SENATE SUBSTITUTE AMENDMENT 1,
TO SENATE BILL 228

SB228-SSA1,1,4 1An Act to amend 39.465 (1) (a), 39.465 (1) (d), 39.465 (2), 39.465 (3) (a), 39.465
2(3) (b) and 39.465 (4); and to create 39.465 (1) (b), 39.465 (1) (e) and 39.465 (5)
3of the statutes; relating to: scholarships for Marquette University School of
4Dentistry students who practice in dental health shortage areas.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB228-SSA1,1 5Section 1. 39.465 (1) (a) of the statutes, as created by 2019 Wisconsin Act 9,
6is amended to read:
SB228-SSA1,1,97 39.465 (1) (a) “Actual practice total” is the total number of months that a
8student upon graduation practices dentistry in a dental health shortage area in this
9state. For purposes of this paragraph, a fraction of a month is counted as one month.
SB228-SSA1,2 10Section 2. 39.465 (1) (b) of the statutes is created to read:

139.465 (1) (b) “Dental health shortage area” has the meaning given in s. 36.60
2(1) (ad), except that “dental health shortage area” does not include an area in the
3county of Brown, Dane, Kenosha, Milwaukee, or Waukesha.
SB228-SSA1,3 4Section 3. 39.465 (1) (d) of the statutes, as created by 2019 Wisconsin Act 9,
5is amended to read:
SB228-SSA1,2,86 39.465 (1) (d) “Required practice total” means the total number of months a
7student upon graduation is required under sub. (3) to practice dentistry in a dental
8health shortage area in this state.
SB228-SSA1,4 9Section 4. 39.465 (1) (e) of the statutes is created to read:
SB228-SSA1,2,1010 39.465 (1) (e) “School” means the Marquette University School of Dentistry.
SB228-SSA1,5 11Section 5. 39.465 (2) of the statutes, as created by 2019 Wisconsin Act 9, is
12amended to read:
SB228-SSA1,2,1813 39.465 (2) Scholarships. In consultation with the department of health
14services, the board shall establish a program for awarding to no more than 5
15first-year students at the school
an annual scholarship, including a stipend, equal
16to $40,000
for each year of a student's enrollment but not exceeding 4 years. The
17board shall pay the scholarships from the appropriation account under s. 20.235 (1)
18(dg).
SB228-SSA1,6 19Section 6. 39.465 (3) (a) of the statutes, as created by 2019 Wisconsin Act 9,
20is amended to read:
SB228-SSA1,3,221 39.465 (3) (a) A student is not eligible for a scholarship under the program
22established under sub. (2) unless he or she is a resident of the state and enters into
23an agreement with the board in which he or she agrees upon graduation to practice
24dentistry in a dental health shortage area in this state for a period equal to 18 12

1months multiplied by the number of annual scholarships the board awards to the
2student under the program.
SB228-SSA1,7 3Section 7. 39.465 (3) (b) of the statutes, as created by 2019 Wisconsin Act 9,
4is amended to read:
SB228-SSA1,3,95 39.465 (3) (b) An agreement under par. (a) shall specify that if a student fails
6to practice dentistry in a dental health shortage area in this state for the period
7required under par. (a), he or she is liable to the state for an amount equal to the total
8dollar amount of annual scholarships awarded to the student multiplied by the
9student's repayment liability percentage.
SB228-SSA1,8 10Section 8. 39.465 (4) of the statutes, as created by 2019 Wisconsin Act 9, is
11amended to read:
SB228-SSA1,3,1512 39.465 (4) Geographic diversity. The In cooperation with the school, the board
13shall make every effort to ensure that students who are awarded scholarships under
14the program established under sub. (2) practice dentistry upon graduation in
15geographically diverse dental health shortage areas in this state.
SB228-SSA1,9 16Section 9. 39.465 (5) of the statutes is created to read:
SB228-SSA1,3,2017 39.465 (5) Recruitment and training. From the appropriation account under
18s. 20.235 (1) (dg), the board shall provide the school $350,000 annually for the
19development and operation of programs to support the recruitment and training of
20students in rural dentistry.
