1An Act to create 20.235 (1) (dr), 20.292 (1) (b), 20.465 (3) (qp), 38.04 (9m) and 239.378 of the statutes; relating to: emergency medical services education,
3tuition and materials reimbursement for emergency medical responders and
4emergency medical services practitioners, a live 911 pilot program, and
5making an appropriation. The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
AB198-ASA1,16Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, 7insert the following amounts for the purposes indicated: AB198-ASA1,26Section 2. 20.235 (1) (dr) of the statutes is created to read: AB198-ASA1,2,8720.235 (1) (dr) Emergency medical services education reimbursement. A sum 8sufficient to reimburse individuals under s. 39.378. AB198-ASA1,39Section 3. 20.292 (1) (b) of the statutes is created to read: AB198-ASA1,2,121020.292 (1) (b) Emergency medical services education. Biennially, the amounts 11in the schedule to provide grants to technical colleges for the provision of emergency 12medical services programs under s. 38.04 (9m). AB198-ASA1,413Section 4. 20.465 (3) (qp) of the statutes is created to read: AB198-ASA1,2,181420.465 (3) (qp) Live 911. From the 911 fund, as a continuing appropriation, 15the amounts in the schedule for grants under 2025 Wisconsin Act .... (this act), 16section 7 (1) (a), to public safety answering points to enable real-time video and 17multimedia communications between the public safety answering points and 18individuals who call for emergency services. AB198-ASA1,519Section 5. 38.04 (9m) of the statutes is created to read: AB198-ASA1,3,32038.04 (9m) Emergency medical services education. (a) Subject to par. 21(b), the board shall provide grants to each technical college that provides an 22emergency medical services program that trains and prepares individuals for
1initial certification or initial licensure as an emergency medical responder, as 2defined in s. 256.01 (4p), or an emergency medical services practitioner, as defined 3in s. 256.01 (5). AB198-ASA1,3,84(b) If there was a student enrollment waiting list for an emergency medical 5services program described under par. (a) at a technical college in the academic 6year preceding the board’s provision of a grant to the technical college under par. 7(a), the technical college, or district board of the technical college, shall prioritize 8use of the grant toward one of the following: AB198-ASA1,3,1091. The technical college’s expansion of student enrollment access to the 10emergency medical services program. AB198-ASA1,3,15112. The district board of the technical college entering into a contract for 12services under s. 38.14 (3) for the expansion of student enrollment access to the 13emergency medical services program. The board shall develop and make available 14to district boards for use or modification a standard contract template for a contract 15for services described under this subdivision. AB198-ASA1,616Section 6. 39.378 of the statutes is created to read: AB198-ASA1,3,211739.378 Tuition and material costs for emergency medical services. (1) 18The board shall develop a program to reimburse the persons described under sub. 19(2) for the tuition and materials costs incurred in completing a program at a 20technical college in this state as necessary to qualify for initial licensure or initial 21certification. AB198-ASA1,3,2222(2) The following persons are eligible for reimbursement under this section: AB198-ASA1,4,223(a) An individual who is applying for an initial license as an emergency
1medical services practitioner under s. 256.15 (6) (a) if the individual has personally 2paid the tuition or materials costs for the program. AB198-ASA1,4,53(b) An individual who is applying for initial certification as an emergency 4medical responder under s. 256.15 (8) (b) if the individual has personally paid the 5tuition or materials costs for the program. AB198-ASA1,4,76(c) The employer of an individual listed under par. (a) or (b) if the employer 7has paid for the applicant’s cost of tuition or materials for the program. AB198-ASA1,4,98(3) To be eligible for reimbursement under this section, a person described 9under sub. (2) shall satisfy the following criteria: AB198-ASA1,4,1010(a) For individuals described under sub. (2) (a): AB198-ASA1,4,12111. The individual has satisfactorily completed a course of instruction and 12training required under s. 256.15 (6) (a) 2. AB198-ASA1,4,14132. The individual has passed any examination required under s. 256.15 (6) (a) 143. AB198-ASA1,4,16153. The individual has met all additional qualifications for licensure as may be 16required by the department of health services under s. 256.15 (6) (a) 4. AB198-ASA1,4,18174. The individual has received an initial license from the department of health 18services as an emergency medical services practitioner under s. 256.15 (6). AB198-ASA1,4,2219(b) For individuals described under sub. (2) (b), the individual has 20satisfactorily completed a course of instruction required under s. 256.15 (8) (b) 3. 21and has received certification as an emergency medical responder from the 22department of health services under s. 256.15 (8) (b). AB198-ASA1,5,223(c) For employers who have paid for an individual’s costs of tuition or
1materials as described under sub. (2) (c), the individual satisfies the criteria under 2par. (a) or (b). AB198-ASA1,5,53(4) To receive reimbursement under this section, persons described under 4sub. (2) who are eligible for reimbursement under sub. (3) shall apply to the board 5for reimbursement on a form prescribed by the board. AB198-ASA1,5,77(1) Live 911 pilot program. AB198-ASA1,5,118(a) Grants. The department of military affairs may through a pilot program 9distribute moneys through grants to public safety answering points to enable real-10time video and multimedia communications between the public safety answering 11points and individuals who call for emergency services. AB198-ASA1,5,1812(b) Report. No later than October 15, 2027, the department of military affairs 13shall submit a report to the chief clerk of each house of the legislature for 14distribution to the legislature under s. 13.172 (2) on the performance of the pilot 15program under this subsection. The report shall include information on outcomes 16from the pilot program, the number of responses from dispatch that were altered 17due to increased information from the pilot program, and any cost savings 18associated with the pilot program. AB198-ASA1,6,220(1) Tuition and materials costs for emergency medical services 21training. In the schedule under s. 20.005 (3) for the appropriation to the higher 22educational aids board under s. 20.235 (2) (aa), the dollar amount for fiscal year 232025-26 is increased by $28,000 to implement the reimbursement program under s.
139.378 within the higher educational aids board’s student financial aid software 2system. AB198-ASA1,6,123(2) Position increase in the department of military affairs. In the 4schedule under s. 20.005 (3) for the appropriation to the department of military 5affairs under s. 20.465 (3) (qm), the dollar amount for fiscal year 2025-26 is 6increased by $159,000 to increase the authorized FTE positions for the department 7by 1.0 SEG position with an IT classification for the purpose of administering the 8grants to public safety answering points described under Section 7 (1) (a) of this 9act. In the schedule under s. 20.005 (3) for the appropriation to the department of 10military affairs under s. 20.465 (3) (qm), the dollar amount for fiscal year 2026-27 is 11increased by $159,000 for the purpose of funding the position authorized under this 12subsection. AB198-ASA1,6,1514(1) This act takes effect on the day after publication, or on the 2nd day after 15publication of the 2025 biennial budget act, whichever is later.
