13guardianships.
The amounts in the schedule for the cost of reimbursing Indian
14tribes for subsidized guardianship payments under s. 48.623 (3) (a). All moneys
15transferred from the appropriation account under s. 20.505 (8) (hm) 12r. shall be
16credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the
17unencumbered balance on June 30 of each year shall revert to the appropriation
18account under s. 20.505 (8) (hm).
SB70-SSA2,113 19Section 113. 20.437 (1) (o) of the statutes is amended to read:
SB70-SSA2,267,220 20.437 (1) (o) Federal aid; children, youth, and family aids. All federal moneys
21received in amounts pursuant to allocation plans developed by the department for
22the provision or purchase of services authorized under pars. (b) and, (cj), and (q) and
23all federal moneys received as child welfare funds under 42 USC 620 to 626 for the
24provision or purchase of child welfare projects and services. Disbursements from
25this appropriation may be made directly to counties for services to children and

1families under s. 49.32 (2) (b) or 49.325 or directly to counties in accordance with
2federal requirements for the disbursal of federal funds.
SB70-SSA2,114 3Section 114 . 20.437 (1) (pd) of the statutes is amended to read:
SB70-SSA2,267,164 20.437 (1) (pd) Federal aid; state out-of-home care, adoption services, and
5subsidized guardianships.
All federal moneys received for meeting the costs of
6providing foster care, institutional child care, and subsidized adoptions under ss.
748.48 (12) and 48.52, the cost of care for children under s. 49.19 (10) (d), the cost of
8placements of children 18 years of age or over in residential care centers for children
9and youth under voluntary agreements under s. 48.366 (3) or under orders that
10terminate as provided in s. 48.355 (4) (b) 4., 48.357 (6) (a) 4., or 48.365 (5) (b) 4., the
11cost of reimbursing counties and Indian tribes for subsidized guardianship
12payments under s. 48.623 (3) (a), the cost of services to children with special needs
13who are under the guardianship of the department to prepare those children for
14adoption, and the cost of postadoption services to children with special needs.
15Disbursements for foster care under s. 49.32 (2) and for the purposes described under
16s. 48.627 may be made from this appropriation.
SB70-SSA2,115 17Section 115. 20.437 (1) (q) of the statutes is created to read:
SB70-SSA2,268,718 20.437 (1) (q) Community youth and family aids; local government fund. From
19the local government fund, the amounts in the schedule for the improvement and
20provision of community-based juvenile delinquency-related services under s.
2148.526 and juvenile correctional services under s. 301.26 and for reimbursement to
22counties having a population of less than 750,000 for the cost of court attached intake
23services as provided in s. 938.06 (4). Disbursements may be made from this
24appropriation account under s. 49.32 (2). Refunds received relating to payments
25made under s. 49.32 (2) from this appropriation account shall be returned to this

1appropriation account. Notwithstanding ss. 20.001 (3) (a) and 20.002 (1), the
2department of children and families may transfer moneys under this paragraph
3between fiscal years. Except for moneys authorized for transfer under s. 48.526 (3),
4all moneys from this paragraph allocated under s. 48.526 (3) and not spent or
5encumbered by counties by December 31 of each year shall lapse into the local
6government fund on the succeeding January 1. The joint committee on finance may
7transfer additional moneys to the next calendar year.
