AB529-ASA1,16,5
13. The practice of naturopathic medicine by a student enrolled in an approved
2naturopathic medical program that qualifies under s. 466.04 (1) (d) 1., provided that
3the performance of services is pursuant to a course of instruction or assignments
4from an instructor and is under the supervision of the instructor. The student shall
5use the title “ND candidate” with the intended year of graduation.
AB529-ASA1,16,7 6(3) The board may, by rule, establish additional exemptions from the
7prohibitions under sub. (1).
AB529-ASA1,16,9 8466.03 Duties and powers of examining board. (1) The board shall
9promulgate rules that establish all of the following:
AB529-ASA1,16,1110 (a) Standards of practice for and a code of ethics governing the professional
11conduct of naturopathic doctors and limited-scope naturopathic doctors.
AB529-ASA1,16,1312 (b) Continuing education requirements for applicants seeking renewal of a
13naturopathic doctor license under this chapter.
AB529-ASA1,16,1714 (bm) Continuing education requirements for applicants seeking renewal of a
15limited-scope naturopathic doctor license under this chapter. The board shall accept
16qualifying training that is completed to satisfy the requirement under s. 466.04 (2)
17(b) 5. d. as qualifying continuing education under this paragraph.
AB529-ASA1,16,2018 (c) Examination standards and requirements for purposes of examinations
19required under s. 466.04 (1) (e), including required passing scores for examinations
20and the times when examinations are offered.
AB529-ASA1,16,21 21(2) The board may promulgate rules to do any of the following:
AB529-ASA1,17,222 (a) Further interpret s. 466.01 (6) (a) and (c), including to identify diagnostic,
23therapeutic, or other practices or procedures that may be used by naturopathic
24doctors. The board may not authorize a naturopathic doctor to engage in any practice
25excluded from the definition of naturopathic medicine under s. 466.01 (6) (c) or

