EmR2208 will have no adverse effect on small business. Because participation in the program is voluntary, there will be no negative economic impact produced by the rule. EmR2208 will enable the Department to provide grants to agricultural producers to voluntarily participate in commercial nitrogen optimization pilot projects. Grant funds should positively impact businesses that provide goods and services used in activities under this rule. EmR2210 will have no adverse effect on small business. Because participation in the program is voluntary, there will be no negative economic impact produced by the rule. The proposed rule will enable the Department to provide rebates to producers who plant cover crops. Grant funds should positively impact businesses that utilize cover crops.
