AB50-ASA2,379,104(1) Grant to Lutheran Social Services of Wisconsin and Upper
5Michigan. From the appropriation under s. 20.435 (5) (bc), in the 2025-26 fiscal
6year, the department of health services shall award a grant in the amount of
7$1,000,000 to Lutheran Social Services of Wisconsin and Upper Michigan, Inc., to
8assist with the purchase and renovation of the Libertas Treatment Center in the
9city of Chippewa Falls to provide a 50-bed treatment center to men with substance
10use disorders who are in need of services.
AB50-ASA2,379,2211(2) Disproportionate share hospital program. The department of health
12services shall submit any necessary request to the federal department of health and
13human services for a state plan amendment or waiver of federal Medicaid law or to
14modify or withdraw from any waiver of federal Medicaid law relating to the hospital
15payment methodology granted under s. 49.45 (3m) (d), 2023 stats., to reflect the
16termination of the disproportionate share hospital payments program implemented
17under s. 49.45 (3m), 2023 stats. The department of health services may also submit
18any necessary request to the federal department of health and human services for a
19state plan amendment or waiver of federal Medicaid law or to modify any waiver of
20federal Medicaid law relating to the rural critical care access supplement program
21under s. 49.45 (3p) to reflect the termination of the disproportionate share hospital
22payments program implemented under s. 49.45 (3m), 2023 stats.
AB50-ASA2,380,323(3) Budgeting practices; hospital assessments. The changes made by this
24act to hospital assessments do not affect any requirements under s. 16.46. The

1department of administration and the department of health services shall review,
2reestimate, and request general purpose revenue for hospital payments under the
3Medical Assistance program under subch. IV of ch. 49 as needed.
AB50-ASA2,380,44(4) Federal approval; hospital assessments.
AB50-ASA2,380,85(a) The department of health services shall submit any necessary requests to
6the federal department of health and human services for a state plan amendment,
7waiver of federal Medicaid law, or other approval to implement in totality of the
8changes made by this act relating to hospital assessments.
AB50-ASA2,380,119(b) 1. The department of health services shall submit to the legislative
10reference bureau for publication in the Wisconsin Administrative Register a notice
11specifying the information in subd. 2. if all of the following are true:
AB50-ASA2,380,1212a. All necessary requests in par. (a) have been approved.
AB50-ASA2,380,1613b. Based upon the approvals received in par. (a), the statewide total of
14assessment payments in s. 50.38 (2) (a) that the department of health services
15expects to be paid in state fiscal years 2026-27 and 2027-28 equals or exceeds
16$1,130,322,000 on an annual basis.
AB50-ASA2,380,2017c. Based upon the approvals received in par. (a), the statewide total of
18Medicaid payments required in s. 49.45 (3) (e) 11. that the department expects to be
19paid in state fiscal years 2026-27 and 2027-28 equals or exceeds $2,014,835,400 on
20an annual basis.
AB50-ASA2,380,21212. The notice in subd. 1. shall specify all of the following information:

AB50-ASA2,381,1912(5) Initial reduction; hospital assessments. Notwithstanding s. 50.38 (2),
13if the federal department of health and human services approves any necessary
14requests under sub. (4) (a) such that the changes made by this act relating to
15hospital assessments may not be implemented until after October 1, 2025, the
16department of health services shall proportionately reduce the amount of any
17assessment under s. 50.38 (2) based on the number of full calendar quarters
18between July 1, 2025, and the date that the changes made by this act relating to
19hospital assessments may be implemented.
AB50-ASA2,381,2420(6) Quarterly reports; hospital assessments. After submission of a
21request for federal approval under sub. (4) (a), the department of health services
22shall submit on a quarterly basis a report to the legislature in the manner provided
23under s. 13.172 (2) on the status of federal approval until federal approval is
24received under sub. (4) (a).

AB50-ASA2,382,52(1) Wisconsin Healthcare Stability Plan 2025. Notwithstanding s.
3601.83 (1) (h) and (hm), in policy year 2025, the commissioner of insurance shall
4make reinsurance payments for all requests submitted to the commissioner of
5insurance under s. 601.83 (5) up to a maximum of $265,000,000 in payments.

AB50-ASA2,382,107(1) Community-oriented policing-house grant program appropriation.
8Notwithstanding s. 20.001 (3) (b), at the end of the 2023-25 fiscal biennium, the

10appropriated and shall be retained in that account.