1otherwise expand the scope of practice of a naturopathic doctor or limited-scope
2naturopathic doctor beyond what is specified under s. 466.01 (6) (a).
AB529-ASA1,17,33 (am) Expressly prohibit diagnostic, therapeutic, or other practices.
AB529-ASA1,17,64 (b) Establish character and fitness requirements for initial licensure or
5renewal of a license under this chapter and evidence required to demonstrate
6satisfaction of such requirements.
AB529-ASA1,17,97 (c) Establish physical and mental competency requirements for initial
8licensure or renewal of a license under this chapter and evidence required to
9demonstrate satisfaction of such requirements.
AB529-ASA1,17,1210 (d) Establish evidence of professional competency requirements for initial
11licensure or renewal of a license under this chapter, including evidence relating to
12an applicant's licensure status in other states.
AB529-ASA1,17,1413 (e) Establish additional clinical, practical, or residency requirements for initial
14licensure under this chapter.
AB529-ASA1,17,1615 (f) Adopt minimum malpractice insurance requirements for naturopathic
16doctors and limited-scope naturopathic doctors.
AB529-ASA1,17,19 17(3) The board may, for purposes of s. 466.04 (1) (d) 1. e., 2. d., 3. d., and 4. e.,
18disqualify any naturopathic medical program if the board determines the program
19does not adequately prepare students to practice naturopathic medicine.
AB529-ASA1,17,21 20466.04 License; renewal. (1) Naturopathic doctor license. The board shall
21grant a naturopathic doctor license to a person who does all of the following:
AB529-ASA1,17,2322 (a) Submits an application for the license to the department on a form provided
23by the department.
AB529-ASA1,17,2424 (b) Pays the fee specified in s. 440.05 (1).
AB529-ASA1,18,2
1(c) Subject to ss. 111.321, 111.322, and 111.335, submits evidence satisfactory
2to the board that the applicant does not have an arrest or a conviction record.
AB529-ASA1,18,43 (d) Submits evidence satisfactory to the board that he or she has completed one
4of the following:
AB529-ASA1,18,65 1. A naturopathic medical education program offered in the United States that
6satisfies all of the following:
AB529-ASA1,18,87 a. The program provides the degree of doctor of naturopathy or doctor of
8naturopathic medicine.
AB529-ASA1,18,109 b. The program offers graduate-level, full-time, didactic and supervised
10clinical training.
AB529-ASA1,18,1411 c. The program is accredited, or has achieved candidacy status for such
12accreditation, by the Council on Naturopathic Medical Education or an equivalent
13accrediting body for naturopathic medical programs recognized by the federal
14department of education.
AB529-ASA1,18,1815 d. The program is offered by an institution of higher education or part of an
16institution of higher education that is accredited, or is a candidate for such
17accreditation, by a regional accrediting organization or a national institutional
18accrediting agency recognized by the federal department of education.
AB529-ASA1,18,2019 e. The program has not been disqualified by the board as an approved
20naturopathic medical educational program under s. 466.03 (3).
AB529-ASA1,18,2221 2. A program at a diploma-granting, degree-equivalent institution of higher
22education located in Canada that satisfies all of the following:
AB529-ASA1,18,2423 a. The program offers graduate-level, full-time didactic and supervised
24clinical training.
AB529-ASA1,19,4
1b. The program is accredited, or has achieved candidacy status for such
2accreditation, by the Council on Naturopathic Medical Education or an equivalent
3accrediting body for naturopathic medical programs recognized by the federal
4department of education.
AB529-ASA1,19,65 c. The program has provincial approval for participation in
6government-funded student aid programs.
AB529-ASA1,19,87 d. The program has not been disqualified by the board as an approved
8naturopathic medical educational program under s. 466.03 (3).
AB529-ASA1,19,109 3. A program at a degree-granting institution of higher education located in
10the United States that satisfies all of the following:
AB529-ASA1,19,1211 a. The program existed prior to the existence of the Council on Naturopathic
12Medical Education.
AB529-ASA1,19,1613 b. The program offered a full-time, structured curriculum in basic sciences and
14supervised patient care comprising a doctoral naturopathic medical education for a
15duration of not less than 132 weeks and required completion within a period of not
16less than 35 months.
AB529-ASA1,19,2017 c. If the program is still in existence, the program is currently accredited, or has
18achieved candidacy status for accreditation by the Council on Naturopathic Medical
19Education or an equivalent federally recognized accrediting body for the
20naturopathic medical profession recognized by the board.
AB529-ASA1,19,2221 d. The program has not been disqualified by the board as an approved
22naturopathic medical educational program under s. 466.03 (3).
AB529-ASA1,19,2423 4. A program at a diploma-granting, degree-equivalent institution of higher
24education located in Canada that satisfies all of the following:

1a. The program existed prior to the existence of the Council on Naturopathic
2Medical Education.
AB529-ASA1,20,63 b. The program offered a full-time, structured curriculum in basic sciences and
4supervised patient care comprising a doctoral naturopathic medical education for a
5duration of not less than 132 weeks and required completion within a period of not
6less than 30 months.
AB529-ASA1,20,97 c. Prior to the existence of the Council on Naturopathic Medical Education, the
8program had provincial approval for participation in government-funded student
9aid programs.
AB529-ASA1,20,1410 d. If the program is still in existence, the program is currently accredited, or
11has achieved candidacy status for accreditation by the Council on Naturopathic
12Medical Education or an equivalent federally recognized accrediting body for the
13naturopathic medical profession recognized by the board and currently has
14provincial approval for participation in government-funded student aid programs.
AB529-ASA1,20,1615 e. The program has not been disqualified by the board as an approved
16naturopathic medical educational program under s. 466.03 (3).
AB529-ASA1,20,1817 (e) Submits evidence satisfactory to the board that he or she has passed all of
18the following:
AB529-ASA1,20,1919 1. Either of the following:
AB529-ASA1,20,2220 a. A competency-based national naturopathic licensing examination
21administered by the North American Board of Naturopathic Examiners or its
22successor organization or another examination approved by the board by rule.
AB529-ASA1,21,223 b. For graduates of approved naturopathic medical programs prior to the
24existence of the Council on Naturopathic Medical Education, a competency-based
25state naturopathic medicine licensing examination or equivalent Canadian

