1construction of the 71,000 gross square foot Wisconsin National Guard Challenge
2Academy located at Fort McCoy, $700,000.
SB70-SSA2,407,63 (10) University of Wisconsin System Facilities. In the 2023-25 fiscal
4biennium, the building commission shall allocate segregated revenue as follows to
5develop preliminary plans and specifications for the construction of University of
6Wisconsin System facilities:
SB70-SSA2,407,87 (a) For renovations related to health sciences programs and to complete
8renovations in the Northwest Quadrant at UW–Milwaukee, $5,000,000.
SB70-SSA2,407,119 (b) For renovations at Winther Hall, replacement of the Heide Hall roofing and

11both of those facilities at UW–Whitewater, $3,000,000.
SB70-SSA2,407,1712 (11) State capitol fiber and cable upgrades. In the 2023-25 fiscal biennium,
13the building commission shall allocate in segregated revenue, to develop preliminary
14plans and specifications for fiber and cable upgrades at the state capitol, $1,200,000.
15The division of facilities development in the department of administration shall
16coordinate with the chief clerk of each house of the legislature and the legislative
17technology services bureau in developing those plans and specifications.
SB70-SSA2,407,2118 (12) Central Wisconsin Center food service building renovation. In the
192023-25 fiscal biennium, the building commission shall allocate in segregated
20revenue, to develop preliminary plans and specifications for the renovation of a food
21service building at the Central Wisconsin Center, $5,000,000.

SB70-SSA2,411,2116 (1) Online positive parenting program. From the appropriation under s.
1720.437 (1) (nL), the department shall award in each fiscal year of the 2023-25 fiscal
18biennium a grant to Children's Wisconsin for the purpose of making available
19statewide an online evidence-based parenting program that provides support to
20parents, reduces childhood behavioral issues, and increases family stability in the
21amount of $2,000,000.

SB70-SSA2,412,223 (1) Circuit courts designated to begin operation in 2022. The circuit court
24branches added in s. 753.06 (4) (dm), (7) (ag), (9) (L), and (10) (g) are the additional

1branches authorized to be added and allocated by the director of state courts under
2s. 753.0605 (2) to begin operation on August 1, 2022.
SB70-SSA2,412,63 (2) Circuit courts designated to begin operation in 2023. The circuit court
4branches added in s. 753.06 (4) (c), (7) (ar), (9) (m), and (10) (L) are the additional

SB70-SSA2,9108 7Section 9108. Nonstatutory provisions; Corrections.
SB70-SSA2,412,88 (1) Transfer of security operations at the Wisconsin Resource Center.
SB70-SSA2,412,139 (a) Assets and liabilities. On the effective date of this paragraph, the assets and
10liabilities of the department of corrections that are primarily related to security
11operations at the Wisconsin Resource Center, as determined by the secretary of
12administration, become the assets and liabilities of the department of health
13services.
SB70-SSA2,412,1814 (b) Positions and employees. On the effective date of this paragraph, 110.0 FTE
15GPR positions, and the incumbent employees holding those positions, in the
16department of corrections responsible for the performance of security operations at
17the Wisconsin Resource Center under s. 46.056 (2), 2021 stats., as determined by the
18secretary of administration, are transferred to the department of health services.
SB70-SSA2,412,2319 (c) Employee status. Employees transferred under par. (b ) have all the rights
20and the same status under ch. 230 of the statutes in the department of health
21services that they enjoyed in the department of corrections immediately before the
22transfer. Notwithstanding s. 230.28 (4), no employee transferred under par. (b) who
23has attained permanent status in class is required to serve a probationary period.
SB70-SSA2,413,324 (d) Tangible personal property. On the effective date of this paragraph, all
25tangible personal property, including records, of the department of corrections that

