Application for Waiver of Requirements under the Every Student Succeeds Act
Pursuant to Section 8401 of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA), the Wisconsin Department of Public Instruction (WDPI) is submitting a request for a waiver to extend the period of availability of Federal Fiscal Year (FFY) 2021 Title I, Part B funds through September 30, 2024.
The intent of this waiver request is to allow for remaining FFY 2021 Title I, Part B funds to be added to existing federal funds to continue to produce high quality assessments for students and to provide additional support for schools and educators to use assessment and accountability data to advance student academic achievement. The COVID-19 pandemic disrupted assessment timelines and accountability systems, making it difficult to fully obligate FFY 2021 Title I, Part B funds by September 30, 2023. However, with an extension for obligation of these funds until September 30, 2024, WDPI will be able to invest in essential professional development to mitigate the impacts of COVID-19 on academic achievement. WDPI plans to use the remaining FFY 2021 Title I, Part B funds for professional development on using assessment and accountability data to improve outcomes for all students. 
As required under the waiver process, the state educational agency must provide the public with notice of and the opportunity to comment on this request.