AB50-ASA2,382,1312(1) Date of publication. Notwithstanding s. 35.095 (3) (a), the legislative
13reference bureau shall publish this act on the date of enactment.
AB50-ASA2,382,1614(2) Required general fund structural balance. Section 20.003 (4m)
15shall not apply to the actions of the legislature in enacting any legislation during
16the 2025-26 legislative session.
AB50-ASA2,913217Section 9132. Nonstatutory provisions; Natural Resources.
AB50-ASA2,382,2118(1) Snowmobile trail and project aids lapse. Notwithstanding s. 20.001
19(3) (c), the balance of the appropriation account under s. 20.370 (5) (cr) that is
20unencumbered on June 30, 2025, is lapsed to the conservation fund and credited to
21the snowmobile account of the conservation fund.
AB50-ASA2,382,2422(2) Meat inspection program staff. Notwithstanding s. 230.27 (1), the
23termination date of 2.0 meat inspection project positions provided to the
24department under 2021 Act 58 is extended by 2 years.

1(3) Transfer to the nonpoint account. Of the moneys described in s. 25.46
2(1) that are received for the purpose of environmental management, except the
3moneys described in s. 25.46 (1) (ej), (ek), (hm), (j), (jj), (t), and (u), $3,195,200 shall,
4in fiscal year 2025-26, and $3,825,200 shall, in fiscal year 2026-27, be considered to
5have been received for the purpose of nonpoint source water pollution abatement.
6These moneys shall be in addition to the moneys considered to have been received
7for the purpose of nonpoint source water pollution abatement under s. 25.46 (2m).
AB50-ASA2,383,138(4) Grant to Iowa County for CTH C construction project. During the
92025-27 fiscal biennium, from the appropriation under s. 20.370 (7) (mr), the
10department of natural resources shall award a grant of $500,000 to Iowa County for
11the maintenance of CTH C between STH 23 and USH 14. The department of
12natural resources shall award the grant under this subsection notwithstanding the
13certification and prioritization requirements of s. 84.28 (1).
AB50-ASA2,383,1814(5) Wisconsin River retaining wall reconstruction. In fiscal year 2025-
1526, from the appropriation under s. 20.370 (5) (hs), the department of natural
16resources shall award a grant in the amount of $500,000 to the city of Wisconsin
17Rapids for reconstruction of a retaining wall as part of the Wisconsin Rapids
18Riverbank Project.
AB50-ASA2,383,2219(6) Town of Norway water abatement. In fiscal year 2025-26, from the
20appropriation under s. 20.370 (6) (at), the department of natural resources shall
21award a grant in the amount of $100,000 to the town of Norway in Racine County to
22assist with the mitigation of water runoff from STH 36.
AB50-ASA2,384,223(7) Deerskin River dredging. In the 2025-26 fiscal year, from the
24appropriation under s. 20.370 (4) (kr), the department of natural resources shall

1make a grant in the amount of $1,750,000 to the town of Washington in Vilas
2County for dredging the Deerskin River.
AB50-ASA2,384,63(8) Lake Vista shoreline stabilization. From the appropriation under s.
420.370 (4) (jr), in fiscal year 2025-26, the department of natural resources shall
5award a grant in the amount of $2,200,000 to the city of Oak Creek for
6environmental remediation and redevelopment of Lake Vista Park.
AB50-ASA2,384,117(9) Green Lake Association sediment inactivation grant. In fiscal year
82025-26, from the appropriation under s. 20.370 (4) (kq), the department of natural
9resources shall award a grant in the amount of $250,000 to the Green Lake
10Association for sediment inactivation in the Silver Creek Estuary and the County K
11Marsh.
AB50-ASA2,384,2212(10) Forest-industry-wide strategic plan. In the 2025-26 fiscal year, the
13department of natural resources shall award a grant of $1,000,000 from the
14appropriation under s. 20.370 (2) (mq) jointly to the Great Lakes Timber
15Professionals Association and the Wisconsin Paper Council to research and develop
16a recommended forest-industry-wide strategic plan for this state. Upon completion,
17the Great Lakes Timber Professionals Association and the Wisconsin Paper Council
18shall provide this research and recommended plan to the council on forestry. No
19later than December 31, 2027, the council on forestry shall provide a report
20detailing the research outcomes and recommendations to the governor and the chief
21clerk of each house of the legislature, for distribution to the appropriate standing
22committees under s. 13.172 (3).
AB50-ASA2,385,223(11) Dredging project on Manitowoc River. From the appropriation
24under s. 20.370 (4) (ma), the department of natural resources shall expend $70,000

