From the capital improvement fund, a sum sufficient for the
9department of administration to provide funding to agencies, as defined in s. 16.70
10(1e), for energy conservation construction projects at state facilities under the
11jurisdiction of the agencies pursuant to s. 16.847 (2). The state may contract public
12debt in an amount not exceeding $220,000,000 for this purpose. The state may
13contract additional public debt in an amount up to $25,000,000 for this purpose. The
14state may contract additional public debt in an amount up to $25,000,000 for this
15purpose.
AB68-ASA2,113 16Section 113. 20.866 (2) (xm) of the statutes is amended to read:
AB68-ASA2,262,417 20.866 (2) (xm) Building commission; refunding tax-supported and
18self-amortizing general obligation debt.
From the capital improvement fund, a sum
19sufficient to refund the whole or any part of any unpaid indebtedness used to finance
20tax-supported or self-amortizing facilities. In addition to the amount that may be
21contracted under par. (xe), the state may contract public debt in an amount not to
22exceed $7,510,000,000 for this purpose. The state may contract additional public
23debt in an amount up to $2,000,000,000 for this purpose.
Such indebtedness shall
24be construed to include any premium and interest payable with respect thereto. Debt
25incurred by this paragraph shall be repaid under the appropriations providing for

1the retirement of public debt incurred for tax-supported and self-amortizing
2facilities in proportional amounts to the purposes for which the debt was refinanced.
3No moneys may be expended under this paragraph unless the true interest costs to
4the state can be reduced by the expenditure.
AB68-ASA2,114 5Section 114 . 20.866 (2) (y) of the statutes is amended to read:
AB68-ASA2,262,126 20.866 (2) (y) Building commission; housing state departments and agencies.
7From the capital improvement fund, a sum sufficient to the building commission for
8the purpose of housing state departments and agencies. The state may contract
9public debt in an amount not to exceed $917,767,100 for this purpose. The state may
10contract additional public debt in an amount up to $25,872,200 for this purpose. The
11state may contract additional public debt in an amount up to $74,086,000 for this
12purpose.
