1An Act to create 20.455 (2) (ds) and 165.945 of the statutes;
relating to: grants
2to support part-time law enforcement officers and making an appropriation.

This bill creates a grant program administered by the Department of Justice
that provides funding to local law enforcement agencies to provide required medical
testing and certain supplies to part-time law enforcement officers. The bill funds the
grant program with a sum sufficient general purpose revenue appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

2agencies. (1) In this section:

(a) “Law enforcement officer” has the meaning given in s. 165.85 (2) (c).

(b) “Local law enforcement agency” means a law enforcement agency, as
5defined in s. 165.85 (2) (bv), of a city, village, or town.

(c) “Medical testing” includes a physical exam, hearing test, drug test, and
7pre-employment psychological exam that is required for employment as a law
8enforcement officer.

(d) “Qualifying supplies” means equipment worn by a law enforcement officer
10that is required to perform the duties of a law enforcement officer, including a
11ballistic-resistant vest, a duty belt and related equipment, an external vest carrier,
12firearms and ammunition, a uniform, a jacket, a taser, a baton, magazines, a
13flashlight, a go bag, a traffic vest, a Kevlar helmet, a gas mask, a handheld radio, and
14boots.

15(2) Beginning no later than the first day of the 6th month after the effective
16date of this subsection .... [LRB inserts date], the department of justice shall
17distribute grants to local law enforcement agencies to provide qualifying supplies to
18and for medical testing of law enforcement officers who are employed by the local law
19enforcement agency on a part-time basis.

20(3) A local law enforcement agency that employs 25 or more law enforcement
21officers does not qualify for a grant under sub. (2).

22(4) A grant provided under sub. (2) may not exceed 50 percent of the amount
23of actual expenditures by a local law enforcement agency for qualifying supplies and
1medical testing. No local law enforcement agency may receive more than $10,000
2in a grant under sub. (2).