1provincial licensing examination for the practice of naturopathic medicine approved
2by the board.
AB529-ASA1,21,33 2. A pharmacology examination approved by the board by rule.
AB529-ASA1,21,54 3. Any other competency or jurisprudence examinations required by the board
5by rule.
AB529-ASA1,21,86 (f) Meets any character and fitness, mental and physical competency, and
7professional competency standards established by the board under s. 466.03 (2) (b)
8to (d).
AB529-ASA1,21,109 (g) Meets any other requirement established by the board under s. 466.03 (2)
10(e).
AB529-ASA1,21,11 11(2) Limited-scope naturopathic doctor license. (a) In this subsection:
AB529-ASA1,21,1612 1. “Clinical sciences” means body systems and their interactions, cardiology,
13psychology, dermatology, endocrinology, EENT, gastroenterology, immunology,
14urology, proctology, gynecology, neurology, orthopedics, pulmonology, natural
15childbirth and obstetrics, pediatrics, geriatrics, rheumatology, oncology, and
16hematology.
AB529-ASA1,21,1817 2. “Qualifying training” means training in clinical sciences that satisfies at
18least one of the following:
AB529-ASA1,21,2119 a. It is a course that is either taken for credit or audited and that is provided
20by an academic institution that is accredited by an agency recognized by the federal
21department of education.
AB529-ASA1,21,2322 b. It is a continuing education program or course of study approved by the
23medical examining board under s. 448.13 (1).
AB529-ASA1,22,3
1c. It is a continuing education course that is provided by a continuing education
2provider that meets the continuing education standards for states that regulate
3naturopathic medicine.
AB529-ASA1,22,54 (b) The board shall grant a limited-scope naturopathic doctor license to a
5person who does all of the following:
AB529-ASA1,22,76 1. Submits, no later than the date specified in par. (c), an application for the
7license to the department on a form provided by the department.
AB529-ASA1,22,88 2. Pays the fee specified in s. 440.05 (1).
AB529-ASA1,22,109 3. Subject to ss. 111.321, 111.322, and 111.335, submits evidence satisfactory
10to the board that the applicant does not have an arrest or a conviction record.
AB529-ASA1,22,1311 4. Submits evidence satisfactory to the board that, prior to 2013, he or she
12completed a naturopathic health care program offered in the United States that
13provided the degree of doctor of naturopathy.
AB529-ASA1,22,1414 5. Satisfies one of the following:
AB529-ASA1,22,1715 a. The person submits evidence satisfactory to the board that the naturopathic
16health care program described in subd. 4. provided at least 250 hours of education
17in 2 or more clinical sciences.
AB529-ASA1,22,1918 b. The person is, as of the date of application, licensed as a registered nurse
19under s. 441.06.
AB529-ASA1,22,2520 c. The person submits evidence satisfactory to the board that the person has
21completed in 2 or more clinical sciences at least 250 hours of education provided by
22the naturopathic health care program described in subd. 4., at least 250 hours of
23qualifying training subsequent to completing the naturopathic health care program
24described in subd. 4., or a combination of at least 250 hours of such education and
25training.

1d. The person signs a statement committing to satisfying the requirement
2under subd. 5. c. within 5 years after issuance of an initial license under this
3subsection.
AB529-ASA1,23,64 6. Submits evidence satisfactory to the board that he or she has been
5continually practicing naturopathic medicine in this state for at least the 10-year
6period preceding his or her application for a license under this subsection.
AB529-ASA1,23,87 7. Submits evidence satisfactory to the board that he or she has passed any
8competency or jurisprudence examinations required by the board by rule.
AB529-ASA1,23,109 8. Satisfies the board that he or she has exhibited a record of safety in the
10practice of naturopathic medicine or naturopathy.
AB529-ASA1,23,1311 9. Meets any character and fitness, mental and physical competency, and
12professional competency standards established by the board under s. 466.03 (2) (b)
13to (d).
AB529-ASA1,23,2114 (c) An application for a limited-scope naturopathic doctor license under par. (b)
15may be submitted no later than the last day of the 12th month beginning after the
16date on which the board begins accepting applications for licensure under this
17subsection. The board may not consider an application for a limited-scope
18naturopathic doctor license under par. (b) submitted after that date. As soon as the
19date of the deadline described in this paragraph can be ascertained, the department
20shall send a notice of that date to the legislative reference bureau for publication in
21the Wisconsin Administrative Register.
AB529-ASA1,23,2522 (d) A limited-scope naturopathic doctor license granted under par. (b) shall not
23be considered to be a naturopathic doctor license for purposes of the law of any other
24state that offers reciprocal licensure or licensure by endorsement in that other state
25to individuals who are licensed in this state.