1are primarily related to security operations at the Wisconsin Resource Center, as
2determined by the secretary of administration, is transferred to the department of
3health services.
SB70-SSA2,413,104 (e) Pending matters. Any matter pending with the department of corrections
5on the effective date of this paragraph that is primarily related to security operations
6at the Wisconsin Resource Center, as determined by the secretary of administration,
7is transferred to the department of health services. All materials submitted to or
8actions taken by the department of corrections with respect to the pending matter
9are considered as having been submitted to or taken by the department of health
10services.
SB70-SSA2,413,1611 (f) Contracts. All contracts entered into by the department of corrections
12primarily related to security operations at the Wisconsin Resource Center, as
13determined by the secretary of administration, in effect on the effective date of this
14paragraph remain in effect and are transferred to the department of health services.
15The department of health services shall carry out any obligations under those
16contracts unless modified or rescinded to the extent allowed under the contract.
SB70-SSA2,413,2117 (2) Opening avenues to reentry success program. In fiscal year 2023-24, of
18the moneys newly appropriated under s. 20.410 (1) (ds), $760,300 shall be allocated
19to the original opening avenues to reentry success (OARS) program. In fiscal year
202024-25, of the moneys newly appropriated under s. 20.410 (1) (ds), $1,512,000 shall
21be allocated to the original opening avenues to reentry success (OARS) program.
SB70-SSA2,9113 22Section 9113. Nonstatutory provisions; Employee Trust Funds.
SB70-SSA2,413,2323 (1) Position authorizations for the department of employee trust funds.
SB70-SSA2,414,1324 (a) Before July 1, 2029, the secretary of employee trust funds may request the
25governor to create or abolish a full-time equivalent position or portion thereof that

1is funded from revenues deposited in the public employee trust fund if the employee
2holding the position would perform duties relating to modernizing business
3processes or integrating information technology systems of the department of
4employee trust funds. Upon receiving such a request, the governor may approve or
5modify the request. If the governor proposes to approve or modify the request, the
6governor shall notify the joint committee on finance in writing of his or her proposed
7action. If, within 14 working days after the date of the governor's notification, the
8cochairpersons of the committee do not notify the governor that the committee has
9scheduled a meeting for the purpose of reviewing the proposed action, the position
10changes may be made as proposed by the governor. If the cochairpersons notify the
11governor that the committee has scheduled a meeting for the purpose of reviewing
12the proposed action, the position changes may be made only upon approval of the
13committee.
SB70-SSA2,414,1614 (b) If a full-time equivalent position or portion thereof is created under par. (a),
15the appropriation that is used to pay salary and fringe benefit costs for the position
16is supplemented to cover the salary and fringe benefit costs for the position.
SB70-SSA2,415,517 (2) Supplementation of appropriations. Before July 1, 2029, the secretary of
18employee trust funds may request the governor to supplement any sum certain
19appropriation from the public employee trust fund for the purpose of modernizing
20business processes or integrating information technology systems of the department
21of employee trust funds. Upon receiving such a request, the governor may approve
22or modify the request. If the governor proposes to approve or modify the request, the
23governor shall notify the joint committee on finance in writing of his or her proposed
24action. If, within 14 working days after the date of the governor's notification, the
25cochairpersons of the committee do not notify the governor that the committee has

1scheduled a meeting for the purpose of reviewing the proposed action, the
2supplements proposed by the governor are approved. If the cochairpersons notify the
3governor that the committee has scheduled a meeting for the purpose of reviewing
4the proposed action, the supplements may be made only upon approval of the
5committee.
SB70-SSA2,9119 6Section 9119. Nonstatutory provisions; Health Services.
SB70-SSA2,415,97 (1) Deadline for implementing dental services reimbursement rate increase.
8The department of health services shall, by October 1, 2023, implement the Medical
9Assistance reimbursement rate increase under s. 49.45 (24n) (a).
SB70-SSA2,415,1610 (2) Fee increase plan for bureau of assisted living staff. No later than the
11first day of the 7th month beginning after the effective date of this subsection, the
12department of health services shall submit a plan to the joint committee on finance
13to increase licensing fees for assisted living facilities and outpatient mental health
14clinics to cover the cost of staffing within the bureau of assisted living necessary to
15ensure adequate protection of the health and well-being of vulnerable individuals,
16as determined by the department.
SB70-SSA2,415,2117 (3) Nursing home support services. The department of health services shall,
18for purposes of reimbursement under the Medical Assistance program for nursing
19homes, establish and implement a priced rate for nursing home support services that
20matches the median facility costs plus 25 percent priced rate implemented by the
21department of health services for direct care nursing services.
SB70-SSA2,415,2522 (4) Nursing home incentives. For purposes of the methodology for setting
23nursing home payment rates under the Medical Assistance program, the department
24of health services shall exclude provider incentives when determining the total rate
25adjustment to allowable costs.

1(5) Reimbursement rate for ventilator-dependent residents. Beginning July
21, 2023, the department of health services shall increase by $200 per patient day the
3all-encompassing ventilator-dependent resident reimbursement rate under the
4Medical Assistance program for an authorized facility treating a resident of the
5facility who has received prior authorization for ventilator-dependent care
6reimbursed under that rate.
