NOTICE OF PRELIMINARY PUBLIC HEARING
PROPOSED PERMANENT RULE No. CR 20-020
NOTICE IS HEREBY GIVEN that, pursuant to ss. 227.17 and 227.24 (4), Stats., the State of Wisconsin Department of Transportation (“WisDOT”) will hold a public hearing on proposed permanent rule Wisconsin Administrative Code ch. Trans 313 relating to Breath Alcohol Ignition Interlock Devices (BAIIDs).

Appearances at the Hearing and Submittal of Written Comments: Interested persons are invited to appear at the hearing and will be afforded the opportunity to make an oral presentation of their positions. Persons making oral presentations are requested to submit their written comments.

Initial Regulatory Flexibility Analysis: The proposed rule would require BAIIDs installed in Wisconsin to include features not currently required in this state, such as a camera and communications technology. Local service centers would be required to train their installers and service professionals on how to install and service these new features. The businesses would need to make modifications to their installation procedures to implement installation of devices with these new features. The department expects this would have a one-time effect on small businesses that act as service providers.
