Notice of Submittal of Proposed Rule to
Legislative Council Rules Clearinghouse
On Tuesday, December 21, 2021, the Department of Administration submitted a proposed rule to the Wisconsin Legislative Council Clearinghouse pursuant to s. 227.15 (1), Wis. Stats.
Analysis
The proposed rule affects Chapters Adm 1, 2, 21, 30, 50, 89, 92, Game 4, and ER 44. The objective of the proposed rulemaking is to comply with 2019 Executive Order #15, which requires each state agency to review its administrative rules and replace any derogatory or offensive terms with current, inclusive terminology. This includes replacing any usage of “mentally retarded” with “intellectually disabled,” “mental retardation” with “intellectual disability,” and “handicapped” with “disabled.”
Statement of Scope
The scope statement for this rule, SS 069-19, was approved by the Governor on July 29, 2019, published in Register No. 764A1, on August 5, 2019, and approved by Department of Administration Secretary Joel Brennan on August 19, 2019.
Agency Procedure for Promulgation
A public hearing is required and will be held on Monday, January 24, 2022, at 10:00 a.m., via conference call.