1in fiscal year 2025-26 for a dredging project on the Manitowoc River at the Town of
2Brillion.
AB50-ASA2,91343Section 9134. Nonstatutory provisions; Public Instruction.
AB50-ASA2,385,74(1) Grants to Lakeland STAR Academy. In each fiscal year of the 2025-27
5fiscal biennium, the department of public instruction shall distribute the amount
6appropriated under s. 20.255 (2) (ag) to the Lakeland Union High School District for
7the Lakeland STAR Academy.
AB50-ASA2,91378Section 9137. Nonstatutory provisions; Revenue.
AB50-ASA2,385,99(1) Division of alcohol beverages.
AB50-ASA2,385,1310(a) Position and employee transfer. On the effective date of this paragraph, 1.0
11full-time equivalent attorney position, and the incumbent employee who holds that
12position, in the department of revenue, as determined by the secretary of revenue,
13is transferred to the division of alcohol beverages.
AB50-ASA2,385,1914(b) Employee status. The employee transferred under par. (a) has all the
15rights and the same status under ch. 230 in the division of alcohol beverages that
16the employee enjoyed in the department of revenue immediately before the transfer.
17Notwithstanding s. 230.28 (4), if the employee transferred under par. (a) has
18attained permanent status in class, the employee is not required to serve a
19probationary period.
AB50-ASA2,913820Section 9138. Nonstatutory provisions; Safety and Professional
21Services.
AB50-ASA2,386,222(1) Call center positions. Notwithstanding s. 230.27 (1), the termination
23date of 5.0 PR call center office operations associate project positions provided to

1the department of safety and professional services under 2023 Wisconsin Act 19 is
2September 30, 2028.

AB50-ASA2,386,64(1) Grant to Taliesin Preservation, Inc. From the appropriation under s.
520.380 (1) (c), in the 2025-27 fiscal biennium, the department of tourism shall
6award a grant to Taliesin Preservation, Inc., for restoration projects at Taliesin.
AB50-ASA2,91447Section 9144. Nonstatutory provisions; Transportation.
AB50-ASA2,386,138(1) Washburn County underpass. In fiscal year 2025-26, from the
9appropriation under s. 20.395 (2) (ft), the department of transportation shall award
10a grant to of $1,900,000 to Washburn County for construction of an underpass
11beneath STH 53 to connect the Wild Rivers State Trail to services and facilities.
12The grant under this subsection shall be awarded notwithstanding limitations on
13the amount and use of aids or eligibility requirements under s. 86.31.
AB50-ASA2,386,1814(2) Columbia County railroad bridge repairs. In fiscal year 2025-26, from
15the appropriation under s. 20.395 (2) (bs), the department of transportation shall
16make a grant of $100,000 to Columbia County, to be distributed to the appropriate
17local governments to conduct repairs to railroad bridges at the following locations in
18Columbia County:
AB50-ASA2,386,1919(a) CTH A in the town of Courtland.
AB50-ASA2,386,2020(b) Inglehart Road in the town of Scott.
AB50-ASA2,386,2121(c) Sterk Road in the town of Scott.
AB50-ASA2,387,222(3) Noise barriers on I 894 and I 41. During the 2025-27 fiscal biennium,
23from the appropriation under s. 20.395 (3) (cq), the department of transportation
24shall allocate $9,100,000 for the construction of noise attenuation barriers along I

1894, from 76th Street to 92nd Street, and along I 41, from 500 feet north of Beloit
2Road to West Howard Avenue, in Milwaukee County.
AB50-ASA2,387,83(4) Lakeland Airport repairs and improvements. Notwithstanding s.
4114.34, in the 2025-27 fiscal biennium, from the appropriation under s. 20.395 (2)
5(dq), the department of transportation shall award a grant of $195,500 to Lakeland
6Airport in the town of Arbor Vitae in Vilas County for repair and improvement of
7taxiways and runways and installation of an approach lighting system at the
8Lakeland Airport.
AB50-ASA2,387,139(5) Village of Warrens Zeda Street project. From the appropriation
10under s. 20.395 (2) (fw), not later than June 30, 2027, the department of
11transportation shall award a grant in the amount of $25,000 to the village of
12Warrens for costs incurred by the village for improvements to Zeda Street in the
13village of Warrens.
AB50-ASA2,387,1914(6) South bridge connector rail crossing. In the 2025-27 fiscal biennium,
15from the appropriation under s. 20.395 (2) (bt), the department of transportation
16shall commence a project to construct a grade-separated rail crossing at the location
17where the south bridge connector project crosses the easternmost rail line west of
18the Fox River in the city of De Pere. The department may expend not more than
19$30,000,000 under this subsection.
AB50-ASA2,387,2020(7) Menominee harbor.
AB50-ASA2,387,2321(a) In the 2025-27 fiscal biennium, from the appropriation under s. 20.395 (2)
22(cq), the department of transportation shall expend not more than $15,000,000 for
23the Menominee harbor dredging project.
AB50-ASA2,388,224(b) This subsection does not apply unless contributions to the Menominee