1(3) Renewal. (a) The renewal date for licenses granted under this chapter is
2specified under s. 440.08 (2) (a). Renewal applications shall be submitted to the
3department on a form provided by the department. The application shall include all
4of the following in order for the license to be renewed:
AB529-ASA1,24,55 1. The renewal fee determined by the department under s. 440.03 (9) (a).
AB529-ASA1,24,76 2. Proof of compliance with continuing education requirements established by
7the board under s. 466.03 (1) (b) or (bm), whichever is applicable.
AB529-ASA1,24,98 3. Proof of compliance with any requirements established by the board under
9s. 466.03 (2) (b) to (d).
AB529-ASA1,24,1110 4. Proof of compliance with any malpractice insurance requirements under s.
11466.03 (2) (f).
AB529-ASA1,24,1212 5. If par. (b) applies, proof of compliance with the requirements under par. (b).
AB529-ASA1,24,1813 (b) If a limited-scope naturopathic doctor was issued an initial license under
14sub. (2) by satisfying the requirement under sub. (2) (b) 5. d., the limited-scope
15naturopathic doctor shall, no later than the first renewal date after the conclusion
16of the 5-year period under sub. (2) (b) 5. d., submit evidence satisfactory to the board
17that he or she has completed the education and training required under sub. (2) (b)
185. d.
AB529-ASA1,24,20 19466.05 Practice. (1) (a) A naturopathic doctor may practice naturopathic
20medicine.
AB529-ASA1,24,2421 (b) A naturopathic doctor may, except as otherwise prohibited by the board by
22rule, utilize routes of administration that include oral, nasal, auricular, ocular,
23rectal, vaginal, transdermal, intramuscular, intravenous, intradermal, and
24subcutaneous, consistent with the education and training of a naturopathic doctor.

1(2) (a) 1. Subject to subd. 3. and except as provided in subd. 2., a limited-scope
2naturopathic doctor may practice naturopathic medicine, but limited to what is
3specified under s. 466.01 (6) (a) 1. and 3. a. to c., except for s. 466.01 (6) (a) 1. d. to
4f.
AB529-ASA1,25,115 2. A limited-scope naturopathic doctor may practice naturopathic medicine
6beyond what is authorized in subd. 1. if he or she demonstrates to the board that he
7or she is qualified to expand his or her scope of practice beyond what is authorized
8under subd. 1. If the limited-scope naturopathic doctor demonstrates to the board
9that he or she is qualified to expand his or her scope of practice, he or she may, subject
10to subd. 3., practice as authorized by the board, but not beyond what is authorized
11under sub. (1).
AB529-ASA1,25,1312 3. A limited-scope naturopathic doctor shall limit his or her practice to the
13scope of his or her experience, education, and training.
AB529-ASA1,25,1614 (b) Paragraph (a) applies notwithstanding any other provision of law that
15permits a naturopathic doctor to engage in any act that constitutes naturopathic
16medicine beyond what is authorized under par. (a).
AB529-ASA1,25,20 17466.07 Disciplinary proceedings and actions. (1) Subject to the rules
18promulgated under s. 440.03 (1), the board may make investigations and conduct
19hearings to determine whether a violation of this chapter or any rule promulgated
20under this chapter has occurred.
AB529-ASA1,25,25 21(2) Subject to the rules promulgated under s. 440.03 (1), the board may
22reprimand a naturopathic doctor or limited-scope naturopathic doctor or may deny,
23limit, suspend, or revoke a license granted under this chapter if it finds that the
24applicant, naturopathic doctor, or limited-scope naturopathic doctor has done any
25of the following:

1(a) Made a material misstatement in an application for a license, or for renewal
2of a license.
