AB147-AA1,1,11 At the locations indicated, amend the bill as follows:
AB147-AA1,1,2 21. Page 3, line 10: delete “Definitions" and substitute “Definition".
AB147-AA1,1,5 32. Page 3, line 11: delete the material beginning with “In this section:" and
4ending with ““Caller identification record"” on line 12 and substitute “In this section,
5“caller identification record””.
AB147-AA1,1,6 63. Page 3, line 13: delete lines 13 to 16.
AB147-AA1,1,7 74. Page 4, line 1: delete lines 1 to 17.
AB147-AA1,1,8 85. Page 4, line 24: after that line insert:
AB147-AA1,1,9 9 Section 10m. Nonstatutory provisions.
AB147-AA1,2,2 10(1) The legislature recognizes that telecommunications providers have the
11ability to block voice calls consistent with federal law and rules promulgated by the

1federal communications commission, in particular rule FCC 17-151, adopted
2November 16, 2017, which provides the following:
AB147-AA1,2,4 3(a) A telecommunications provider may block the following types of calls so that
4they do not reach a called party:
AB147-AA1,2,6 51. A voice call if the customer to which the originating number is assigned has
6requested that calls purporting to originate from that number be blocked.
AB147-AA1,2,13 72. A voice call purporting to originate from a North American Numbering Plan
8number that is not valid; a valid North American Numbering Plan number that is
9not allocated to a provider; or a valid North American Numbering Plan number that
10is allocated to a provider but that is not used, if the provider blocking the calls is the
11provider to which the number is allocated and confirms that the number is not used,
12or if the provider blocking the calls obtains verifications from the provider to which
13the number is allocated that the number is not used.
AB147-AA1,2,14 14(b) A provider may not block a voice call placed to 911 under par. (a) 1. or 2.
AB147-AA1,2,17 15(c) For purposes of this subsection, a provider may rely on caller identification
16information to determine the purported originating number without regard to
17whether the call in fact originated from that number.”.
