentional programming that supports positive 3character development and unique opportunities to grow as individuals, while 4addressing a shortage of dental care, mental health services, and preventative 5health services for youth of underserved populations is a statewide responsibility of 6statewide dimension. It is therefore in the public interest, and it is the public policy 7of this state, to assist the YMCA of Metropolitan Milwaukee, Inc., and Community 8Smiles Dental in carrying out renovation of the historic Wisconsin Avenue School in 9the city of Milwaukee for use as a health and wellness center. AB50-ASA2-AA7,111,1310(b) The building commission may approve and the department may award a 11grant under sub. (2) of up to $6,000,000 to assist the YMCA of Metropolitan 12Milwaukee, Inc., and Community Smiles Dental in the renovation of the Wisconsin 13Avenue School, as described in par. (a). AB50-ASA2-AA7,111,2114(9) (a) The legislature finds and determines that assisting local communities 15to provide facilities and services to help citizens of the state overcome life 16circumstances and to improve the ability of local communities to address food 17insecurity and enhance equitable access to nutritious food is a statewide 18responsibility of statewide dimension. It is therefore in the public interest, and it is 19the public policy of this state, to assist the Second Harvest Foodbank of Southern 20Wisconsin, Inc., in constructing a new facility to expand food processing, storage, 21and distribution. AB50-ASA2-AA7,111,2422(b) The building commission may approve and the department may award a 23grant under sub. (2) of up to $15,000,000 to assist the Second Harvest Foodbank of 24Southern Wisconsin, Inc., in the construction of a facility, described in par. (a) AB50-ASA2-AA7,112,7
1(10) (a) The legislature finds and determines that preserving Wisconsin’s 2transportation heritage, expanding historical educational programs, and 3enhancing the state's tourism, thereby strengthening local economies is a statewide 4responsibility of statewide dimension. It is therefore in the public interest, and it is 5the public policy of this state, to assist the Colfax Railroad Museum, Inc., in 6constructing and renovating museum facilities in the village of Colfax to protect 7and display historical railroad artifacts. AB50-ASA2-AA7,112,108(b) The building commission may approve and the department may award a 9grant under sub. (2) of up to $860,000 to assist the Colfax Railroad Museum, Inc., in 10the construction and renovation of museum facilities, as described in par. (a). AB50-ASA2-AA7,112,1511(11) (a) The legislature finds and determines that enhancing tourism to the 12state, thereby strengthening local economies is a statewide responsibility of 13statewide dimension. It is therefore in the public interest, and it is the public policy 14of this state, to assist the city of Green Bay in the construction and development of 15a public market. AB50-ASA2-AA7,112,1816(b) The building commission may approve and the department may award a 17grant under sub. (6) of up to $3,000,000 to assist the city of Green Bay in the 18construction and development of a public market, as described in par. (a). AB50-ASA2-AA7,113,219(12) (a) The legislature finds that increasing access to learning materials in 20communities across the state will enhance and enrich the state's workforce, thereby 21strengthening the state's economy and increasing the resilience of the state's 22citizens. It is therefore in the public interest, and it is the public policy of this state, 23to assist the city of Glendale in the construction of a new library that will serve the
1communities of Bayside, Fox Point, Glendale, and River Hills, as well as all of 2Milwaukee County through the Milwaukee County Federated Library System. AB50-ASA2-AA7,113,53(b) The building commission may approve and the department may award a 4grant under sub. (6) of up to $4,250,000 to assist the city of Glendale in the 5construction of a new public library, as described in par. (a). AB50-ASA2-AA7,113,146(13) (a) The legislature finds and determines that providing child care and 7out-of-school care that addresses provider shortages or assists meeting the demand 8for child care services in rural or remote areas in this state, thereby equipping the 9state's workforce to fully engage in the state's economy, is a statewide responsibility 10of statewide dimension. It is therefore in the public interest, and it is the public 11policy of this state, to provide $2,000,000 to a nonstate organization or a city, 12village, town, county, or tribal government in this state for the purchase, 13construction, or renovation of a child care center in the southwest region of the 14state. AB50-ASA2-AA7,113,1715(b) The building commission may approve and the department may award a 16grant under sub. (2) or (6) of up to $2,000,000 to assist in the construction, 17development, or renovation of a child care center, as described in par. (a). AB50-ASA2-AA7,114,218(14) (a) The legislature finds and determines that providing early child 19education and care that addresses provider shortages or assists meeting the 20demand for early child education services in areas of need equips the state's 21workforce to fully engage in the state's economy and is a statewide responsibility of 22statewide dimension. It is therefore in the public interest, and it is the public policy 23of this state, to provide $2,500,000 to Wellpoint Care Network, Inc., to assist in
1renovating an existing facility in the city of Milwaukee to establish a child care 2center. AB50-ASA2-AA7,114,53(b) The building commission may approve and the department may award a 4grant under sub. (2) of up to $2,500,000 to Wellpoint Care Network, Inc., to assist in 5the renovation of a facility, as described in par. (a). AB50-ASA2-AA7,114,9720.505 (1) (aw) Grants for local projects. As a continuing appropriation, the 8amounts in the schedule for grants awarded under s. 16.095 to assist nonstate 9organizations to carry out construction projects having a statewide public purpose.