1harbor dredging project are also provided by the U.S. army corps of engineers and
2the state of Michigan.
AB50-ASA2,388,83(8) Brown County port development. In the 2025-27 fiscal biennium, from
4the appropriations under ss. 20.395 (2) (cq) and 20.866 (2) (uv), notwithstanding the
5criteria under s. 85.095, the department of transportation shall award a grant
6under s. 85.095 (2) (a) to Brown County for port development. The amount of the
7grant awarded under this subsection shall be $20,000,000 or the total cost of the
8project, whichever is less.
AB50-ASA2,388,149(9) Village of DeForest interchange improvement. Notwithstanding
10limitations on the amount and use of aids provided under s. 86.31 or eligibility
11requirements for receiving aids under s. 86.31, in the 2025-27 fiscal biennium, from
12the appropriation under s. 20.395 (2) (fq), the department of transportation shall
13award a grant to the village of DeForest for improvements to the I 39/CTH V
14interchange. The grant under this subsection shall be in the amount of $4,000,000.
AB50-ASA2,914715Section 9147. Nonstatutory provisions; University of Wisconsin
16System.
AB50-ASA2,388,2117(1) Funding for Rising Phoenix program at the University of
18Wisconsin-Green Bay. From the appropriation under s. 20.285 (1) (m), the Board
19of Regents of the University of Wisconsin System shall allocate $1,000,000 in the
20fiscal year that begins in 2025 for the Rising Phoenix Early College High School
21Program at the University of Wisconsin-Green Bay.
AB50-ASA2,389,422(2) High-demand fields of study. The Board of Regents of the University of
23Wisconsin System shall submit to the joint committee on employment relations,
24using the process described in s. 230.12 (3) (e) 1., a proposal for use of the money

1appropriated under s. 20.285 (1) (fa) to attract faculty in high-demand fields of
2study. The Board of Regents may expend money from the appropriation under s.
320.285 (1) (fa) only for purposes approved by the joint committee on employment
4relations under this subsection.
AB50-ASA2,389,55(3) Virtual mental health services pilot program.
AB50-ASA2,389,106(a) The Board of Regents of the University of Wisconsin System shall create a
7virtual mental health pilot program that expands the provision of student virtual
8mental health services at institutions, as defined in s. 36.05 (9), that have not more
9than 30,000 full-time enrolled undergraduate students, as such enrollment was
10counted on the preceding April 1.
AB50-ASA2,389,1311(b) The Board of Regents of the University of Wisconsin System shall contract
12with a vendor for the provision of virtual mental health services in the pilot
13program created under par. (a).
AB50-ASA2,915014Section 9150. Nonstatutory provisions; Workforce Development.
AB50-ASA2,389,1815(1) Wisconsin Fast Forward; health care industry training. From the
16appropriation under s. 20.445 (1) (b), in each year of the 2025-27 fiscal biennium,
17the department of workforce development shall allocate $250,000 for grants under
18s. 106.27 (1) to support training in the health care industry.
AB50-ASA2,390,419(2) Emergency rules; health service fee schedule. Using the procedure
20under s. 227.24, the department of workforce development may promulgate rules
21required under s. 102.423 (5) as emergency rules. Notwithstanding s. 227.24 (1) (c)
22and (2), emergency rules promulgated under this subsection remain in effect until
23July 1, 2026, or the date on which permanent rules take effect, whichever is sooner.
24Notwithstanding s. 227.24 (1) (a) and (3), the department is not required to provide

1evidence that promulgating a rule under this subsection as an emergency rule is
2necessary for the preservation of the public peace, health, safety, or welfare and is
3not required to provide a finding of emergency for a rule promulgated under this
4subsection.

AB50-ASA2,390,86(1) Institutional operations and charges transfer. There is transferred
7from the general fund to the appropriation account under s. 20.435 (2) (gk)

AB50-ASA2,390,1410(1) Health insurance risk-sharing plan balance transfer. Any balance
11of moneys that was credited to the appropriation account under s. 20.145 (5) (g),
122013 stats., or s. 20.145 (5) (k), 2013 stats., and that was not lapsed as a result of
132015 Wisconsin Act 55 is transferred in fiscal year 2025-26 to the appropriation
14account under s. 20.145 (1) (g).
