NOTICE OF PRELIMINARY PUBLIC HEARING AND COMMENT PERIOD AND SOLICITATION OF COMMENTS ON ECONOMIC IMPACT ANALYSIS
NOTICE IS HEREBY GIVEN the Department of Public Instruction will hold a public hearing as required under s.
227.136 (2), Stats., to consider the promulgation of administrative rules under the following statements of scope:
- SS 038-24, on a permanent and emergency rule amending ch. PI 34, relating to bilingual-bicultural supplemental licenses. - SS 039-24, on a permanent administrative rule to amending ch. PI 34, relating to the out-of-state pathway for educator licensure. The statements of scope for each proposed rule are available to review at https://dpi.wi.gov/legislative-policy- outreach/administrative-rules. The preliminary hearing will be held by conference call only in the manner as follows: Date and Time: Thursday, May 9, 2024, at 11:00 A.M.

As required in rulemaking, the Department will consider all testimony given at the preliminary hearing prior to drafting a proposed rule that will be submitted to the Legislative Council Rules Clearinghouse. Pursuant to s. 227.136 (7), Stats., a preliminary public hearing and comment period on a statement of scope does not relieve the agency of its obligation to hold an agency hearing on proposed rules after proposed rules are available for review. When a proposed rule is available for review, the department will conduct additional hearings to accept public testimony on the proposed rule. Any comment received will also be considered for the development of the economic impact analyses required for rulemaking under s. 227.137 (3), Stats. Accessibility
